Brad & Desi are out today. They’re getting their second Moderna vaccine. Hopefully any side effects they get will be long gone by Monday. Anyway, that's why it's me here today, NICOLE SANDLER once again guest hosting The BradCast.

After a look at the latest news, we salute great American women today! I was inspired Wednesday night by the sight of the first female VP sitting behind the President at the (not) State of the Union address, next to the first female Speaker of the House. Their elbow bump was historic!

So today, I feature two fabulous powerful female guests.

First up is Democratic SEN. MAZIE HIRONO of Hawaii. She just released her first book, Heart of Fire: An Immigrant Daughter’s Story. She’s become one of the more outspoken Senators on the Dem side in her second term. She's up for re-election again in 2024.

If I had to pick one American woman alive during my lifetime who I’d like to interview, it's hands down Ruth Bader Ginsburg. Obviously, that's no longer possible. But in her final months, Ginsburg enlisted one of her former clerks, now a law professor at UC Berkeley, AMANDA L. TYLER to help her compile her swansong.

The book, attributed to both women, Justice, Justice Thou Shalt Pursue: A Life's Work Fighting for a More Perfect Union, is a collection of Ginsburg's lectures, briefs, oral arguments and Supreme Court decisions that she felt best represented her body of work...

It's not only in the U.S. where democracy is now under attack. Unfortunately, as discussed with our guest on today's BradCast, when freedom and democracy begin to collapse here, it gets even worse everywhere else. [Audio link to show follows below this summary.]

But, first up today, a quick word or two on Harry and Meghan (because in case you thought a parliamentary monarchy was a better idea than our representative democracy....well, that's not working out so well either these days.)

Very good news out of Congress, however, where the U.S. Senate finally passed Joe Biden's massive $1.9 trillion American Rescue Plan over the weekend. Sadly, it was adopted 50-49 without a single Republican vote. The wildly popular measure provides critical relief across a whole bunch of sectors, with, as the New York Times describes, it "the principle Democrats and liberal economists have espoused over the past decade: that the best way to stoke faster economic growth is from the bottom up."  We go through many of the details of this major relief and stimulus plan that both Democrats and progressives should be damned proud of. Hopefully they remember to sing its praises between now and November of 2022, at the very least.  While the bill was changed marginally in the Senate after House passage (in some ways, it was even made more progressive!), it remained pretty much the same bold plan as initially proposed. It is, as many have described it, the most progressive relief bill ever passed by both Houses of Congress.

Democrats, by and large, seem to have figured out that it's ridiculous to negotiate with themselves in order to win the fool's errand of receiving Republican votes, when they ain't coming on board for anything Democrats in power favor, no matter how popular the measure is with their own Republican constituents (very!) or how many of them it will actually help in myriad ways. The measure must be approved one more time in the House before it heads to the President's desk likely this week, followed by his signatures and then individual checks of $1,400 to most Americans, $3,600 for most children, new expansions to Obamacare to allow those with higher incomes to receive subsidies for health insurance premiums and much much more to get American and its economy and schools back open faster and safer.

Meanwhile, on Monday, Donald Trump lost Wisconsin yet again, as the U.S. Supreme Court rejected his appeal of a lower court ruling upholding the bipartisan Wisconsin Election Commission's handling of mail-in ballots in the 2020 election. And, with that, SCOTUS has now officially rejected every challenge to the 2020 election results brought by Trump and his MAGA Mob to the Republicans' stolen and packed high court.  Sadly, GOP state legislatures are now in the process of attempting to impose severe new restrictions on voting in multiple states, including by rolling back measures, for example, for no-excuse absentee voting in Georgia, that they themselves had previously enacted.

So the fight for democracy and voting rights continues. Sunday marked the 56th anniversary of the Bloody Sunday march in Selma, Alabama, when civil rights icon, the late Rep. John Lewis and hundreds of others were beaten to a pulp by state troopers during a protest walk for voting voting rights across the Edmund Pettus Bridge. That violence at that 1965 march, witnessed live on television, resulted in President Johnson signing the landmark Voting Rights Act that year. In commemoration over the weekend, President Biden issued an executive order "to promote voting access to all all eligible Americans to participate in our democracy." The order, as the White House describes it, "will leverage the resources of the federal government to increase access to voter registration services and information about voting."

The effort comes not a moment too soon, unfortunately, as underscored by a new report out last week from Freedom House titled Freedom in the World 2021: Democracy under Siege. It finds, among other troubling things: "As a lethal pandemic, economic and physical insecurity, and violent conflict ravaged the world, democracy’s defenders sustained heavy new losses in their struggle against authoritarian foes, shifting the international balance in favor of tyranny."

