On today's BradCast: Sometimes it's good news when bad news arrives. At least when it's a breath of reality in the Trump Era. [Audio link to today''s show is posted below the summary.]

We've been trying on this program to make some sense in recent weeks of Wall Street's alternative reality, as seen over the past 12 weeks or so while millions of Americans have become unemployed as states ordered shutdowns and business closures while the coronavirus wreaked deadly havoc across the country. The economy has, understandably, tanked in the bargain. But the stock market's major indexes have nonetheless surged some 44.5% between late March and this week. American billionaires, as discussed in detail on a recent show, have seen their fortunes rise by some $565 billion between March 18 and the first week of June, even as the economy has largely ground to halt and entered its worst recession since the Great Depression.

The irrational exuberance of Wall Street has continued week after week, for each of the past twelve, while millions of American have newly filed unemployment claims in record numbers that simply blow away any other downturn in our nation's history beyond the Great Depression. Major companies like Hertz and J.C. Penney are declaring bankruptcy, and yet the marketeers in the Wall Street casino continue to bid up the companies share prices. On Wednesday, the NASDAQ hit its all time high. Not its highest level during the pandemic, but its ALL TIME highest trading price.

It's as if the market and the reality of the economy exist on two entirely different planets. But they don't. That was made clear again today as yet another 1.5 million new jobless claims were reported by the Bureau of Labor Statistics, leaving anywhere from 20 to 40 million Americans out of work and Congress' expansion of unemployment benefits set to expire at the end of next month.

And yet, as Donald Trump becomes increasingly concerned about his reelection chances, he and his supporters are citing the booming stock market as if it's the same thing as the economy. It decidedly isn't. That reality finally appears to have hit home on Thursday --- at least for now --- as the Dow plunged some 1,800 points along with the other major market indexes which plummeted as well. Traders seem to have finally noticed that the coronavirus can't simply be pretended away. It is not only NOT going away anytime soon, but infections and hospitalizations are currently surging to record highs in at least 21 states on the heels of many of those states --- talking to you Arizona and Texas, among others --- dangerously "reopening" far too early.

Some have (wrongly) dismissed the reported increases in the number of confirmed infections as an byproduct of increased testing. That is not true. The increases of note are in both the percentages of positive tests and in hospitalizations in many areas around the U.S. That disturbing surge comes largely before we begin to see whether the past two weeks or nationwide protests over the killing of George Floyd substantively adds to the totals, as some fear.

Ultimately, today's market crash can be seen as "good" news, in that perhaps reality is finally catching up with the markets whose inflated value has helped to prevent Donald Trump and his Republican sycophants in Congress from taking the necessary actions needed to prevent both the economy and the health of the American people from becoming decidedly worse. I've got a rant or two about all of this on today's show.

But there was more heavily-qualified "good" news on Thursday as Trump's Chairman of the Joints Chiefs of Staff, Army General Mark Milley, made clear in a video-taped statement, that it was a "mistake" for him to have joined Trump for his obnoxious photo-op last week at St. John's Episcopal Church across from the White House after Trump ordered peaceful protesters violently cleared out of Lafayette Square.

And, in further encouraging news, protesters around the country have begun to take matters into their own hands in removing offensive monuments to Confederate traitors who rebelled against the United States and killed hundreds of thousands in the bargain, in hopes of preserving slavery in "the land of the free". On Wednesday, a statue of Confederate President Jefferson Davis in Richmond, VA, the former capital of the Confederacy, was pulled down, as other such statues --- many of them erected decades after the Civil War during the Jim Crow era, as segregationist policies further institutionalized white supremacy in the U.S. --- were defaced, decapitated or destroyed as well. Yes, I've got a thought or two on all of that today as well.

Finally, Desi Doyen joins us for our latest Green News Report, in which major environmental groups are also taking action towards racial justice within their own organizations in the wake of nationwide protests, and as communities of color continue to be disproportionately harmed by pollution, climate change and other environmental issues. She also has a bit of good news regarding a newly coal-free Britain and some less good news on our latest new plague in the U.S. --- or, at least in Florida: giant toxic toads! Buckle up!

We've got a whole lot jammed into one single hour of The BradCast today. So let's take this one step at a time and hope for the best. You may wish to stay away from anything that is breakable over the course of the hour. [Audio link to show is posted at end of summary.]

Among the stories covered on today's program...

