Our initial plans for today's BradCast were somewhat sullied by the disgraced former President's last minute announcement of what he called a "press conference" down at his resort home this afternoon. But he's also somewhat sullied the last 10 years or so of life in America, so we should be used to it by now. [Audio link to full show follows this summary.]

Among our coverage today...

• Donald Trump spewed a remarkable tsunami of lies and nonsense during an hour-long presser this afternoon, stacked with questions from mostly rightwing media outlets. It was ostensibly called to announce he had "agreed" to three Presidential Debates in September on Fox "News", ABC News and NBC News, and for a Vice-Presidential debate moderated by CBS News. The only one of those actually confirmed or agreed to by his opponent, as of air time, was the one on ABC that had long been agreed to by Kamala Harris, even as Trump had previously tried to duck out of it. We share just a few of his many weird lies told today, most of them stale and/or hilarious. Beyond that, we were just happy to see that his right ear (as seen in a close-up at right, from the photo above, taken today at Mar-a-Lago) appears to have healed up so well that it almost looks as if he had never been shot at all by a bullet from an AR-15 military-style assault rifle just over three weeks ago.

• Trump's Vice-Presidential running mate, J.D. Vance, is a piker when it comes to spewing ridiculous lies and nonsense, compared to his running mate. But he's working on it. And he was happy, over the weekend during a rally in Atlanta, to repeat several of the lies Trump and Fox 'News' love to tell. Among them, that Kamala Harris wants "to take away your gas car" and that "she even wants to take away your ability to eat red meat." Both are complete fabrications, of course, and we might have let them slide, but for his claim that "the fake news will fact check. They'll fact check it 'true'. She actually said that." We're not fake news, of course, but that Vance/Trump lie has already been fact-checked. I don’t know how to couch this, nor cushion the blow for Vance, but, as it turns out, it's not actually true in the slightest.

• Then there are the Vice-Presidential candidates, like MN Gov. Tim Walz, who has this annoying habit of telling the truth about stuff. It doesn't give us much to fact-check, but it does free up time to learn about the possible future Veep by sharing some fantastic video from 2022, in which he explained how to fix a burnt-out headlight harness from his 2014 Ford Edge with a $7.99 part from NAPA Auto Parts ("Just clip off the back, use some shrink-wrapped connectors on there, tape it back together and put it back in. It's about a five-minute fix and you're back on the road safe and sound.") And some rousing remarks from State of the State Address in 2023, before the passage of a slew of popular gun safety measures in MN like red flag laws and universal background checks. ("The time for hiding behind 'thoughts and prayers' is long gone. What we need is action and we need it now! So here's what's gonna happen: We've got a gun safety bill on the table, and we're gonna get it passed, and I'm gonna sign it." And they did and he did.)

• The polls continue to surge for Kamala Harris since she took over at the top of the ticket just over three weeks ago. With most of the major polling averages (538, NYT, RealClearPolitics) now putting her up over Trump nationally by give or take 1 or 2 points. That's a huge swing from where Joe Biden was polling just before he dropped out and endorsed Harris. But for a separate indication of how things are going for the Harris-Walz ticket, the UK betting site Oddschecker observed today, that "For the first time since Kamala Harris stepped in for Joe Biden, she has overtaken Donald Trump as the betting favourite to win the US election. A wild swing in odds over the past three weeks." That's all great news for democracy fans, of course. But, as Desi likes to warn (and as a listener reminds us via email today), neither the polling numbers nor betting odds take the GOP's plans to "suppress the vote and contest the vote" by blocking certification into full consideration.

• Finally, Desi Doyen has our latest Green News Report with news on Hurricane Debby coming back to the Carolinas today for a catastrophic second helping, and on Dem VP candidate Tim Walz' proven record as a climate champion, having adopted, as Minnesota's Governor, nearly 40 "cutting edge climate and clean energy laws and policies" that could be seen as a national policy template, as he cast "the fight against climate change" in his state "as an economic win for residents and an imperative for the state's children"...

If you haven't begun already, as detailed on today's BradCast (along with much else), now is a good time to start keeping your eyes on the many ways that Republicans are planning to "legally" steal the November election in the event that, once again, they can't win it the old fashioned way by receiving more votes and an electoral Electoral College victory with them. [Audio link to full show follows this summary.]

Recently, Kevin Roberts (pictured above), the President of the far-right Heritage Foundation, creators of "Project 2025" --- an extremist 900-page manifesto designed to repeal the 20th century the next time a Republican wins the White House --- told supporters: "We are winning. There are a lot of victories that have been secured. Some of them are partial. Some of them in ways that the other side doesn't yet know, are foundations for what's coming. And that's just the beginning. And we're not gonna tell ya everything that's coming."