Three-quarters of people in the world now live in countries where freedom and democracy are on the decline, according to the group's latest annual report. As Washington Post's coverage notes, "This year’s survey, published Wednesday, marked the 15th consecutive year of global democratic backsliding --- 'a long democratic recession,' in the organization’s words, that is 'deepening.'' Moreover, the United States dropped three rankings in this year's survey which, its co-author explains on today's show, has been carried out by the 80-year old, non-partisan, non-profit group every year since 1972.

We're joined today by Freedom House Vice President of Research and Analysis SARAH REPUCCI, who notes that while the report cites the "unprecedented attacks on one of the world’s most visible and influential democracies," with the Trump-incited attack on the U.S. Capitol in January, and that his "actions went unchecked by most lawmakers from his own party, with a stunning silence that undermined basic democratic tenets," the 1/6 insurrection attempt wasn't even considered as part of this year's rankings of 195 countries, since it occurred in 2021.

Moreover, Freedom House found the largest "democracy gap" (the number of countries that improved minus the number of countries that declined) in the report's history last year, which marked 15 years of decline by the group's measure.

Repucci explains the report's methodology, which areas of the world are now seen as most at risk, and how the decline in freedoms and democracy in the U.S. over the past 15 years --- particularly over the past decade --- have helped to encourage the grim turn for democratic movements across the globe in recent years. She also offers some key recommendations for how to turn things around in this country, including reform in a number of areas --- such as ending partisan gerrymandering and instituting campaign finance reform. Both of those items are central tenets of the critical H.R.1, or "For the People Act", an omnibus and long-overdue elections and ethics reform package that has now been adopted by the U.S. House but faces a Republican filibuster in the U.S. Senate at this time.

"What many of us have been witnessing here in the United States is part of this larger global trend," Repucci tells me. "We've been tracking 15 years of decline globally, and the US has been declining the last ten years. So this is not totally not new in the US, and it's definitely not new globally.  What we are seeing are declines across the board in very repressive settings and also in democracies and everything in between." She warns: "The main takeaway is that no country is safe from this. It's affecting all types and all regions. It's something that we need to take really seriously."

Finally today, the CDC has issued its first guidelines for those who are now fully vaccinated against the coronavirus. The guidance, which we discuss, allows for, among other things, those who have been fully vaccinated to hang out indoors, in private settings, without masks or social distancing with others who have been fully vaccinated as well. So, there's just one more good reason to get a shot as soon as you can figure out how to get one (or two, as the case may be). So far, just under 10% of Americans have been fully vaccinated...

On today's BradCast: On the same day that news broke that Fulton County (Atlanta), Georgia's newly elected prosecutor has opened a criminal investigation into Donald Trump's apparent attempt to steal the 2020 Presidential election in her state, the U.S. House Impeachment Managers began their not-unrelated and rather damning opening argument against the disgraced former President in his historic second U.S. Senate Impeachment Trial. And though it was not necessarily surprising, it was still stunning to see that Fox "News" didn't even bother to carry some of the most disturbing and chilling testimony and video presented on Wednesday. [Audio link to show follows below summary.]

Our special, seat-of-our-pants coverage continues today, as Democrats from the House laid out what certainly came across as a compelling, seemingly air-tight, point-by-point case against Trump. They detailed, through his own repeated tweets and media statements, all the way back to last Summer, how he cultivated and prepared his supporters for his false claim that, if he lost the election, it could only be due to massive election fraud.

While the Article of Impeachment itself, for "Incitement of Insurrection" at the U.S. Capitol on January 6th, focuses largely on that day's deadly attack by his MAGA Mob, Trump had laid the groundwork for the assault for months. The House Managers offered a meticulous presentation of tweets and media statements from the then-President, detailing how he used his various platforms to gin up false outrage about a "stolen election", both before and after the election itself. That, despite a lack of evidence to support his claims and his carefully orchestrated attack on the last day possible to prevent the final certification of Joe Biden's decisive Electoral College victory.

Lead Impeachment Manager Jamie Raskin (MD), describing Trump as "the Inciter-in-Chief," charged that his scheme was "the greatest betrayal of the Presidential Oath in the history of the United States." The entire team of Managers spelled out exactly how Trump "praised, supported and cultivated" the eventual violence that resulted in five deaths that day, including a Capitol Police officer, two officer suicides in the days that followed, and well over 100 serious injuries to police attempting to protect the Capitol and the hundreds of lawmakers inside.

"For months," Rep. Eric Swalwell (CA) explained during his presentation, "Trump assembled the logs and the kindling" to convince his supporters that the election would be rigged, "so if he lost, his supporters would be ready to light the match."  And they were --- especially after Trump "doused the flames with kerosene" once he lost the election and eventually ran out of non-violent option to overturn it.

Unfolding, appropriately enough, like a violent crime prosecution, the Managers detailed how Trump ignored more than 60 court challenges he lost (several of which were at the hands of federal judges he himself had appointed); pressured and threatened election officials in several states to change results in his favor; attacked Senators and members of the House for failing to take action on his behalf; pressured the Dept. of Justice to bring fraudulent fraud cases; and even used his platforms to repeatedly attack his own Vice President Mike Pence for refusing to try and steal the election for him.