  • Hydroxychloroquine, the magical "100% cure!" for COVID-19 that Fox "News" promoted endlessly for weeks on end along with their stooge President in the White House, is, according to a new study of hundreds of patients at Veterans Health Administration medical centers across the country, not a cure at all. In fact, 28 percent of infected patients given the malaria drug along with regular care died, while only 11 percent who received the same care but without the hydroxychloroquine died. That's just one of the reasons you likely haven't heard either Fox or Trump, who encouraged folks to take it ("What do you have to lose?," he repeated over and again) mention it at all lately;
  • A new analysis of UK data by the Financial Times finds the number of coronavirus-related deaths there are likely more than twice as high as the officially confirmed count, which only tallies those who have died in hospitals after testing positive for the virus. The analysis confirms other similar studies of inexplicably high death rates (for any reason) in countries around the world, far in excess of average numbers this time of year, even after official COVID-19 are removed from the statistics;
  • While that study and others like it suggest the NUMBER of deaths, both directly and indirectly attributable to the pandemic, are likely at least twice as high as officially recognized, the death RATE for the coronavirus may be much smaller. A new study by USC and Los Angeles County, examining those with antibodies for the virus present in their systems, suggest that infections are far more widespread than previously understood. Infection rates appears to be as much as 28 to 55 times higher than previously understood in L.A. That study appears to confirm a similar one in Santa Clara County in Northern California, finding the rate of infection there to be as much as 50 to 80 times higher than previously known;
  • In short, there is a LOT that is not understood about this deadly virus, making it all the more insane that Georgia's Republican Governor Brian Kemp (now followed by several other GOP Governors across the country) is planning to re-open the state's hair salons, tattoo shops, bowling alleys, massage parlors and other places of business this Friday, with movie theaters and restaurants set to be opened on Monday. During his stunning Monday announcement, Kemp claimed that "health care professionals" agreed with his action, even though members of his state's own COVID-19 task force and the mayors of its largest cities were never consulted and are reportedly furious. CNN reported on Wednesday morning that both Trump and Vice President Pence called Kemp on Tuesday to express their support for the move (even though mere seconds after we got off air today, Trump apparently flip-flopped during the White House briefing to claim he "strongly disagreed" with Kemp and thought it was "too soon" to reopen.);
  • Definitely not consulted in any of this were the state's front-line health care workers like Lawrenceville, GA physician Dr. Karla Lorraine. We share her moving "viral" video --- shot at work, while still in some of her personal protective equipment after hearing news of Kemp's announcement --- in which she begs people, through her own tears, to "please stay home!";
  • Next, as we do, we turn to what the hell people can do about all of this madness, beginning with VOTING these madmen out of office this year. To that end, we're joined today by attorney COURTNEY HOSTETLER, counsel at Free Speech for People, one of the groups representing the NAACP in a new lawsuit filed in North Carolina to prevent the use of new, "insecure, unreliable, unverifiable, and unsafe" (yes, now infectiously dangerous) touchscreen voting systems in more than 20 counties across the very closely divided battleground state this November.

    The lawsuit [PDF] is one of many being filed in state after state as jurisdictions move to change voting procedures in the wake of a global pandemic. Aside from being a vector for spreading disease in many rural and urban counties (including Mecklenberg, the state's largest, most diverse and Democratic-leaning) Hostetler explains how the specific new systems in question, the ES&S ExpressVote, creates barcoded "paper ballot" summary cards that can never be verified as accurately reflecting the intent of any voter. The same systems, she explains, are also insecure and prone to failure, as seen in several states where those systems and very similar ones made by ES&S --- the nation's top supplier of voting systems and the largest private vendor in the country --- have failed in recent elections and were found vulnerable to hacking and manipulation in test labs.

    She also details a number of other maddening reasons that these expensive, dangerous, insecure and unverifiable new voting machines must be replaced with hand-marked paper ballot systems before the state's critical Presidential election this November.

  • Finally today, a few thoughts on crashing oil prices amid a worldwide glut that has led producers to literally pay people to take oil off their hands for lack of storage. One analyst suggests this moment is "probably going to be the final dagger in the heart of the U.S. shale oil industry." Yes, he means this could be the end of fracking in the U.S., at least for oil, if not natural gas. So, maybe something good after all can come out of all of our ongoing disasters...

Prime-time Oval Office speech goes disastrously, markets plunge, almost all gains under Trump wiped out, major league seasons called off, Biden and Sanders step up, even as critical elections threatened by virus...

On today's BradCast: Donald Trump's error-laden prime-time speech to the nation from the Oval Office on Wednesday night did little to ease the nation's anxieties over the coronavirus pandemic. In fact, it appears to have made things much worse in a number of ways.

The Dow Futures market plummeted as his remarks began, with the DJI closing down more than 2,300 points on Thursday. In all, after hitting a record high just weeks ago, the markets have lost nearly 90% of the gains they've seen since Trump took office in January of 2017. One more day like this and all of those gains will be lost. So much for "rocket fuel to the economy".

Fortunes on Wall Street, however, may be the least of the country's problems right now. Trump's announcement on Wednesday night called for a travel ban from all European countries other than the United Kingdom (for reasons that no one seems able to explain) and for the payroll tax cut he's been seeking for months (long before the virus), which few experts believe will be much help amidst this worsening epidemic. Moreover, no sooner did Trump finish his teleprompter remarks than the White House had to begin issuing corrections to them. No, trade and cargo would not actually be banned from Europe, as Trump claimed, and the health insurance industry didn't actually agree to offer free coronavirus treatments to all as the Liar-in-Chief claimed Wednesday night.

