With 100% of the precincts now reporting unofficial results, Assistant Attorney General JoAnne Kloppenburg leads Justice David Prosser by a remarkably thin 204 votes out of some 1.5 million ballots cast in the Wisconsin Supreme Court race --- according to the computers that count votes in the state.

The unofficial numbers at this hour, according to AP's spreadsheet of those computer results, give Kloppenburg 740,090 votes to Prosser's 739,886.

Despite Kloppenburg's tiny reported lead, the race is virtual dead heat in what might otherwise be a little-noticed state Supreme Court election. The race, however, has been turned into a proxy battle between supporters of the state's controversial new Republican Gov. Scott Walker (who Prosser has allied himself with) and union workers and their supporters who oppose Walker and the state GOP's attempt to legislate away the freedom of citizens to collectively bargain through public worker unions. Outside groups, according to NYU's Brennan Center for Justice, are said to have spent a record $3.5 million on so-called "issue ads" to support their favored candidate in the closing days of the election.

For proponents of Election Integrity, there is both good news and bad in the Badger State. The good news: most of the state's voters used verifiable hand-marked paper ballots to record their votes yesterday. The bad news: Those ballots are counted by easily-manipulated, oft-failed computers instead of human beings; 100% unverifiable Direct Recording Electronic (DRE, usually touch-screen) voting machines are used by some voters with disabilities across the state; and, given close results, even if a hand-count of paper ballots occurs, as is likely, the number of votes cast on unverifiable DREs could end up being larger than the final margin between the two candidates --- meaning that it will be, literally, impossible to know for certain who actually won the election...

While prepping for tonight's Mike Malloy Show (which I will be busy guest hosting all week), here are just a few of the items which caught my eye so far today...in no particular order...

• Record amounts of cash being spent by labor unions and the (supposedly grass-roots) "Tea Party" on tomorrow's Supreme Court election in Wisconsin, as the race between the unabashedly pro-Walker Justice David Prosser and Asst. Attorney General JoAnne Kloppenburg has turned into a proxy battle between the two clashing ideologies right now in WI. A defeat of Prosser would tilt the court's 4-3 majority from Right-leaning to not Right-leaning. The race is also seen as a bellwether for upcoming recall elections of GOP state Senators likely to occur there in the near future, as Ernie Canning reported on earlier today at The BRAD BLOG.

• Nuclear triage. Workers at the Fukushima Daiichi nuclear plant in Japan are dumping 11.5 tons of "low-level" radioactive water into the ocean to make room in filled storage containers for the more radioactive water leaking from reactor Unit 2. They say they have "no choice," but to dump that water (with radiation levels 100 times over the legal limit) as they must continue injecting new water to cool the plant's four crippled reactors, even as the radiated water floods out. Over the weekend, workers were unsuccessful in their attempt to use polymer, sawdust and newspaper (BP "JunkShot" anyone?!) to plug an 8 inch crack in a flooded tunnel at Unit 2 said to be gushing highly radioactive water, at 100,000 times legal levels, into the ocean.

• Transocean, the owner of the BP oil rig which blew up last year in the Gulf killing 11 workers (9 of them from Transocean) has apologized for referring to 2010's safety record as the company's "best year ever". They have not, however, apologized for issuing enormous bonuses to their executives in the bargain.

• A sweeping new election law in Florida is working its way through the GOP-controlled state legislature along predictably partisan lines, just in time for the 2012 Presidential election there. Some of the proposed changes will make it much more difficult for non-partisan voter registration groups, such as the League of Women Voters, to do their work, and will likely lead to a huge increase in "provisional" (and, therefore, frequently uncounted) ballots. Leon County's highly-respected Supervisor of Elections Ion Sancho has called the bill "a travesty".

• Former U.S. State Department spokesman P.J. Crowley --- recently forced to step down for referring to the treatment of alleged WikiLeaks leaker Bradley Manning as "stupid" --- compares WikiLeaks to the New York Times. The paper's Editor-in-Chief, who has been bashing Julian Assange and WikiLeaks themselves of late, even though the "paper of record" has written hundreds of stories based on WikiLeaks documents, will not be happy. • After relentlessly bashing Democrats for cuts to Medicare vis a vis the 2010 health insurance reform bill, Republican Congressman Paul Ryan plans to largely do away with the program entirely as part of the GOP's proposed budget plans to be revealed shortly.

• Even Republican state Senators in Maine are beginning to become uncomfortable with the radical statements and extremist behavior of the state's new GOP Governor Paul LePage and are asking him to "tone it down". Beginning to see the writing on the wall, boys?