By the time his supporters were primed to storm the Capitol on January 6, as previously unseen video and federal charging documents reveal, many in Trump's mob were focused on the assassinations of Pence and House Speaker Nancy Pelosi, among others. Chilling surveillance footage of fleeing lawmakers and courageous, quick-thinking law enforcement officials also reveals how close the insurrectionist mob actually came to being able to do so. It's miraculous that there weren't even more deaths.

Underscoring the entire case, however, is the fact that none of it --- none of the violence, none of the death --- would have occurred, had not Trump incited it and then failed to stop it. All of it. On purpose. Unapologetically, even now.

We're joined today for insight on today's historic proceedings and how Trump's defense team can possibly respond to it, by LISA GRAVES of True North Research. With her experience as a former Deputy Asst. Attorney General at the U.S. Justice Dept., a former Chief Counsel in the U.S. Senate, and a former Deputy Chief for the U.S. Court system, she brings a broad and helpful perspective to all of this.

Among the points discussed today, in addition to her general opinion of the case to date by the House Managers: How this Impeachment Trial differs both from Trump's first one and Bill Clinton's; Whether she would like to see witnesses called during this trial and, if so, who?; How much of this matter should be seen as "Kabuki Theater" given the general belief (true or not) that there are unlikely to be 17 Republican Senators willing to vote for conviction, as needed; Whether this Impeachment Trial helps or hurts the odds of criminal charges being brought against Trump in the future for this matter; And what she might expect from Trump's defense attorneys in response.

"I think it's vital that, under our Constitution, these proceedings take place even if there are members of that body who do not have the courage -- the moral courage --- or the devotion to our Constitution to do the right thing, based on the evidence that's been presented so far, to convict Donald Trump," Graves tells me. "I think there should be accountability for members based on how they vote in this trial. And people should be held to account for whether they are willing to speak up against this unprecedented assault on our democracy, on our legislative branch of government, on the rule of law, and on the very notion of how you determine elections are valid, which is the certification process that every single state engaged in."

"So, I think it's an important thing historically," she argues. "It's important for our Constitution. It's important for the people, regardless of the outcome."

* If 'Greatness' means record unemployment and tens of thousands of unnecessarily dead Americans..

Remember waaay back on Monday when we warned you to take the news from biotech company Moderna about their self-proclaimed early success in tests of a coronavirus vaccine with a huge grain of salt? The announcement that spiked their stock price some 50% in one single day and resulted in a 900 point rally for the Dow? Well, the market is still enjoying its irrational exuberance, but Moderna's stock price is largely back to where it was before Monday's "science by press release". Not to be a party pooper before the Memorial Day weekend, but that seems an apt analog, somehow, for much of what we cover/warn about on today's BradCast. [Audio link to full show is at bottom of summary.]

Donald Trump and his Republican henchmen in Congress are running into a problem. Pretending the coronavirus crisis away only goes so far. Sure, you can announce that you have "reopened" for business, but that doesn't mean anybody will show up. Even with all 50 states now relaxing various restrictions, demand remains low and, therefore, unemployment remains high and is still getting higher each week.

New numbers from the U.S. Dept. of Labor report that 2.4 million Americans filed new unemployment claims last week. It is the ninth week in a row of new claims higher than 2 million --- some weeks were larger than 6 million --- even though the all-time weekly record, prior to COVID-19, was less than one million. Even during the 2008 Great Recession, initial claims for unemployment insurance never topped one million. The good news is the number of new filers has been decreasing in recent weeks. The bad news is that almost all of those people, nearly 40 million of them, remain out of work. For now, however, they have been able to rely on expanded benefits enacted by Congress that offer an additional $600 a week through the end of July. The program was designed to, yes, keep people at home in order to slow the spread of coronavirus.

Those payments have, by and large, prevented the U.S. economy from tanking entirely. And now, Republicans in Congress are insisting that they will not extend those benefits, as they join Trump in trying to convince themselves and the nation that the crisis is over. It isn't. Not by a long shot. Ending that expansion of unemployment right now in hopes of forcing workers back to their jobs --- where they may well get sick and die, just as had been happening before the shutdowns --- in hopes of restarting the economy, is likely to kill the economy entirely, according to economists, anyway. But what do they know? We discuss.

In lieu of an actual plan --- versus a Jedi Mind Trick --- to prevent a new rise in infections and deaths, Trump and his GOP pals seem prepared to hide the statistics and otherwise distract us with things like a new, wholly (and statutorily) unqualified Director of National Intelligence! Gutting a long-standing arms control deal with Russia! And trying to blame Obama for all sorts of imaginary scandals in hopes of harming presumptive Democratic Presidential nominee Joe Biden.

It shouldn't work. But, given our gullible corporate media, who knows? Satirist Randy Rainbow, however, has a new musical take on it all for us today.