Europe was blindsided by the announcement, and it was left to Democratic Presidential candidates Joe Biden and Bernie Sanders to try and calm an anxious nation today with their own speeches addressing the crisis as Trump continues to refuse to declare a national emergency because it would reveal he had lied about the epidemic for weeks. (And apparently he needs to get Jared's permission first.)

The NBA, NHL and Major League Baseball all announced they are suspending their seasons, the NCAA cancelled their March Madness tournaments, Disneyland will be closing their doors, and Tom Hanks announced that he and his wife Rita Wilson have both contracted COVID-19, the disease caused by the virus.

But what about the upcoming primary and general elections? Are we really going to continue asking voters to stand in long lines with hundreds of people to vote on potentially virus-infected touchscreen voting systems? As it turns out, hand-marked paper ballots still moist from hand-sanitizer also caused problems this week in New Hampshire's municipal elections, jamming optical-scan tabulators at precincts.

The U.S. Vote Foundation, led by former GOP Chair Michael Steele, is now calling on Congress to immediately pass legislation requiring every state in the union to allow no-excuse absentee/Vote-by-Mail ballots for all voters. And while I am no fan of Vote-by-Mail usually (other than in jurisdiction where voters are forced to vote on touchscreen voting systems at the polls), it's looking more and more like we are all going to be voting via VBM this year if the virus continues on its current trajectory.

On today's BradCast: We dispatch with the dark, ugly post-impeachment bitterness of our completely unfit and totally guilty President as quickly as possible at the top of today's show, along with a word or two about Mitt Romney's commendable, historic courage. Then it's on to looking forward to how Americans must remove this dangerous man from office, even as we all must surmount seemingly impossible odds with our nation's terrible, dangerous, nontransparent voting systems in 2020. On that score, first up, CBS-2 in Los Angeles ran an investigative report this week, featuring yours truly, on the County's new, unverifiable, $300,000,000 touchscreen voting system. We share the report from CBS-LA's David Goldstein in full, along with some additional thoughts, including the eerie similarities between comments in the CBS report from L.A. County's Registrar Dean Logan, who developed the new VSAP ("Voting Solutions for All People") system, on his strong confidence in the first-time use of this new system before the March 3rd Super Tuesday primary, and those from an interview with the Iowa Democratic Party Chair Tom Price on the night before the Iowa Caucuses about his own confidence in the party's new, secretly-developed smartphone app that failed so disastrously the next day.

Then, speaking of Iowa, several reports on Thursday confirm that there was an apparent effort by Trump supporting trolls to jam the phone lines used as the backup for precinct officials to phone in caucus results when the IDP's smartphone app had failed. That element of the story is eerily similar to the 2002 GOP phone-jamming scandal during a U.S. Senate election in New Hampshire that year. Four Republican operatives hired by the party were convicted in a criminal scheme and the party had to pay NH Dems $125,000 in damages afterward. How does that tie to what happened in Iowa? We hope to report more on that on tomorrow's BradCast. But for now, we hope it serves as a reminder that Russia is not the only threat to the integrity of U.S. elections. Not by a long shot.

Today we've got more new, and still-partial (97%), results out of Iowa, showing Pete Buttigieg and Bernie Sanders in a virtual tie, with Buttigieg barely leading in state delegates at the moment (3 out of several thousand divvied up between candidates) and Sanders winning in the raw vote counts in both the first and final rounds of voting on Caucus night. Controversy around the reported numbers, as chaotic and error-ridden as it has been, is actually a good thing, as we explain, given that publicly-witnessed, precinct-based counts (with hand-marked paper ballots to boot) are available from all 1,765 caucus sites. That means, when incorrect numbers have been posted to date, the public has been able to scrutinize and force corrections to those numbers, as has been the case in several instances across the state.

It should also be noted that, despite claims from supporters of some candidates, there is no evidence so far to suggest that any of the errors in reporting were meant to help or harm any particular candidate. As the NYTimes reports tonight, "Some of these inconsistencies may prove to be innocuous, and they do not indicate an intentional effort to compromise or rig the result. There is no apparent bias in favor of the leaders Pete Buttigieg or Bernie Sanders, meaning the overall effect on the winner’s margin may be small."

We go over some of those claims as well today. While some are viewing all of this as chaos and failure, we see it as a victory for PUBLIC OVERSIGHT OF ELECTION RESULTS. Public oversight is generally missing in jurisdictions where computers tally votes (which is to say, in all 50 states) leaving the public often entirely unable to verify results of their own elections. Similar errors occur in virtually every election, but due to the nature of secret counting in most locations, the public rarely learns about or notices them and erroneous results are rarely corrected. That, of course, was what we shamefully saw (or, rather, didn't) in Michigan, Wisconsin and Pennsylvania after the stunning reported end to the 2016 Presidential election.