While it should hardly be necessary, given the extent to which the GOP's billionaire-funded direct assault on workers' rights has exposed the Orwellian deceptions of the so-called 'Tea Party' movement, there are times when the adage, "sex sells," seems unavoidable, especially when it involves exposing the vast gap between the right-wing's professed "family values" and "fiscal responsibility" and a reality that includes infidelity and an eager willingness to squander public funds on friends and the billionaire sociopaths who fund their campaigns.

No doubt, Chris Bowers, the Campaign Director of the Daily Kos, understood this when he sent out a fund-raising email which, as reported by Rich Mitchell of the Conservative Daily News, reads, in pertinent part:

Mitchell denounced the salacious allegations as a "smear", though he offered no evidence in support of that claim to counter what appears to be an accurate account of Hopper's infidelities and the questionable hiring of his girlfriend, the GOP operative Valerie Cass, by the new administration of Gov. Scott Walker.

While there is always a legitimate question as to whether marital infidelity should disqualify an individual from holding public office, here the issue arises in the context of allegations of nepotism and hypocrisy, not to mention the issue of whether the Fond du Lac Republican could lawfully cast a vote opposing his own recall, now that, as his estranged wife admits, he no longer resides in his own district. He lives with Cass elsewhere.

This new sex scandal adds to a powerful, substantive recall message which has gained a great deal of momentum over the last several weeks...

Tony Pierce, filling in for Andrew Malcolm (columnist and Laura Bush's former press secretary) at Los Angeles Times' "Top of the Ticket" blog picks up (with attribution, gracias) on our scoop earlier this week about the 100% unverifiable, yet highly hackable Diebold touch-screen e-voting machines out of Van Wert County, Ohio, now for sale, on the cheap, at eBay...

Pierce offers more information in his piece on that landmark Princeton hack from September 2006 and the hackability of these systems in general.

Long time readers of The BRAD BLOG likely recall the Princeton hack came about when VelvetRevolution.us (as co-founded by The BRAD BLOG) gave the Diebold touch-screen system to computer scientists there for the --- at the time --- highly secretive, first-of-its-kind examination, after we'd received the machine from a source of ours. We originally broke the story of that hack exclusively both here at The BRAD BLOG and in a slightly shorter version at Salon.

The alarming hack --- which demonstrated how a virus could be inserted into one of these systems and invisibly flip the results of an entire election --- received a great deal of attention from the mainstream media at the time, and was even covered in a live video demonstration on Fox "News". (See that video at right.)

Though the Princeton hack was on a Diebold AccuVote TS (with no so-called "Voter Verifiable Paper Audit Trail" printer) versus the TSX model (with VVPAT) being sold now on eBay, the many ways available to game them in order to flip election results with very little possibility of detection are essentially the same...

Because practice makes perfect...

With 2012 just around the corner and these babies still in use at polling places all over the country, why not get one or more of them now for your very own?! With one of these future door stops, you too can learn all the ins and outs of "voting" before the pressure of Election Day, when that "vote" will really "count"!

Great for social clubs, like political parties, or even terrorist groups! Why wait? They're sure to disappear fast! Just like the 100% unverifiable "votes" cast on them!

Because they were made by Diebold, you know it comes from a company you "trust," whether you'd like to or not. And with bids starting as low as, well, anything you like, this tens-of-thousands-of-a-kind e-voting machine is sure to be a "steal"!

The GOP voter fraud epidemic continues unabated. The latest alleged felon? Outgoing U.S. Ambassador to China, former Utah Governor --- and potential 2012 GOP Presidential candidate --- Jon Huntsman Jr.

Teddy Partridge at FireDogLake charges (accurately) that Huntsman "Pulls a Coulter," as The Salt Lake Tribune reports:

Of course, Huntsman is a Republican, so different "voter fraud" laws apply to them, in general, than to other Americans.

"It is generally illegal for voters to cast ballots using a residential address where they no longer reside," the Tribune notes before giving Huntsman a pass. "But state and federal law seem to back Huntsman's ability to still vote using the governor's mansion as his home because that was his last address before he left for Beijing to serve as an employee of the U.S. government."

Despite that, as the very same article notes, "Last June, Huntsman purchased a $3.6 million home in a tony D.C. neighborhood." So while he may have had cause to specify his last U.S. address as Utah prior to last June, one wonders why officials are overlooking the fact that he owned a D.C. home well prior to last November's general election, when he voted using a registration at a residence where he hadn't lived for more than a year and a half.

One doesn't have to "wonder" for long, however...

Still on the road and still a bit under the weather, so here's some very quick hits for now...