While Republicans on Fox "News" are instructing their "patriotic" American cult members to get out there and get back to work, their star anchors continue to do so from the safety of their own home studios, where Fox Corp has directed them to remain for at least another month. YOU are supposed to die for the economy and the President's reelection! Not THEM!

And the irrational exuberant premature reopenings could well make a huge difference in the ultimate COVID-19 death toll, if a new study about the timing of the initial lockdowns from Columbia University disease modelers tells us anything. They find that a heart-breaking 36,000 fewer Americans would have died if the country had implemented stay-at-home restrictions just one week earlier in March. Moreover, the researchers found, had shutdowns occurred on March 1 the vast majority (83%) of deaths would have been avoided. Each single day that Trump and Governors around the country ignored or refused too take the crisis seriously resulted in the unnecessary loss of thousands of American lives.Depending on how quickly and/or irresponsibly states now lift restrictions, many more thousands of lives could be lost. Given the way a number of GOP-run states are now attempting to hide or censor infection and death rates, the cost could ultimately become unspeakable.

Another new study from the University of Wisconsin and Ball State University offers a real life example of all of this. The analysis found that last month's primary election in Wisconsin --- when the state's rightwing Supreme Court blocked attempts by Democratic Gov. Tony Evers to postpone the election or switch it to an all Vote-by-Mail election --- resulted in a "statistically and economically significant association between in-person voting and the spread of COVID-19 two to three weeks after the election." They found that WI counties "with higher levels of in-person voting per polling location led to increases in the weekly positive rate of COVID-19 tests. Furthermore, counties with higher absentee voting participation had lower rates of detecting COVID-19 two to three weeks after the election."

Yes, these decisions matter. Lives hang in the balance. No matter the Jedi Mind Trick Trump was hoping to pull off when he recently declared: "We're opening up; the states are opening up. It's a transition to greatness!" Perhaps "greatness" is now just another word for mass murder.

Our esteemed guest on today's BradCast argues "Donald Trump is literally a threat to the planet and to all living things on the planet." He is right and has the evidence to prove it. So do we all. [Audio link to today's show is posted below.]

Statewide stay-at-home orders are still in place in Michigan, even as the state was forced to order more than 10,000 residents to evacuate their homes amid record rain and flooding and two "catastrophic dam failures" in the central part of the state on Tuesday and Wednesday. That disaster comes on top of the ongoing COVID-19 crisis, presenting an impossible challenge for Michiganders and their Governor, Gretchen Whitmer. And, all of it could be made far worse thanks to the Dow Chemical company headquarters in swamped Midland, MI and some 50 miles of toxic SuperFund cleanup sites along the banks of the swollen Tittabawassee and Saginaw Rivers where the company dumped poisonous, cancer-causing waste for years.

Amid all of that then, our President of the United States felt today would be the perfect moment to attack the state on Twitter with completely false claims about absentee voting fraud (which he knows a thing or two about, having committed absentee voter fraud himself in the state of Florida this year), while threatening to cut off federal funding to Michigan in the bargain if their Sec. of State dares to lawfully send absentee ballot applications to all registered voters this year.

Interestingly enough, Donald Trump has made no similar threats to states with Republican Secretaries of States doing the very same thing this year to help keep voters safe during a global pandemic.

Meanwhile, speaking of absentee voting, Oregon's primary election was Tuesday, in a state with a Republican Secretary of State that mails actual, postage-paid ballots out to every single registered voter in the state in every election, including the primary Trump won there (without any competition) on Tuesday. We cover that and the other noteworthy, if less than surprising reported results today, including a doozy of a U.S. Senate nominee that Republicans have decided to put up against popular incumbent Democratic Sen. Jeff Merkley.

There has been one, let's call it, "bright" spot amid the ongoing coronavirus crisis, and that has been the unprecedented plunge in global carbon emissions and other dangerous pollutants as restrictions implemented to fight the virus resulted in abrupt reductions in driving, flying and industrial output across the globe. The effect on the climate, according to a new study by the Global Carbon Project, published in the Nature Climate Change journal this week, has been a record breaking daily drop in emissions of some 17% at the peak of global shutdowns in April. That stunning reduction of more than 1 billion tons of carbon dioxide output, according to the researchers, is likely to result in as much as a 7% reduction in dangerous greenhouse gas emissions in 2020, depending on the pace at which ordinary life resumes across the planet. The annual reduction would be about the amount that climate scientists have long urged we must cut every year --- for many years in a row --- in order to avoid the worst effects of man-made global warming.