Now, ironically enough, a furious National Democratic Pary chair is demanding a recanvass of results in Iowa. But where were those same Dems after 2016 when they decided to not challenge or scrutinize any of the dubious numbers from the most surprising Presidential election results in U.S. history?

Finally, we close with Desi Doyen and our latest Green News Report, with more debunkery of Trump's lies about energy at this week's SOTU, some bad news about January's record heat, and some very good news about the scheduled ban on gasoline-powered cars in Great Britain!...

On today's BradCast, we continue down the long and often-too-winding road toward democracy and justice. [Audio link to show is posted below.]

After some 14 hours of debate on Thursday, the U.S. House Judiciary Committee made history on Friday morning by voting along party lines to approve two Articles of Impeachment --- for Abuse of Power and Obstruction of Congress --- against Donald John Trump. It is only the fourth time in America's 243-year history for such a "solemn and sad" event. But Republican Senate Majority Leader Mitch McConnell couldn't even wait for this morning's vote before declaring out-loud on Fox "News" Thursday night that he intends to rig the U.S. Senate's impeachment trial. The Kentucky Senator (who is up for re-election next year) and leader of the Senators who will serve as jurors in the impeachment trial to consider removal of the President early next year --- presuming the full House votes to adopt the Articles next week --- boasted that he has been colluding with the accused in order to assure the Senate trial will be anything but fair.

Speaking of Kentucky and the importance of uncorrupted democracy, on his way out the door, now thankfully-former Republican Tea Party Governor Matt Bevin, who narrowly lost reelection last month in the otherwise "red" state to Democrat Andy Beshear, pardoned and/or gave commutations to 428 convicted criminals. Among those granted clemency are a convicted child rapist, a man who hired a hit man to kill his business partner, and a third who killed his parents. Perhaps most appalling, however, was the pardon for a home-invasion murderer in the second year of his 19-year sentence, after the man's family threw a fund-raiser for Bevin's campaign just last year. (His two accomplices, whose families did not donate to the Governor, remain in jail.)

By way of contrast, the new Democratic Governor, on his second day in office this week, restored voting rights and the right to run for public office to some 140,000 non-violent former felons, leaving Iowa as the only state in the union which still bans all former felons from voting for life. Yes, voting and elections still matter.

But the right to vote and have that vote counted accurately, in a way that we can know it has been counted accurately, continues to be an ongoing fight for Election Integrity advocates across the country as we are weeks away from the start of voting in the 2020 Presidential race. On Friday, several such groups filed a lawsuit in Pennsylvania to block the use of brand new, 100% unverifiable touchscreen Computer Ballot Marking devices made by ES&S, and set for use in the key battleground state next year, after the systems failed to correctly record tens of thousands of votes during last month's municipal elections. The suit seeks to block the new touchscreen systems from use and to require hand-marked paper ballots instead in at least 17 percent of the state, including Philadelphia. Failure in that much of the state next year would be more than enough to throw the results of the 2020 Presidential election one way or another in the critical swing-state.

After those new systems failed so catastrophically during their first use last month (as new, similarly unverifiable touchscreen systems did in Georgia on the same day), long-time, previously well-respected e-voting watchdog group VerifiedVoting.org seemed to help both elections officials and private vendors off the hook by endorsing so-called Risk-Limiting Audits of some of the computer-marked paper ballot summaries produced by the systems in both states.

That appears to have been the last straw for Verified Voting's Board of Directors member Prof. PHILIP B. STARK of UC-Berkeley. Stark, a math and statistics professor, as well as a Board of Advisors member on the US. Election Assistance Commission (EAC) is the inventor of the post-election Risk-Limiting Audit (RLA) protocol. He has been trying, in recent months, to make clear to elections officials and vendors that RLA's of computer-marked (versus hand-marked) paper ballots are "meaningless" [PDF], because its impossible to verify that they reflect voter intent. With Verified Voting jumping in to publicly praise GA and PA's use of such tests to proclaim that reported results accurately reflected voter intent, Stark submitted a blistering resignation letter [PDF] to the group.

The missive, which he shared with me on the night he recently sent it, decries VV's "whitewashing [of] inherently untrustworthy elections by overclaiming what applying RLA procedures to an untrustworthy paper trail can accomplish." He accused the non-profit, non-partisan organization of "providing cover for inherently untrustworthy voting systems --- and the officials who bought them, the companies that make them, and any officials who might contemplate buying them in the future --- by conducting 'risk-limiting audits' of untrustworthy paper records, creating the false and misleading impression that relying on untrustworthy paper for a RLA can confirm election outcomes." His resignation letter charged that the result of VV's action was "security theater, not election integrity."

