I've been reading about the pre-9/11 spying for quite awhile now, the most recent time being not so long ago in TomPaine.com. The entire Bush/Cheney administration was so busy setting up this spying program, that it's very likely their attention to it was one of the reasons they were dismissive of the pre-9/11 intelligence. They were busy little bees back then, working long into the night to lay the groundwork for the unraveling of our constitutional rights. They didn't have time back then to be careful about national security.