We're joined today by climate science expert and author DR. MICHAEL E. MANN, Distinguished Professor and Director of the Earth System Science Center at Pennsylvania State University, to discuss the new study; the climate crisis-fueled disaster in Michigan ("As we warm up the planet, as we warm up the surface of the oceans, we put more moisture into the atmosphere. ... So you get more of these extreme rainfall events. This isn't rocket science. It is a basic prediction that we made decades ago. And, unfortunately, we're seeing that prediction has come true."); the climate crisis-fueled SuperCyclone currently pummeling the poorest regions on Earth in India and Bangladesh ("It drives home another pernicious aspect of climate change --- that many of the worst impacts are being felt by those with the least resources in the Third World...That's one of the inequities of climate change that we're literally watching play out right now."); and whether it is actually possible for society to cut enough emissions to mitigate the many future climate crisis-fueled disasters that await as greenhouse gas production continues to threaten the future of human civilization.

As the new study warns, even with the startling --- if temporary --- decline in emissions over the past two months, we have only reverted to 2006 levels at the moment. If this virus-driven decline were to stay in place --- which it won't --- it seems impossible that society would be able to do the same thing, year after year, to meet the targets even of the conservative 2015 Paris Climate Agreement.

"It's impossible through individual behavioral change alone. That's what this really drives home," Mann warns. "In fact, it's a bit more of a challenge because we probably need to decrease our carbon emissions by more like 10% a year, year after year for the next decade, to have any degree of confidence in avoiding dangerous warming of the planet."

But, he says, it is not impossible. "Last year, there was actually some really good news. Global carbon emissions didn't go up at all, even though economic activity did continue to increase. The International Energy Agency looked at the reason for this, and for the first time, they were able to say that the reason for that wasn't an economic downturn --- we've seen that in the past, where there's an economic downturn and carbon emissions stop going up. No, this time they were able to attribute it to the increased deployment of renewable energy --- wind, solar, geothermal --- around the world. So we know that the structural changes that are underway are starting to flatten the curve, but flattening it isn't enough. We got to come down the other side of that curve, and we've got to do it dramatically to avert dangerous warming."

"There's rigorous academic research that provides a roadmap," Mann tells me. "It's a matter of political will. It's not a matter of physics. The laws of physics don't say that we can't do this right now. It's only our policies that are preventing us from doing this."

"But it's not going to happen if we don't have the leadership," he explains. "And that's why it's so important for people to turn out and vote in this next election. And to vote on the issue of climate and environmental sustainability. Only if people come out and indicate decisively that this is the direction they want to see us go, will it happen."

The biggest roadblock to that, right now? The man who sits in the Oval Office who is actually making things worse, instead of better. Though "this shouldn't be partisan," he says, "Donald Trump is literally a threat to the planet and to all living things on the planet. It appears we may survive a single term of Trump. But, in the sense of a continued thriving planetary environment, I don't think we can survive two terms of Donald Trump."

On today's BradCast: Don't believe a word you are being told by the Administration or Wall Street. Actual facts and data suggest its almost entirely all bullshit. [Audio link to show follows below.]

The economic outlook in the U.S. continues to quickly degrade in light of the coronavirus pandemic, with another record 6.6 million applying for unemployment benefits last week. That brings the total number of jobless claims to an unheard of 17 million or so in the past three weeks alone, with millions more unable to even apply for benefits due to still-overloaded websites and continuously busy phone lines at states across the country. The all-time weekly record for jobless claims, until three weeks ago, was 695,000. Over the past three weeks it has been 3.2 million, followed by 6.6 million, followed again by another 6.6 million.

The numbers are stultifying. For example, that 17 million figure is more than the total number of jobs added since 2013; far more than the total number of jobs in the 20 smallest U.S. states combined; and far more than every single job in the state of Texas, which has the 2nd largest state workforce in the country. The unemployment rate, believed to now be at least 12%, goes far beyond the worst days of the Great Recession and are now in Great Depression territory, with some independent economists refering to what we are now looking at as "Great Depression II". (Check out the two gobsmacking charts in WaPo's coverage today.)

And, yet, despite those data, and still climbing coronavirus cases and deaths, we are getting a whole lot of happy talk from the Administration. And not just from our desperate, pathetic Liar-in-Chief, from whom we'd expect it, but from folks like Treasury Secretary Steven Mnuchin, who absurdly suggested today on CNBC that America "could be open for business" by May! Donald Trump's Federal Reserve Chairman Jerome Powell assured the Brookings Institution that the "strong economic footing" before the COVID-19 crisis will support a "robust" recovery, as if we could expect one any day now! All of which was enough to continue the recent Wall Street rally that resulted in the biggest weekly jump in the S&P 500 since 1974!

Everything must be going great! But, of course, it isn't. At least not back here in Realityville, where the "irrational exuberance" (as long-ago Fed Chair Alan Greenspan once described it) of the Administration and Wall Street is nowhere near seeing its way to Main Street. That, even though the Fed announced $2.3 trillion in new funding schemes --- creating money out of nowhere (no Congress needed, thanks!) --- in hopes of offsetting the impact of the pandemic on the economy. The Fed initiative includes something they are calling the "Main Street Lending Program" to shovel money to "Main Street" companies with up to 10,000 workers and less than $2.5 billion in revenue. Ya know, like most of those business on your friendly local "Main Street".