Stark joins us on today's program to discuss the response to his resignation from leadership at Verified Voting and the other well-respected, world-class cybersecurity and voting systems experts who serve on its Board (many of whom have appeared as guests on The BradCast and sources for BradBlog.com over the years). "Verified Voting retracted a tweet that had claimed that Risk-Limiting Audits, or audits to be conducted in Pennsylvania, would confirm outcomes when they suffered from the same flaw that the audits in Georgia did," he says. "I think in general, the board and I are sorry to part ways. I would gladly go back, if they revised their public position with regard to what audits of an untrustworthy paper trail can possibly accomplish."

Stark also explains --- as I've been very skeptical of the efficacy of post-election audits for many years, for reasons described on the program --- how RLAs work and/or don't. He tells me what type of voting systems he believes to be best for the secure and overseeable casting and counting of votes in American elections (hint: no computers necessary), and much more, including a conversation about just some of the many dangers of computer Ballot Marking Devices (BMD) proliferating the country for 2020, and the ability for voters to cause chaos with them by reporting --- either accurately or not --- that the systems have misprinted their votes on Election Day.

"They're completely vulnerable to crying wolf. Even if an election official trusts public complaints that their votes were altered or contests were missing, then their only recourse is to run a new election, and that opens the possibility for people colluding to cry wolf and have an election invalidated. In the other direction, the incentives are stacked in favor of election officials saying, 'well, it was probably just voter error, we're going to let it stand.'" That, argues Stark, is exactly what we saw last month in Northampton, PA, when elections officials and ES&S claimed that "just by re-tabulating the paper that was printed by technology that malfunctioned big time, they can figure out who really won. It's farce."

U.S. bombs own base in retreat from Kurdish stronghold; Pelosi tells Trump 'all roads lead to Putin'; Elijah Cummings: Rest in Power...

I'm still out of breath from today's BradCast, even after I had to cut a whole bunch of breaking (and not so breaking) news to make room for the sad passing of a much-beloved Congressional giant.

We begin today with the devastating news of the untimely death of 68-year old Congressman Elijah Cummings (D-MD), the larger than life Chair of the House Oversight and Reform Committee whose extraordinary 23-year legacy in Congress and decades of civil rights work before it has left an indelible mark on the nation and our ongoing fight for democracy and equal justice for all.

Next up, as support for the impeachment and removal from office of Donald J. Trump continues to build, chaos continues to unravel in the Middle East following his recent green light for Turkey's invasion of Northern Syria. Trump's approval, given to Turkish President Erdogan on a recent phone call, stunned White House aides, the Pentagon, bi-partisan members of Congress, and our Kurdish allies in the long fight against ISIS in the region.

It also led to an incredibly bonkers threat letter sent by the U.S. President to his Turkish counterpart (which was ignored); the escape of ISIS prisoners being held by the now-endangered and fleeing Kurds; Kurdish forces choosing to ally with Russian and Iran-backed Syrian President Bashar al-Assad as Turkish and Russian forces rolled onto bases previously occupied by the U.S. and the Kurds; the U.S. military being forced to bomb its own military outpost and ammo dump near the Turkish border; bi-partisan condemnation from Congress (including from Senator Majority Leader Mitch McConnell and a lopsided 354 to 60 resolution vote in the U.S. House against the Trump policy), Russia's emergence as the new power-broker in the Middle East, and a meeting between Democratic Congressional leaders and the President on Wednesday that ended with furious Democrats storming out after Trump reportedly insulted House Speaker Nancy Pelosi as a "third-rate politician" and suggesting that the Democrats were communist sympathizers in what the Speaker described as a "meltdown" after she charged that "all roads lead to Putin" with this President.

And, amidst that chaos today, after Vice President Pence and Secretary of State Mike Pompeo were dispatched to Ankara to try and clean up the mess created by Trump with Turkey, a supposed "deal" was struck for a short-term cease-fire to allow the Kurds (and U.S. troops) to retreat, while all but giving Turkey everything that it had sought on the Turkish/Syrian border for years, with the U.S. promising to lift economic sanctions against its NATO ally.

It's all even more disastrous than that, according to Trump's own former Envoy in the Fight to Defeat ISIS who calls the new U.S. policy a "disaster" and "totally incoherent", and a former FBI official who warns that Trump is "spiraling down into a dangerous posture", acting in "almost total isolation" and is now "incredibly vulnerable" to foreign manipulation. But you'll have to both tune in and buckle up for the full details. They are worse than they sound.

Finally, Desi Doyen joins us for the latest Green News Report with coverage of the lack of climate questions raised at the recent 2020 Democratic Presidential Debate in Ohio, California's latest plans to foil Trump's fossil fuel schemes in the Golden State and much more!...

He explains what happened.

Then we turn our attention across the pond to the UK, where the new Prime Minister Boris Johnson appears to have engineered a coup of sorts. The Queen approved his plan to suspend Parliament for five weeks to allow him time to push through a "no deal" Brexit. People have taken to the streets in protest. I'll speak with American ex-patriot DENIS CAMPBELL, an author, journalist and broadcaster, who does his best to explain what's happening over there.