Naturally Premature Resigners: NPR CEO Vivian Schiller has resigned following the resignation of chief fund raiser Ron Schiller (no relation) after the latter Schiller was featured in a secretly video-taped attempted hit piece with two of convicted criminal and Republican con-man James O'Keefe's flunkies performing as members of a Muslim foundation. Having watched the edited version of the video tape, I have no clue as to why anybody at NPR has resigned. (Sidenote: Imagine if even half of the RWers who committed actual crimes, real ones that actually hurt and/or killed people, resigned in shame as fast as non-RWers resign in shame after having committed absolutely no crime at all.)

Pro-Life in IL: Gov. Pat Ryan (D) signs a bill banning the death penalty in the state. It is the 16th to do so. Prisoners previously on death row have had their sentences commuted to life without the possibility of parole. Welcome to the civilized world, Illinois!

GOP War on Voting in FL: Gov. Rick Scott (R)'s executive clemency board pulled a fast one by changing the rules for re-enfranchising former felons after former Gov. Charlie Crist (R) had previously restored their voting rights. "The board did not release the proposed rule changes to the public until moments before the meeting began and limited public testimony to two-minutes per person for a total of 30 minutes before unanimously approving the changes," reports Palm Beach Post. "Civil rights advocates, including five black lawmakers, objected to the rule changes, saying there is no evidence the current process ... is not working." Leon County Supervisor of Election, and election integrity hero Ion Sancho says the board is turning back the clock to FL's post Civil War era with restrictions "whose sole purpose was to ensure that the former slaves of this state could never reintegrate into the society."

GOP War on Voting Nationwide: ThinkProgress details GOP efforts in 22 states around the nation to impose new polling place Photo ID restrictions likely to disenfranchise millions of elderly, minority and student (read: Democratic-leaning) voters. That, even though there is no "voter fraud epidemic" in this country, or any state in the union, at least not among Democrats. Republican voter fraud, however, as we noted late last week, when IN's new GOP Sec. of State was indicted on 3 counts of felony voter fraud, is a different matter all together.

2012: Newt Gingrich says he cheated on his wife because he loves his country so much. Or something. Sarah Palin won't be in the first GOP Presidential Debate at the Reagan Library (which reminds me that she's only ever been in one national debate, and that was with just one person, Joe Biden. I have a feeling she'll not want to participate in any "real" debates with a bunch of other folks, and therefore, while I don't make predictions, I'll predict she will not be running for President.)

In Memoriam: David Broder, WaPo's "Dean of the Washington Press Corps," died today at the age of 81. The death of the Washington Press Corp itself, however, has yet to be officially reported, even as its passing occurred quietly years ago without public notice.

What do GOP superstar Ann Coulter, the head of the GOP's California voter registration firm Mark Anthony Jacoby, and, as of yesterday, Indiana's newly elected GOP Secretary of State Charlie White all have in common? Unlike the four-decade old community organization ACORN, each of the Republicans appear to have committed voter fraud and/or voter registration fraud.

Coulter's well-documented acts of voter fraud and voter registration fraud took place in 2005 in Palm Beach County, FL, and were preceded by likely acts of voter fraud in Connecticut in 2002 and 2004 as well. Jacoby's voter registration fraud in CA led to his 2008 arrest and subsequent guilty plea. And now White, the new chief election official in IN, the state with one of the most draconian voter suppression polling-place Photo ID restriction laws in the nation, has been charged with three counts of voter fraud (as well as additional counts of perjury, financial institution fraud, and theft), just two months after being sworn in last January, for having lied about his address when he voted in last year's GOP primary...

[I'll have a few assorted updates and follow-ups in the U.S. Chamber Plot debacle soon, but there have been a few items of note that I didn't want to lose here entirely. This is one of them. - BF | UPDATE: I've now added an addendum to the bottom of this article.]

If there's anything we've learned over the recent decade, it's that if you're a Republican, or if you're among the favored corporate elite of any party in this nation for that matter --- as highlighted yet again by the U.S. Chamber's planned $12 million hit-job on U.S. citizens (including yours truly and family) and other progressive journalists and organizations --- there are a completely different set of laws that apply to you. Namely, very few of our laws actually apply to you at all. Feel free to break them with impunity!

Nonetheless, over the past week, there have been what we might call a "spate", comparatively, of Republicans actually being held accountable with prison sentences, albeit very small ones. These come on the heels of former U.S. House Majority Leader Tom Delay (R-Corruptionville)'s conviction last November on all counts in a corporate money laundering conspiracy in TX used to get GOP candidates elected in TX, and subsequently change the balance of power in the U.S. House. (He is currently appealing, naturally). But it's nice to see some, if very few, of these charlatans, for a change, not get off completely scot-free. Here are three cases, including yet another case of a Republican working to keep American citizens from casting their legal vote in an election...

For the record, the landmark Voting Rights Act of 1965 has been re-authorized by Congress four times since it was originally created and signed by President Lyndon B. Johnson. The VRA's most recent re-authorization, for another 25 years, was signed by George W. Bush in 2006 after it was passed by the Republican-led U.S. House 390 to 33, and by the U.S. Senate in a unanimous 98 to 0 vote.