At the same time, none of the promised, measly $1,200 checks for individuals from the $2.2 trillion CARES Act have made their way to Americans yet (Mnuchin says "next week!"), and the $350 billion Paycheck Protection Program (PPP) from the same emergency relief package adopted by Congress two weeks ago is still said to be mired in bureaucratic red tape at the commercial banks tapped to hand out the money (and take a cut in the bargain). There is little if any money actually getting to people and small businesses that need it most at the moment, even as Congress was bickering again on Thursday about adding another $250 billion to the program which will still be woefully underfunded even then.

But, somehow, Wall Street and the Administration are sending the message that all will be well, with America "back in business" as early as May! Don't count on it.

Investigative financial journalist DAVID DAYEN, Executive Editor of The American Prospect and author of its daily and indispensable "Unsanitized" report (which warned about all of these matters before they happened today and were only then picked up by the corporate mainstream media) joins us again to help unpack the details on all of the above, more related failures, and a few that we should be expecting in the days ahead, as the dire situation gets worse and the irrational exuberance and happy talk from D.C. and Wall Street continues impotently.

"John Edwards used to talk about the 'Two Americas'," Dayen notes. "Those two sets of statistics couldn't be starker about the Two Americas. Investors are letting the good times roll, while ordinary Americans are losing their jobs in numbers with a speed that we have never seen before."

"The difference between 2008 and today is that, in 2008, the institutions that were getting this largess were largely responsible for the downturn, whereas these businesses pretty much aren't responsible for the coronavirus. When you look at the proportionality of the response --- when you look at the neighborhood pizza shop or the neighborhood dry cleaner, and what they have to go through to survive in this Second Depression --- and you look at a 'main street' business with 10,000 workers, or the airlines, or some other large businesses, the velvet rope service they are getting, it is obviously very disproportional," he tells me.

"So let's not say nobody has been helped. We sped relief where we could, to the people who this bill was for, and that's investors on Wall Street."

As Congress fights over its promised $2 trillion "Phase III" relief bill in response to the coronavirus pandemic, we've got some dumb questions for our guest about it all on today's BradCast.

But first, some of the latest news from around the world and the nation. India announced a 21-day lockdown for all residents, including "a total ban on venturing out" of the house, according to President Narendra Modi on Tuesday. That lockdown for all of India's 1.3 billion citizens, in a nation with three of the world's 10 most densely populated cities, comes after just 469 identified cases of COVID-19 and 10 deaths there.

That is by way of contrast with New York, where its "only" 20 million residents are now facing more than 25,000 reported cases and at least 157 deaths, as the number of cases is now reportedly doubling every three days. The most infections are in New York City, which does not even make the list of the world's 10 mostly densely populated cities. The state's Gov. Andrew Cuomo on Tuesday is expressing growing frustration with the federal government, after they received just 400 ventilators in New York City, despite a need for as many as 30,000. They also estimate that as many as 140,000 hospital bed will be needed for virus patients, while only 53,000 are currently available. The state, the Governor says, has not "flattened the curve," which he describes as "actually increasing" despite the statewide stay-at-home order issued late last week.

At the same time, Donald Trump is attacking Cuomo for some reason or another, while lying about GM, Ford and Tesla "right now" making ventilators "FAST!". They are not and likely will not be doing so for a number of weeks or even months at earliest.

Nonetheless, on Tuesday, Trump suggested that by Easter (April 12), he hopes to roll back the current White House recommendations for social distancing in order to try and save the economy --- apparently no matter how many Americans he helps kill in the bargain. And it could be millions dead if he follows up with the action that he and Fox "News" have been suggesting and threatening of late, while the President of the United States continues to misleadingly argue that "we can't let the cure be worse than the problem." The "problem" for Trump, in this case, is not dead Americans. It's a tanking economy that he fears may harm his reelection chances.

But while Trump is busy lying and misleading in televised briefings and Fox interviews, Republicans and Democrats in Congress are trying to pass a record $2 trillion emergency relief package and claim they are close to reaching an agreement. That, after House Speaker Nancy Pelosi and House Democrats, frustrated with GOP intransigence on the Senate side on Monday night, released their own 1,400 page proposal called "The Take Responsibility for Workers & Families Act" which would pump hundreds of billions toward hospitals, health care workers and emergency medical coverage while expanding unemployment insurance, medicaid, food assistance programs, offering $500 billion in loans and grants to small businesses, help on some student loan debt, and immediate cash assistance to everyone in America.

We're joined today by The American Prospect's Executive Editor, longtime financial journalist DAVID DAYEN to explain the proposed bills and answer several "dumb questions" of mine about how the bailout programs might be structured to actually ensure help to individual Americans rather than corporate interests. One is my question about his thoughts on my own bipartisan stimulus proposal for a bailout that would let corporations keep the huge tax cuts they received in 2017 (stimulus that many of them have squandered) in exchange for the same amount of direct cash payments to individuals now and in the future, until such time as both can be stopped when the emergency is over.