President's comments wreak havoc in India, stun Afghanistan; Brexit Boris to be new UK PM; Trump budget agreement balloons his record deficit spending; GOPers killing thousands by undermining ACA...

Donald Trump is, apparently, not content with just breaking America. Now he seems desperate to break the entire world. Also, back home, the lie of Republican "conservatism" is revealed, yet again, to be little more than a marketing gimmick for the party. Unfortunately, it also turns out to be deadly.

Among the stories covered on today's BradCast [Audio link to show posted below]...

  • An apparent lie Donald Trump told on Monday about India's Prime Minister asking for his help to mediate the years-long Pakistan/India dispute over the Kashmir region, resulted in chaos and outrage in the Indian Parliament on Tuesday;
  • At the same White House press avail with Pakistan's Prime Minister on Monday, Donald Trump also boasted how he "has plans" that, if he wanted to, "Afghanistan would be wiped off the face of the earth" in "literally ten days". Benevolently, however, he added that he just doesn't "want to kill ten million people". The remarks do not appear to be going over well in Afghanistan;
  • With Trump's great foreign policy successes, the Conservative Party in the UK has selected the Trumpiest character they could find to be their next Prime Minister after three years of failed Brexit efforts. Boris Johnson will now replace the outgoing Theresa May in that post and, after being a key supporter of Brexit, Johnson vows he will pull the UK out of the European Union, "do or die", by October 31st. That, even if it means leaving without an agreement with the EU, no matter how much havoc would almost certainly ensue thereafter;
  • Back at home, Trump's Swamp gets swampier still as Mark Esper, the longtime lobbyist for defense contractor Raytheon, is confirmed by the U.S. Senate to be our new Defense Secretary. There may be an upside, however, but if so, he probably won't last long;
  • GOP "conservatism" was revealed, yet again, for the joke that it has long been, as the Trump Administration and Congressional Democrats agreed on Monday night to a two-year budget accord that will increase spending by some $320 billion and avoid further debt-ceiling battles until 2021, the first year of the next Presidential Administration. With that agreement --- presuming Fox and friends don't convince Trump to reverse himself again --- record debt and deficit will continue to balloon under this Republican President, as it has during his first several years in office. Once again, putting the lie to the notion that Republicans are actually concerned about debt, deficit or federal spending, at least when a Republican is in the White House. Between the unpaid-for Trump/GOP tax cuts for the wealthy of $1.5 trillion, and year-over-year increases in federal spending since Trump's been in office, the annual deficit has now ballooned to nearly $1 trillion a year with the national debt reaching $22 trillion. That, after decreased deficits, year after year, during the last four years of the Obama Administration. No doubt, Republicans will pretend to be "conservatives" again just as soon as there is a Democrat in the White House once more. And they'll have a new fight over the debt ceiling to do it with, presuming Trump is out by 2021. That's the "conservative" scam, and it's shameful that the media --- and even Democrats --- continue to fall for it by calling them "conservatives". They are nothing of the kind;
  • Their pretend "conservatism", however --- whenever it is convenient to hide behind the label --- is also deadly. A new study by the National Bureau of Economic Research finds that, thanks to the GOP-controlled states that refused to expand Medicaid under the Affordable Care Act (Obamacare), approximately 15,600 deaths have occurred that otherwise would not have. Many of those states are also part of the group suing to kill the ACA entirely, a case heard last week by the 5th U.S. Circuit Court of Appeals. If they are successful in striking down Obamacare in its entirety as unconstitutional, it means that some 24,000 Americans per year could die that otherwise would have lived. That's how GOP "conservatism" works. (Never mind that whole "provide for the general welfare" nonsense in the Constitution that they pretend to revere when occasionally convenient for them);
  • And finally, Desi Doyen joins us for the latest Green News Report, in which the latest climate change-fueled record heat wave reveals the vulnerability of U.S. infrastructure, the Trump EPA refuses to ban a toxic pesticide (made by a top Trump donor) which causes brain damage in children, the Trump 2020 campaign trolls the libs with recyclable and reusable straws (seriously) and Berkeley, CA becomes the first city in the nation to ban natural gas in new home construction...

On today's BradCast, some potentially good news for Philadelphia voters (and, thus, voters across the entire country), after a citizen led effort has resulted in the state of Pennsylvania re-examining its certification of a shockingly vulnerable --- and wholly unverifiable --- new touchscreen voting system selected by the city earlier this year (under questionable circumstances) for use in upcoming elections. [Audio link to show is posted below.]

But first up, before we get to our guest today and the astonishing election integrity nightmare against which he is working with a coaltion on the ground in Philly to try and save democracy there, a few quick news items to start the show. Those include the now-deadly, climate change-fueled heat wave bearing down on dozens of states and millions of Americans and the latest on the dangerously intensifying disputes in the Persian Gulf --- thanks to Trump pulling out of the landmark 2015 anti-nuclear deal.

