Loyalty pays. We learned that from Bushco. If you can run a quarterhorse association, you can run FEMA. If you can screw the public out of transparency in elections, you can get elevated.
Performance only counts when ... hmm, I don't know, when DOES performance count??

Haas will oversee several departments, including the registrar, housing, animal services and general services.
Yeah, that means more rigged elections, less affordable housing, fewer general services, and he'll probably be allowed to personally torture the cats and dogs in the animal shelters as a reward for his "service."

Ken Simpkins would make a GREAT registrar of voters. But you better publish or give them your phone number again, Simpkins, so they don't lose it.
How can we forget Haas's deliberate, policy-based slow counting of paper ballots from the polls, where any voter who exercised their right to a paper ballot at the polls in November did not even start to have their ballot counted until at least Thursday after the election, and probably later, and was guaranteed not to even have a chance to be part of the results reported on election night.

Boy, the shit really floats to the top in government these days. Sheesh. Haas sucks. They are totally setting up a localised Michael Brown/FEMA type disaster here. He DOES NOT represent the kind of open and honest government that people want these days, and is likely to serve himself and his partisan pals rather than we the people. I could see a re-assignment of him to another job because of previous problems, but a PROMOTION???! Walt Ekard you are an IDIOT. Hang your head in shame.

Well, okay - no matter what San Diegan decides this - come on! What a great challenge all around- you want to sell newspapers? Former RivCo ROV Mischelle Townsend will take the reins while San Diego searches for a new ROV.
Some will recall it was Mischelle Townsend who ushered in the wonderful world of e-voting by purchasing and using Sequoia Edge I machines in time for the 2000 presidential election in Riverside County. This was the first time that DREs were used on a county-wide basis for a major (presidential) election in the U.S.
Ms. Townsend subsequently convinced Theresa LePore in West Palm Beach that Sequoia and DREs were the way to go. And the rest is history...

Haas has been a working member of the growing conspiracy to corrupt the '08 election. The plan is being managed by Rove in and at the White House.
This includes Attorneygate as a means of placing operatives in key states to corrupt the election by thwarting democratic activity and voting thru bad prosecutions of democratic voters and candidates.
The person who actually hired the current White House Counsel does not like what he sees:

It's too bad these bastards from Rove and the election manipulation foundation can't seem to get busted once and for all.
I read about how Rove's early days he stole some papers from the democrats and printed crap on it then distributed it saying something like come to the party, the beer is free the women are free. What is that? And WHY THE FUCK DOES HE STIL HAVE A FUCKING SECURITY CLEARANCE?!