Another question is whether all rent and mortgages can simply be paused until the crisis is over. Dayen tells me that is called "forbearance" and a version of it was actually included in the proposal Pelosi introduced last night. Whether it will remain in the Senate bill, of course, remains to be seen.

Dayen, who wrote an award-winning book on the 2008 financial meltdown, also offers a likely explanation for Trump's threatened plan to try and re-open the country for business after Easter, and whether the economic damage wrought by the current pandemic is likely to be even worse than the 2008 mortgage disaster.

Finally, Desi Doyen joins us for the latest Green News Report in these grim times, with a few more "bright" lessons we can take from the coronavirus fallout around the globe, several ongoing and pending climate crisis-related disasters in African and the U.S. Midwest, and California's largest utility company pleading guilty to 84 counts of involuntary manslaughter. Guest: VA Delegate Mark Levine on Dems' new, long-awaited 'trifecta'; Also: Brand new touchscreen voting systems failed in GA and PA, while Dems saw a number of big wins in VA and probably KY...

On today's BradCast: There was much for Democrats to be delighted about in Tuesday's off-year elections around the country, though plenty for them to be remain very concerned about, including the failure of brand new voting system in several key battleground states. (Not to mention new charges of election fraud filed against Republicans in Ohio.) [Audio link to show follows below.]

We pick up today where we left off on yesterday's program, regarding disturbing voting disasters in several states, as nearly two-decade old touchscreen voting systems failed in Indiana, including flipping votes for at least the fifth year in a row, while brand-new, 100% unverifiable touchscreen voting systems being deployed in Pennsylvania and Georgia failed fantastically in several counties. Some voters were left unable to vote at all or facing long lines --- even during otherwise sparsely attended off-year municipal elections! Some candidates were left off of the electronic ballots all together and others found themselves with reportedly ZERO votes recorded on the all-new, way-better-than-the-old unverifiable touchscreen computer Ballot Marking Devices (BMDs) tested in both PA and GA before wide deployment for the critical 2020 Presidential election.

In GA, voters were unable to vote in 4 of 6 counties where the new $100 million Dominion Voting Systems ImageCast machines were test run in municipal elections, before they are deployed statewide to 7.5 million voters next year. The electronic pollbook systems that creates voter cards that must be inserted into the touchscreens weren't working properly on Election Day in those 4 counties, after they had worked fine during pre-election tests and early voting.

In the critical battleground state of PA, there were all kinds of problems with the new ES&S ExpressVote XL systems deployed for the first time to Northampton County (where the systems were said to be operating incredibly slowly and results were reported as 0 for some candidates, as later confirmed by the County) and in Philadelphia, where candidate names were missing and many of the machines reportedly refused to work at all. (But this will all be fine by 2020, right?)

As to actual reported results from key contests on Tuesday, we break down a disappointing, if not completely surprising gubernatorial loss for Dems in Mississippi, a big apparent win for Kentucky Democratic gubernatorial candidate Andy Beshear and the challenge to that still-unofficial victory by the state's unpopular Governor Matt Bevin, and then the unequivocal success for Dems in the great Commonwealth of Virginia. There, a blue wave resulted in new Democratic majorities in both the House of Delegates and state Senate. The long-awaited victories, along with a Democrat already in the Governor's mansion, mean that Dems will enjoy a "trifecta" in Virginia for the first time in nearly 25 years.

We're joined today by DELEGATE MARK LEVINE, representing Virginia's 45th District (including parts of Alexandria, Arlington, and Fairfax County) in the House of Delegates. Levine, who ran uncontested for his third term on Tuesday, credits Trump, almost entirely for the rise of the Democratic Party in the once deeply-red state. "I like to say the only good thing Donald Trump has ever done in his life is help us win state legislative seats," he says, describing the President as "the gift that keeps on giving". He "fed our fire," he argues, adding that he believes the ongoing impeachment proceedings helped, rather than hurt, turnout for Democrats in the Commonwealth just outside of Washington D.C

We also discuss the effect that recently court-ordered un-gerrymandered maps had on flipping the two General Assembly chambers from red to blue on Tuesday, as well as the role the state's recent switch from hackable and unverifiable touchscreen voting systems to hand-marked paper ballots may have had, and whether Democrats will continue to support a state constitutional amendment for an independent redistricting commission now that they will be in control of both the Assembly and the Governor's mansion after the 2020 Census.

Levine, the longtime progressive radio host of "The Inside Scoop from Washington", breaks down a litany of long overdue policy agendas Democrats plan to undertake with their newly won majorities, including becoming the final state needed to ratify the Equal Rights Amendment (though legal battles await after their passage of the ERA).