Then, last May, Sen. Ron Wyden (D-OR) introduced a bill in the U.S. Senate that would mandate HAND-MARKED paper ballots for every voter in the country, to help hedge against the possibility --- some may say likelihood --- of manipulated or erroneous elections results, and to help assure that results are publicly verifiable after elections. His bill, the Protect America's Voting and Elections (or PAVE) Act of 2019 now languishes in the Senate, despite passage of a bill in the House that also mandates HAND-MARKED paper ballots for all, thanks to Republican Majority Leader Mitch McConnell's vow to disallow a vote on any election-related bills that might make our democracy more secure and overseeable in advance of the 2020 Presidential elections.

The White House has been similarly disinterested in improving election security and oversight, though Trump-appointed Director of National Intelligence, Dan Coats, the nation's "top spy" announced a new initiative today said to help the Intelligence Community coordinate their response to potential election manipulation, at least from foreign threats. Domestic threats, including from election insiders --- such as contractors from the private vendors who run much of America's elections, as well as simple programming errors or other manipulation by elections officials --- remain both as serious and much more difficult to guard against. Election protection ultimately comes down to public oversight, at the local level, of verified election results.

To that end, an Election Integrity coalition in Philadelphia this week has successfully petitioned the state of Pennsylvania to reexamine the Commonwealth's previous certification of a wildly dangerous and vulnerable new computer Ballot Marking Device (BMD) made by the nation's largest (and, arguably, most failed) private vendor, Election Systems and Software, Inc. (ES&S). The company's new ExpressVote XL is a 100% unverifiable touchscreen BMD system recently contracted for use by the Philadelphia Elections Board for use in upcoming elections, beginning with municipal elections this November and the Presidential contest next year.

We're joined today by KEVIN SKOGLUND, election integrity expert and Chief Technologist for the non-partisan Citizens for Better Elections, which, along with others in the Protect Our Vote Philly coalition petitioned the state for a re-examination of the ExpressVote XL. The costly voting and tabulation system --- one must be purchased for each voter voting at the same time in every precinct --- is described as a "universal" or "all-in-one" system, because one computer in the system is used to mark and print a voters ballot, and a second computer in the same system is then used to optically-scan and tabulate that ballot.

The system, chosen under a mysteriously truncated process by the Philadelphia Commissioners earlier this year --- "without any public or expert input" and with "no criteria for things like security, and resilience, and accessibility" as Skoglund tells me --- also violates state election code in numerous ways, as detailed in the citizen groups' petition to the state filed on Tuesday. Most alarmingly, however --- especially given the importance of Philly's one million votes to be cast in the crucial Keystone State during next year's Presidential election --- is a remarkable security design flaw in the ES&S ExpressVote XL.

In short (Skoglund offers more details on the show), the system allows the Ballot Marking Device's printer to change votes on the computer-printed ballot summary card before it is tallied but after the voter has already been given the opportunity to approve what was initially printed on the ballot summary card by the computer! In other words, of all of the terrible, 100% unverifiable BMD voting systems that Pennsylvania's Democratic stronghold of Philadelphia could have chosen, its City Commission chose the absolute most dangerous and unverifiable one.

"After this machine was certified in Pennsylvania, security researchers determined that there was a big flaw in these machines. That flaw is that they have a single paper path. It takes the blank piece of paper, it sends it to a printer, you make your selections on the screen, it prints those on the piece of paper, puts them back in front of the voter so that the voter can look at them and say whether or not they're happy with those selections. And once the voter says 'Yes, this is the ballot that I intend to cast, I am happy with these selections' and they press the button on the machine, it sends that card back through the same printer again before it goes to to the tabulator," Skoglund explains. "That means the machine has the opportunity to mark on that ballot --- potentially changing votes on it, invalidating votes on it, adding votes to it, basically changing what the voter cast." And, of course, the voter would never know.

While recent studies have found that most voters do not even bother to verify computer-marked paper ballots, and that of those who do, many do not notice if the computer has changed their selections, "The voter can do everything that's asked of them, do everything right, they can verify that ballot, and it still might not end up being the vote that gets cast. This is a violation of a fundamental principle of being able to audit these paper ballots. It's the whole reason we're going to paper ballots, to have good evidence of what the voter intended."

Skoglund explains, however, that it's not just Philadelphia preparing to use these systems in 2020. Other counties in PA are considering them as well, even though they are at least twice the price of a paper ballot system. Similarly states such as New Jersey and Delaware are moving to these same, horrible, unsecure systems. Elsewhere, jurisdictions from Georgia to Ohio to Kansas to Texas to Los Angeles are all preparing to move to only slightly less vulnerable (if equally unverifiable) BMD systems for 2020. That, instead of simpler, cheaper and actually verifiable HAND-MARKED paper ballot systems.

All of that is just part of what we discuss with Skoglund today that will likely leave your jaw hanging open as you wonder what the hell these people are thinking, and why it is that McConnell has disallowed Wyden's PAVE Act --- requiring HAND-MARKED paper ballots for all --- from becoming the law of the land long ago...

