Contrary to the Republican Party's recently launched, all-out War on the EPA, the 40-year old Environmental Protection Agency, founded during the Richard Nixon Administration with strong bi-partisan support, is a job creator, according to a newly released report by the Majority Staff of the U.S. Senate Environment and Public Works Committee.

Chaired by Sen. Barbara Boxer (D), the committee's 29-page report [PDF] touts "essential contributions that the Environmental Protection Agency (EPA) and landmark environmental laws" contribute towards "protecting public health and promoting economic growth."

It also highlights quotes from radical leftists like George W. Bush's Republican EPA Director, Christie Todd Whitman ("[I]t is easy to forget how far we have come in the past 40 years. We should take heart from all this progress and not, as some in Congress have suggested, seek to tear down the agency that the president and Congress created to protect America's health and environment.") and President Gerald Ford ("Nothing is more essential to the life of every single American than clean air, pure food, and safe drinking water").

The Democrats' report excoriates the deceptive partisan attacks embodied in recently introduced GOP House legislation meant "to weaken EPA's authority to regulate toxic emissions," and concludes by underscoring the EPA's role in promoting both environmental and economic health in the nation...

There are two important late Friday announcements from the newly revived, post-Bush Voting Unit at U.S. Dept. of Justice's Civil Rights Division this afternoon. In both cases, they've raised serious concerns about discrimination by Republican Presidential front-runner Rick Perry's Texas against Hispanic and African-American voters.

Given the Lone Star State's history of discrimination against racial minorities, new laws and regulations which relate to elections and voting must be pre-cleared by the Dept. of Justice before they can be put into effect, as per Section 5 of the federal Voting Rights Act.

In one finding, the DoJ sees purposeful discrimination against minorities in the state's redistricting plans [PDF] for apportioning both new statehouse districts, as well as four new U.S. House seats being added in the wake of the 2010 census. The new seats are being added due to an increase in the TX population, thanks in no small part, ironically enough, to huge growth in the state's Hispanic population. The DoJ finds the proposed statehouse plan violates Section 5 of the Voting Rights Act, stating that it "was adopted, at least in part, for the purpose of diminishing the ability of citizens of the United States, on account of race, color, or membership in a language minority group, to elect their preferred candidates of choice to the Texas House of Representatives."

The TX plan for the U.S. House didn't fare much better (see below), with similar findings that minorities are likely to see a "retrogressive effect" in their ability "to elect their preferred candidates of choice to the United States House of Representatives" under Perry's approved scheme.

Moreover, in a letter that echoes questions recently sent by the DoJ to the state of South Carolina about their new polling place Photo ID restrictions, as The BRAD BLOG detailed earlier this month, the DoJ has a series of questions concerning Texas' new, very similar restrictions. As the law mirrors the one in South Carolina --- and in many of the other states where the GOP has been able to ram through similar voter suppression bills over the past year --- many of the questions from the DoJ to TX also ask about the their plans for notification about the law, and issuance of free IDs to the more than 600,000 otherwise-legally qualified voters who don't currently own state-issued ID that would meet the strict new requirements to cast a vote at the polls on Election Day.

In TX, the DoJ voting unit is curious about how many of those residents who don't have such IDs also happen to have Spanish surnames...

I'm not sure what's more obnoxious, the way the Republican Party itself ignores and belittles their own 2012 Presidential candidate Rep. Ron Paul --- who reportedly finished a very close second to Rep. Michele Bachmann, who is receiving tons of attention, in the hopelessly gamed Iowa Straw Poll over the weekend --- or the way the mainstream corporate media ignores and belittles him.

I suppose if Paul wasn't belittled by these jerks he'd get no media attention whatsoever.

No matter your personal or political feelings about Paul, the way he is treated by the establishment elite, the way they, not voters determine who will or won't be a "viable" candidate, is appalling in my opinion.

Jon Stewart, appropriately, let 'em all have it for that last night, asking incredulously: "How did libertarian Ron Paul become the 13th floor in a hotel?!"...

And a house divided is united, ever so briefly, as Rep. Gabby Giffords (D-AZ) made a surprise appearance tonight during the U.S. House vote on the contentious debt ceiling agreement. The dramatic appearance on the floor to cast her vote in favor, was her first since being shot in the head in Tucson on January 8th. The chamber erupted into applause.

"I had to be here for this vote," she said in a statement. "I could not take the chance that my absence could crash our economy."

Giffords voted against raising the ceiling previously, in December of 2009 and February of 2010, but voted in favor of it today, as her staff noted that "this vote was substantially different, with the strength of the U.S. economy hanging in the balance."

The measure passed in the House following Giffords' appearance, by a vote of 269 to 161, with most of the 74-person Progressive Caucus, the largest in the House, voting against it. Democrats ultimately split their vote 95 to 95 on the controversial bill brokered by President Obama and Republicans, featuring the largest spending cut in the nation's history. GOP members voted overwhelmingly in favor of passage, 176 to 66.

The U.S. Senate is scheduled to take up the bill tomorrow, prior to the August 2 deadline when the U.S. Government is said to be no longer able to pay all of it's obligations unless the debt ceiling is raised. Both Senate Majority Leader Harry Reid and Minority Leader Mitch McConnell have already expressed their support.

UPDATE 8/2/11, 11:03am PT: Debt ceiling agreement has passed in U.S. Senate by a 74 to 26 margin. 19 Republicans and 7 Democrats voted against it. The President signed the bill, promising some $2 trillion in spending cuts, just moments ago, privately in the Oval Office. Mission Accomplished.