"We're going to lead the way on gun safety laws. We're going to finally do something about climate change, which the Republicans have been fighting us on for decades. We're going to raise the minimum wage. We're going to do criminal justice reform. We're going to have non-discrimination for LGBT Virginians. We're going to improve education and teacher salaries, and workers' rights, consumers' rights, lower the cost of health care --- I'm really just getting started," he says, before explaining that "Democrats are unanimous" when it comes to expanding voting rights as well, including making it easier to vote with early voting, same-day registration and more.

"We're going to get past the Joe Biden wing of the party and into the Elizabeth Warren wing of the party," he vows. "Maybe some things on the further-most progressive edge, we might not have the votes for. But we're going to do a lot to change Virginia in a very blue direction"...

President's comments wreak havoc in India, stun Afghanistan; Brexit Boris to be new UK PM; Trump budget agreement balloons his record deficit spending; GOPers killing thousands by undermining ACA...

Donald Trump is, apparently, not content with just breaking America. Now he seems desperate to break the entire world. Also, back home, the lie of Republican "conservatism" is revealed, yet again, to be little more than a marketing gimmick for the party. Unfortunately, it also turns out to be deadly.

Among the stories covered on today's BradCast [Audio link to show posted below]...

  • An apparent lie Donald Trump told on Monday about India's Prime Minister asking for his help to mediate the years-long Pakistan/India dispute over the Kashmir region, resulted in chaos and outrage in the Indian Parliament on Tuesday;
  • At the same White House press avail with Pakistan's Prime Minister on Monday, Donald Trump also boasted how he "has plans" that, if he wanted to, "Afghanistan would be wiped off the face of the earth" in "literally ten days". Benevolently, however, he added that he just doesn't "want to kill ten million people". The remarks do not appear to be going over well in Afghanistan;
  • With Trump's great foreign policy successes, the Conservative Party in the UK has selected the Trumpiest character they could find to be their next Prime Minister after three years of failed Brexit efforts. Boris Johnson will now replace the outgoing Theresa May in that post and, after being a key supporter of Brexit, Johnson vows he will pull the UK out of the European Union, "do or die", by October 31st. That, even if it means leaving without an agreement with the EU, no matter how much havoc would almost certainly ensue thereafter;
  • Back at home, Trump's Swamp gets swampier still as Mark Esper, the longtime lobbyist for defense contractor Raytheon, is confirmed by the U.S. Senate to be our new Defense Secretary. There may be an upside, however, but if so, he probably won't last long;
  • GOP "conservatism" was revealed, yet again, for the joke that it has long been, as the Trump Administration and Congressional Democrats agreed on Monday night to a two-year budget accord that will increase spending by some $320 billion and avoid further debt-ceiling battles until 2021, the first year of the next Presidential Administration. With that agreement --- presuming Fox and friends don't convince Trump to reverse himself again --- record debt and deficit will continue to balloon under this Republican President, as it has during his first several years in office. Once again, putting the lie to the notion that Republicans are actually concerned about debt, deficit or federal spending, at least when a Republican is in the White House. Between the unpaid-for Trump/GOP tax cuts for the wealthy of $1.5 trillion, and year-over-year increases in federal spending since Trump's been in office, the annual deficit has now ballooned to nearly $1 trillion a year with the national debt reaching $22 trillion. That, after decreased deficits, year after year, during the last four years of the Obama Administration. No doubt, Republicans will pretend to be "conservatives" again just as soon as there is a Democrat in the White House once more. And they'll have a new fight over the debt ceiling to do it with, presuming Trump is out by 2021. That's the "conservative" scam, and it's shameful that the media --- and even Democrats --- continue to fall for it by calling them "conservatives". They are nothing of the kind;
  • Their pretend "conservatism", however --- whenever it is convenient to hide behind the label --- is also deadly. A new study by the National Bureau of Economic Research finds that, thanks to the GOP-controlled states that refused to expand Medicaid under the Affordable Care Act (Obamacare), approximately 15,600 deaths have occurred that otherwise would not have. Many of those states are also part of the group suing to kill the ACA entirely, a case heard last week by the 5th U.S. Circuit Court of Appeals. If they are successful in striking down Obamacare in its entirety as unconstitutional, it means that some 24,000 Americans per year could die that otherwise would have lived. That's how GOP "conservatism" works. (Never mind that whole "provide for the general welfare" nonsense in the Constitution that they pretend to revere when occasionally convenient for them);
  • And finally, Desi Doyen joins us for the latest Green News Report, in which the latest climate change-fueled record heat wave reveals the vulnerability of U.S. infrastructure, the Trump EPA refuses to ban a toxic pesticide (made by a top Trump donor) which causes brain damage in children, the Trump 2020 campaign trolls the libs with recyclable and reusable straws (seriously) and Berkeley, CA becomes the first city in the nation to ban natural gas in new home construction...