Today, after weeks of focus on that Project 2025 by Democrats and media, it's nominal operational director, Paul Dans, stepped down to assuage Donald Trump, who both doesn't like the fact that Project 2025 makes him look like the puppet of more than a hundred far-right organizations and his own former Administration officials (which he is), and because the document is so extremist that he'd prefer to keep all of its atrocities under wraps until he's safely back in office. But those plans to gut the government as we know it and place a Republican President in direct autocratic control of every government agency, aren't going away, even if Heritage and friends have now been ordered to tone it down for a while until Trump can be installed back into the Oval Office.

As corporate media outlets are finally reporting on Project 2025, Roberts' plans for "victories...that the other side doesn't yet know...and [he's] not gonna tell" us about for now, are becoming clearer by the day, nonetheless. Largely, they are about stealing the election in advance by voter suppression assisted by corrupt friends now seated on the courts; stealing it during the tabulation by the many Trump-supporting election denialist who now serve as county election officials in battleground states, where they plan to prevent certification of a Trump loss; and, in doing so, create enough havoc after the election to toss the Electoral College certification on January 6 to the U.S. House, where Republicans hope to control a majority of state delegations in order to name Trump the "winner", even if he loses again, as he did in 2020.

We detail just some of those plots and plans, along with much more, on today's program. Among our many stories today...

• After hundreds were killed amid downpour-triggered landslides last week in Ethiopia, at least 70 93 were killed by mudslides under similarly climate change-fueled conditions in southwestern India today.

• More than 1 million union workers have now had their pensions saved by the Biden-Harris Administration and Congressional Democrats, thanks to their American Rescue Plan, which not one single Republican voted for in the House or Senate. That now includes some 600,000 Teamsters, many of them in the rust belt, the midwest and New England, as celebrated on Monday in Manchester, New Hampshire.

• Kamala-mentum continues, as new polling shows her favorability rate skyrocketing and her unfavorability rate plummeting, following President Biden's decision to drop out of the 2024 race and endorse his Vice President instead. Favorable/unfavorable numbers for Donald Trump and his running mate J.D. Vance have done the exact opposite according to polling numbers from the week after the assassination attempt on the former President and the Republican National Convention as compared to the week after, following Biden's endorsement of Harris for the top of the ticket.

• Rolling Stone detailed on Monday how at least 70 pro-Trump conspiracists who now hold positions as election officials in a number of counties in six battleground state "are poised to make a giant mess" by refusing to certify election results in hopes of preventing state results from being certified if Trump doesn't win them. The magazine's Justine Glawe's deep-dive report warns that "Republicans have refused to certify election results at least 25 times since Trump lost the 2020 election to President Joe Biden"...because practice makes perfect. You have been warned. You may want to keep your Jan. 6 open next year. There may be something dramatic on television, depending on how things go.

• Early legal efforts by Republicans to bollox things up for the Kamala Harris Campaign do not appear to be going well. An FEC complaint filed last week in hopes of preventing Harris from being able to use the money from the former Biden-Harris Campaign account isn't likely to get very far, UC Irvine Election Law professor Rick Hasen notes. Though he does recognize that the complaint will at least give Trump the opportunity to falsely claim on the stump that what Dems are doing is a muchworse campaign finance violation than his own in 2016 which resulted in his 34 felony convictions in New York. Good luck with that.

• Also, recent claims by Republican House Speaker and Trump tool Mike Johnson (who is, theoretically, an actual attorney) that there are legal "impediments" preventing Democrats from putting Harris on state ballots instead of Biden, turn out to be 100% wrong. At least according to CNN, which surveyed all 50 states to find that there will be legal impediments for Harris in (...checks notes...) ZERO states!

• In the meantime, expect a mountain of frivolous legal complaints by Republicans about election laws in hopes of suppressing the vote with favorable rulings from corrupt, Trump appointed federal judges. One such effort in Mississippi, filed earlier this year, seeking to block the counting of mail-in ballots postmarked by Election Day but received up to five days afterward, as per state law, failed on summary judgement on Sunday. But you should expect both appeals and more such voter suppression cases to flood the courts between now and Election Day (and beyond).

Today on The BradCast: Their positions on actual issues are wildly unpopular. Their phony culture war issues are bombing. Is it any wonder the GOP's best chance may now simply be to prevent their opponents from being able to cast a vote at all?

MICKEY MOUSE GOVERNOR: The Walt Disney Co. sued Florida Gov. Ron DeSantis today in response to "a relentless campaign to weaponize government power against Disney in retaliation for expressing a political viewpoint unpopular with certain State officials." That, after the company dared oppose the official state position in favor of banning free speech in schools.