Guest: David Pasch of Voices for Vaping; Also: A quick roundup of a mountain of news from over the holiday weekend...

On today's BradCast, we open today with a quick review of as many of the noteworthy stories as possible from over the long holiday weekend, before moving to San Francisco's horribly, deadly scheme to --- yes --- promoting smoking! [Audio link to show follows below.]

Among the quick news stories covered first:

  • Trump's celebration to himself with his 4th of July tribute to America's violent and deadly militaristic past, present and future on the steps of the Lincoln Memorial;
  • The Dept. of Justice flipping its position on adding a question on citizenship to the 2020 Census after last week conceding in federal court they would NOT do so after their effort was blocked by SCOTUS. Now, the entire legal team handling the matter has been replaced following Trump's tweeted insistence that the question would be added anyway;
  • Britain's ambassador to the U.S. is discovered having accurately referred to Trump in private cables as "inept", "uniquely dysfunctional" and with a Presidency that "could end in disgrace";
  • The U.S. Women's Soccer team wins their second World Cup in a row despite Trump's personal attacks on them (and their loathing of him, in kind);
  • Michigan's conservative "Tea Party" Rep. Justin Amash, the only Republican in Congress to call for Trump's impeachment --- and perhaps the most effective of any party in doing so --- announced he was leaving the GOP;
  • Billionaire hedge fund manager and Trump pal Jeffrey Epstein was arrested and charged over the weekend with sex trafficking that included minors, dating from 2002, when Trump was quoted that same year by New York Magazine as calling him "a terrific guy", "a lot of fund to be with" and someone who "likes beautiful women as much as I do, and many of them are on the younger side". Epstein was arraigned and pleaded not guilty in federal court in Manhattan on Monday;
  • Iran announced it has exceeded uranium enrichment levels beyond those set by the landmark nuclear agreement struck during the Obama Administration, but broken by Trump (so now broken, in kind, by Iran);
  • Temperatures hit 90 degrees for several days in Fairbanks, Alaska(!);
  • And, oh yeah, over the holiday weekend, we had two of the largest earthquakes here in Southern California to hit in more than 20 years, including one that hit 7.1 on the Richter Scale.

Then it's on to our guest today, DAVID PASCH of Voices for Vaping, an industry group sponsored by the Vapor Technology Association which, according to Pasch, takes no money from Big Tobacco and is dedicated to "bringing together Americans from all walks of life demanding access to the 21st century technology that will end smoking." He is with us today in response to an ill-considered new city ordinance signed last week by San Francisco Mayor London Breed, after unanimous passage by the City Council, banning the sale of all e-cigarettes and vaping devices --- via both brick-and-mortar stores as well as via mail order --- for everyone in the city.

The measure is certain to increase unnecessary deaths by making it much more difficult to quit smoking via e-cigarettes in a nation where half a million die each year thanks to cigarette smoking. A similarly troubling, if less draconian measure to restrict vaping is now moving through the California state Assembly, despite the proven health benefits of quitting smoking in favor of vaping, as touted by no less than UK's Royal College of Physicians as 95% safer than smoking.

Pasch, who formerly worked at the U.S. Dept. of Health & Human Services and for various non-profits in the healthcare industry, discusses the deadly implications of San Francisco's ban, the dangers of California's proposed measure, and the idiocy of banning the sale of devices proven to help smokers quit smoking while allowing cigarette sales to continue in the supposedly progressive enclave unabated. He also speaks to the wholly unproven myth "that e-cigarettes are some sort of gateway" to tobacco for teens, while San Francisco's "proposed solution is to get rid of them and make sure that tobacco products like cigarettes are the only ones actually available still on the store shelves." He describes vapor technology and vapor products as "probably the most exciting public health innovation of my lifetime" with "the potential to end smoking as we know it."

Alas, he also notes, that he cannot explain how San Francisco, "a progressive beacon for the whole country and in many ways for the whole world" appears to be promoting "one of the biggest public health scourges in the country" through their recent action. "If you want to see what good, progressive, small-d democratic outreach and acceptance of this issue looks like," he points to the United Kingdom. "In England, they're not exactly known as a loose regulatory environment. They have totally embraced this. The National Health Service literally pays for advertisements showing how many doctors recommend their patients switch to e-cigarettes as a way to quit. You have vape shops that are literally being built in public hospitals in England right now. It's a totally different approach, that I think progressive Democratic leaders in the United States should be looking to follow."

Finally, after a few more quick news items --- including Rep. Eric Swalwell (D-CA) dropping out of the Presidential race and billionaire environmentalist and impeachment activist Tom Steyer considering jumping in --- we open the phone lines to folks who really seem to want to talk about vaping! Both for and against it! My own personal journey --- quitting my own 30-year, 2-pack a day habit overnight, thanks to vaping --- was recently published as a Letter to the Editor in the Los Angeles Times.