Not that any of that makes any difference in regard to the details about Chicago's voting system as offered in the following article. So please read on.]

Perhaps you've been keeping up with the kerfuffle over the past day or two over former White House Chief of Staff Rahm Emanuel's bid to be on Chicago's ballot in the upcoming February mayoral race there. On Monday, a court determined his residency status was not sufficient and ordered him removed from the ballot, while on Tuesday the court of appeals has temporarily stayed that order, leaving him on the ballot for now, after agreeing to hear his appeal.

But in modern-day Chicago, "appearing on the ballot" is not quite as straightforward as one might think, given the 100% unverifiable touch-screen voting systems now forced on hundreds of thousands of voters in the Windy City.

Over the years, we've covered specific failures of the very same Sequoia e-voting systems that are used in Chicago and elsewhere across the country, as well as the remarkable duplicity of the company's top officials. So it seems like this would be a good moment to remind folks of the most disturbing Sequoia/Chicago related incidents.

One involves Oprah's "lost" vote on the Sequoia touch-screen systems used there in the 2008 Presidential general election, the other involves the CEO of Sequoia Voting Systems simply lying to Chicago officials about his company's direct business partnership with a Venezuelan e-voting firm tied to Hugo Chavez, and the fact that the Venezuelan firm, Smartmatic, still owns the intellectual property (IP) rights to the e-voting systems used by Chicago voters --- even as the new owners of Sequoia continue to lie about it...

Darrell Issa, the continuing intentions of the GOP to keep legal (Democratic) voters from being able to cast their vote, the seating of disgraced RNC vote cager Tim Griffin in the U.S. House of Representatives and the proposed new rules for filibuster reform [PDF] in the U.S. Senate.

Once again proving the well-worn axiom IOKIYAR ("It's okay if you're a Republican"), disgraced former U.S. Attorney, Karl Rove protege and the Republican Party's 2004 vote cager, Tim Griffin has not only been elected as a Representative to the U.S. House from Arkansas' 2nd district, he's also been assigned to a leadership position as deputy whip and has been given a seat on the U.S. House Judiciary Committee, of all places. Guess they had to replace the previously disgraced anti-democracy champion Rep. Tom Feeney (FL-24) with someone, eh?

As Talking Points Memo notes...

TPM has more on that aspect of Griffin's "rap sheet", but as The BRAD BLOG has detailed over the years, Griffin was also at the center of a dirty scheme to peel thousands of legitimate voters off the roles in Ohio in 2004, as revealed by his own "vote caging" emails sent to fellow George W. Bush/RNC campaign officials at the time...

Via Eric Kleefeld at TPM this afternoon, candidates jockeying for chairmanship of the RNC, including current chair Michael Steele, held a debate today, and, naturally, spoke at some length to one of the most important imaginary threats facing our republic: Massive Democratic voter fraud!!! Coincidentally, almost always by black people and Hispanic people, who probably shouldn't be voting anyway, and stuff!!!

The goal of this years-long campaign against imagined "Massive Democratic voter fraud!!!" is, as long-time readers of The BRAD BLOG know too well, meant to encourage the adoption of photo ID restrictions at the polling place (and, short of that, intimidating challenges to voters when they show up to vote) under the purported guise of "ballot integrity".

Never mind that George W. Bush's own Dept. of Justice was unable to find more than a handful of actual voter fraud culprits despite their unprecedented efforts to root out this menace. And, definitely never mind that studies cited [PDF] by the League of Women Voters, and many others, have warned that more than 20 million legal American voters --- most of them, coincidentally, minorities, elderly and students (read: Democratic-leaning voters) --- stand to be completely disenfranchised by such draconian restrictions since many of them do not have the type of government issued photo ID the Republicans believe can protect us from "Massive Democratic voter fraud!!!"

It's not new, of course. The modern Republican War on Voting has been ongoing for years, begun as long ago (at least) as Rightwing icon Paul Weyrich's incredible 1980 speech to preachers in Dallas with Reagan and Falwell on hand (see :40 video clip at end of article below). But it's clear, despite the Republican/Fox "News"/Andy Breitbart "pimp" hoax that succeeding in killing the GOP's former #1 "voter fraud" bogey man, ACORN, the fake story of "Massive Democratic voter fraud!!!" will continue as a helpful voter suppression meme for the GOP for years to come --- at least if the new RNC chair, whoever that may be, has anything to say about it.

Here, in part, is what each RNC chair candidate had to say today in response to the question about how they planned to combat "Massive Democratic voter fraud!!!" as the new leader of the GOP...