COW GOES MOO: A Donald Trump-appointed federal judge has tossed out libel lawsuits filed by doofus Rep. Devin Nunes (R-CA) against an Esquire journalist and its publisher for reporting that the wingnut former Congressman turned Trump social media CEO's family farm "knowingly" employed hundreds of undocumented workers. The judge found the reporting to to be "substantially, objectively true." Almost all 10 of the similarly ill-considered suits Nunes filed against perceived opponents in 2019 have now been dismissed. Only two of them, against anonymous Twitter accounts named "Devin Nunes' Mom" and "Devin Nunes' Cow" remain.

BOARD SILLY: While progressives scored big in marquee contests during the April 4 elections --- liberals won a majority on the Wisconsin Supreme Court for the first time in 15 years, and former teacher and union member Brandon Johnson became Chicago's mayor --- far-right MAGA school board candidates running on phony culture war issues "flamed out", according to Politico, in both Illinois and Wisconsin. They didn't do much better last November, even in "red" states like Missouri and Oklahoma. But GOP operatives apparently plan to keep choking the same chicken in elections later this year and in 2024, even as voters appear to prefer funding schools and keeping kids safe at them, over banning books, stifling free speech, and cancelling LGBTQ kids.

WOULDA WON BUT FOR THOSE MEDDLING (VOTING) KIDS!: Last week, longtime GOP attorney and vote suppressor Cleta Mitchell was caught in an audio recording obtained by Undercurrents' Lauren Windsor at a GOP donor event in Nashville, discussing plans to "combat" young voters by preventing them from voting on campuses in Virginia, North Carolina and elsewhere. She even vowed that Republican lawmakers may be able to eliminate 45 days of early voting and same day voter registration if they played their cards right, and kept giving money to her insidiously named "Election Integrity Network". If Mitchell's name is familiar, it's because she was on that infamous January 2021 phone call with Donald Trump hoping to strong-arm the Georgia Sec. of State into "finding" 11,000 votes to steal the state's Presidential election from Joe Biden.

SEND IN THE CLOWNS: It's bad enough to push secret vote suppression schemes to GOP donors. It's reprehensible for top state Republican election officials to participate in such schemes. But that's exactly what happened at a so-called "Secretaries of State Conference" sponsored by the far-right Heritage Foundation and other anti-democracy groups in February. Documented, a nonprofit watchdog organization, obtained the agenda for the secret conference in which only Republican Secretaries of State were invited to participate.

It was led by longtime, notorious GOP "Voter Fraud" fraudsters and liars like Hans Von Spakovsky, J. Christian Adams, J. Kenneth Blackwell and perhaps most shamefully, current U.S. Election Assistance Commissioner Donald Palmer (appointed to the bipartisan federal agency by Trump). They all schemed with top election officials from 13 GOP-controlled states --- including the chief election officials from Indiana, Florida, Mississippi, Missouri, Montana, Tennessee, Virginia and West Virginia --- in a secret, off-the-record two-day confab.

We're joined today to discuss this appalling revelation by JAMIE COREY, a Senior Researcher at Documented who, with The Guardian's Ed Pilkington, exposed the entire pathetic affair, which, as Von Spakovsky insisted in an email she obtained, was "not a public event. It is a private, confidential meeting of the secretaries." --- Well, the Republican ones anyway, the ones who are supposed to run both state and federal elections in a non-partisan way.

"According to the event invitation we obtained, this is actually the sixth year in a row that they've held this event," says Corey. "And they have privately bragged --- Hans has --- to donors that they are excited that it's just for conservative Secretaries of State. No Democrats allowed."

"Voters should be concerned when you have election officials participating in a private, confidential meeting with former Trump associates, top voter suppression proponents, and groups who have been actively pushing false claims around elections," she explains. "As the agenda pointed out, there was a cocktail reception and dinner after the first day of substantive sessions wrapped up. So what you have there is top election officials, who are going to be overseeing the 2024 Presidential Election in their respective states, wining and dining with all these problematic people."

We're old enough at The BradCast to remember when Republicans used to at least pretend to believe in things like "personal freedoms." But, now that Florida's Gov. Ron DeSantis is preparing a run for President in 2024, things are getting mighty early 20th-century German-y these days down in the Sunshine State. [Audio link to full show follows below this summary.]

The recently re-elected Governor is on a roll. Most notably, over the past year or so, he has adopted a "Don't Say Gay" law, threatening school teachers with dismissal for referencing LGBTQ issues in public schools, and, more recently, his "Stop W.O.K.E. Act" to prevent discussion of race issues and other things that the all-mighty State decides may make the parents of a white, straight child uncomfortable. Also known (ironically enough) as the "Individual Freedom Act," a federal judge recently cited George Orwell's 1984 in describing the law as "positively dystopian" as it has resulted in the state-ordered banning of library books.

But DeSantis isn't cowed by courts of law or even public opprobrium. Last Friday, his State Department of Business and Professional Regulation (apparently, Republicans now love state regulations too?) filed a 27-page complaint against The Orlando Philharmonic Plaza Foundation, seeking to revoke their liquor license. Why? Well, last December, for the eighth year in a row, they featured a performance of the popular Drag Queen Christmas national tour and "violated Florida statutes" by allowing parents to bring their children, according to the state's complaint. (So much for "parental choice," which GOPers also used to pretend to believe in.)

Perhaps all of that wouldn't be so bad, if Floridians knew they could hold elected officials accountable at the ballot box. Sadly --- and predictably --- the Governor and his henchmen in the state legislator in Tallahassee are working to make that more difficult as well. Last year, DeSantis signed Senate Bill 524. In addition to giving him a personal special "elections crimes" police force (which he immediately abused by ordering the round-up of former felons at gunpoint and on camera for "voter fraud" even though most had been told by the state they were allowed to vote in 2020), the measure also mimics a law recently adopted by Texas that resulted in a huge percentage of vote-by-mail ballots being rejected in 2022.

The new provision mandates that vote-by-mail voters include a drivers license or social security number on their absentee envelope when casting their vote. However, there's no easy way for voters to know which one of those two numbers will match the number on their registration record and ballots will be rejected without a perfect match. The Texas version of the same law --- being pushed as "model legislation" by the far-right Heritage Foundation in several GOP-controlled states --- resulted in preliminary ballot rejection rates as high as 38% in several counties during last year's primaries.

Now, the bipartisan Florida Supervisors of Elections Association, comprised of elected county elections chiefs, are pushing back against the new law. They argue unanimously in a new report [PDF] that it will result in disenfranchised voters, as well as increased costs to counties and security issues for elections.

We're joined today by ION SANCHO, Florida's legendary, former Leon County Supervisor of Elections who served in the elected position for nearly 30 years before resigning in 2016. He explains the many concerns about the new measure and why it is that election officials around the state are so unanimously troubled by it.

"Even though a majority of the Supervisors of Elections are Republicans, they cannot stomach what they see the Florida legislature doing, because it's real simple --- it's not fair," Sancho tells me. "Every Supervisor of Elections in the state can see that this is simply a partisan attack on voters that the Governor is trying to suppress. That offends them."

The new law, he fears, will be "a logistical nightmare" for election officials. "This whole process --- that we carefully spent a decade building to ensure that legal voters could cast and have that ballot counted --- is under direct threat, and by individuals who haven't a clue about how Florida elections work. Because these recommendations came from Heritage Action, the political arm for the Heritage Foundation."

Sancho is hopeful that some of the Republicans in Tallahassee will listen to the elections officials. "Because where this will blow up, the first election under these new rules," will be the state's March 2024 Presidential Preference Primary, "where you've got to two apex Republicans, possibly, on the ballot. And you don't want that election to melt down. These rules could destroy the Presidential primary in Florida. And wouldn't that put some egg on DeSantis' face."

So well respected by his peers that he was selected by them to oversee the ultimately-aborted 2000 Presidential recount in the state, Sancho charges that "Governor DeSantis has really declared war on any human being that has a different political ideology than himself. It's shocking."

Nonetheless, DeSantis, after winning in 2018 by less than half a percentage point, was re-elected to a second term by a landslide last November, even as Republicans elsewhere in the nation had a very difficult election. Why did he do so well last year? Sancho offers his thoughts on that as well today. And, yes, it has to do with the "tremendous impact" of the Governor's new special election crimes police force and a resulting "complete collapse of African-American voting" last year in the state. But that, Sancho seems confident, is likely to turn around in 2024...at least if their votes are allowed to be tallied.

On today's BradCast we focus on two different rightwing scammers: The Heritage Foundation and George Santos. [Audio link to full show is posted below this summary.]

The Heritage Foundation's decades-long effort to suppress the vote received a multi-million dollar boost following the 2020 election. Also, there is some new news today on what appears to be a fairly huge campaign finance violation by newly-elected Republican pathological liar, Rep. George Santos. But is it possible that Santos' scam is larger than anybody seems to yet appreciate?

We're joined today to discuss both scammers by BRENDAN FISCHER, one of the nation's foremost campaign finance experts who now serves as Deputy Executive Director for Documented, an investigative watchdog and journalism organization.

For some time, Fischer's group has been digging into and exposing the multi-state, multi-million dollar campaign by the rightwing Heritage Foundation's political action offshoot, Heritage Action. The "dark money" group has been pushing new voter suppression bills through swing-state legislatures with copy and paste "model legislation" in the wake of false claims of fraud in the 2020 Presidential election. Their work is often disguised --- as Executive Director Jessica Anderson was caught boasting to donors about in a 2021 video tape --- to have that "grassroots, ya know, from the bottom-up type of vibe."

Documented recently unearthed Heritage's four-page "Election Integrity Plan" [PDF] from 2021. It details the effort to push restrictions on voting through state legislatures after "in some cases, we actually draft" the bills for them, as Anderson, a former Trump official, is seen bragging to donors on that tape.

"Iowa's the first state that we got to work in," she explains, "and we did it quickly and we did it quietly. Honestly? Nobody noticed!" Anderson also cites "eight key provisions" the group supposedly was able to get into Georgia's controversial 2021 voter suppression measure, SB202, which was quickly signed into law --- supposedly at Heritage's urging --- by Gov. Brian Kemp.

IA and GA were two of "19 states [that] passed 34 laws restricting access to voting" in 2021, according to the Brennan Center for Justice that year, more than in any year since they began tracking such legislation in 2011.

Earlier this month, in addition to obtaining and publishing Heritage Action's "Election Integrity Plan", Fischer joined with Ed Pilkington at The Guardian to detail the organization's previously-unreported tax filings from 2021 [PDF], detailing more than $5 million in outside lobbying services in at least 24 states. That, after spending $0 on outside lobbying the previous year. The anti-democracy "dark money" outfit also spent more than $6 million on contractors for "marketing and advertising" in 2021, a substantial increase from the year before. The expenditures including more than a million dollars spent in support of GA's bill alone. In all, as Fischer and Pilkington report, Heritage's "Election Integrity Plan" earmarked at least $24 million to push these measures in at least eight swing-states over the past two years.

In addition to efforts to adopt restrictions on voting in the states, Heritage also worked to block legislation that would protect voting rights at the federal level. "The millions of dollars that Heritage Action spent in 2021 included substantial expenditures to pressure [Senators Joe] Manchin and [Kyrsten] Sinema in order to not reform the filibuster and thwart democracy reform legislation," Fischer tells me today.

"In West Virginia, in particular, they also did it with drummed-up fake grassroots activity," he explains. "Heritage Action and other groups organized buses to bus activists from out of state to West Virginia for a rally that was intended to 'save the filibuster' and protest Manchin's potential openness to changing the filibuster rules." It worked. Manchin and Sinema refused to reform the Senate's anti-democratic filibuster rule to pass the landmark Freedom to Vote Act in 2021. That measure would have been the most comprehensive voting rights and campaign finance reform measure since the 1960s. And, yes, as Fischer notes, the bill would have also "ended dark money!"

We've got a lot more to discuss along those lines with Fischer today. But, as long as he was here, there was an unrelated matter I wanted to get his thoughts on.

On Tuesday night, newly elected Republican Congressman and unrepentant liar George Santos amended several of his campaign finance disclosure documents. Santos had previously claimed in FEC disclosures that he had loaned his own campaign some $700,000. That was already suspicious, given that two years earlier, Santos claimed to have been making about $50,000/year. But, as The Daily Beast's Roger Sollenberger noticed on Tuesday, his amended forms now claim the funds did not come from him personally --- though they don't explain where the money actually did come from. Any campaign donation that large from someone other than the candidate would be an unlawful contribution.

While the Santos campaign seems to be admitting to what Josh Marshall characterizes as "major crimes" in their new filings, I have a different, completely ridiculous, couldn't-possible-be-true theory to ask Fischer about today: Is it possible that nobody actually gave $700,000 to Santos' campaign? That it was a paper claim only? There was no such loans at all?

Of course, that seems absurd, but this is George Santos we're talking about. More to the point, it should be noted that last year Sen. Ted Cruz (R-TX) successfully won a case at the corrupt U.S. Supreme Court which held that personal loans made to campaigns by candidates could actually be paid back after the election, in unlimited amounts, by anyone else. Lobbyists, etc. Is it even possible that Santos could have claimed to have made those personal loans to his campaign but that no money was actually ever given to his campaign at all? Allowing him to be "repaid" later by others after the election? It would certainly be a swell way for a wayward conman like Santos to make a cool $700,000, no?
