There are millions unaccounted for in implementing voting machines under HAVA..They work for us and yet they can set these arbitrary fees to prove they weren't breaking the law when there is evidence already that proves they break the laws all the time. It's time to stop this sham of a democracy...reminds me of when Kerry was sitting on millions and wouldn't fight for fair elections. Crooks on both sides of the aisle. Paid off.....paid off. dems. and repubs.

Mikel Haas must have a boss. Board of Supervisors? County Manager? If his charge for a hand count is out of line they should be requesting an accounting from him. He needs to provide reasons for the extraordinary fees.
I'm not being purposely naive here and realize that there is likely a political network in San Diego County that supports Haas and very high fees. (I'm afraid I'm not informed in SD politics except in a general way.)
Nevertheless, I think it it a valid point that Haas is not the only official that should be held accountable by citizens of San Diego County in the matter of the fees.

Just a minute guys! DO NOT OVERLOOK the fact that you now have "damages" in the form of this fee for a recount that needs to be done based on somebody's negligence. Take your pick on who to sue but do not pass up this opportunity to do so! It can set a precedent.

Big Dan - There is paper to count. Paper ballots on the Diebold Op Scan systems, and paper "trails" from the DRE (touch-screen) systems...though those "trails" have their own problems.

The cost for a recount in Riverside County is only $400 per 4-person recount board. Depending on the speed of the process, that could be as little as 15 or 20 cents per ballot, or less.
San Diego MUST give a full accounting of what they are charging and how they determined the charges. They did this same thing to us in the Mayoral recount in San Diego last year, and as I recall, it cost us nearly $1,000 per precinct! OUTRAGEOUS! They are putting RoV staff at nearly every table and charging for their time, which including benefits, can be well over $50 per hour, for each of them.
On the other hand, the direct cost of the recount board is usually whatever they pay a poll worker. Adding in additional staff to watch the recount board is a choice of the RoV and not something those who request the recount should have to pay for. They are also charging for the time to pull the documents, sort them, etc. And since the public can't see what staff is doing back there where the ballots are stored, we have no way of knowing that nothing "foul" is not going on.

Let's just get on with the count; sue them for the cost afterwards (based on their misconduct); find some (any?) good judges who can grant TRO's against destroying evidence; demand that those paying be allowed to witness EVERY aspect of what they are paying for; and see what dirt floats to the surface that they didn't manage to get rid of in the month they have had.
Also, I would post a "REWARD" of $10,000 for "any evidence of official misconduct related to the election that leads to the conviction of an election official."
Create an "anonymous tip line" where people can spill the beans on the criminals. These scum always have friends they screw who might be willing to turn on them. Let's "turn over some rocks" and see what develops.
Finally, following up on czaragorn (#2) you should all start wearing SUBTLE bits of orange in your clothes at press conferences and meetings. Let's start to slowly float that color into the picture as being connected with ELECTION REFORM and those who seek HONEST ELECTIONS.
Orange (and white for purity and honesty --- after all, some of us with winter palettes simply can NOT wear a lot of orange) can be the colors we take to the streets on November 8, 2006 when the exit polls (once again) don't match the final vote counts and all the unexplained problems (once again) favor the Republicans who somehow have "miraculous come from behind wins" (once again) of 51% to 49% in too many races.
Maybe this November (in spite of it being sweeps week) the American people will care at least as much about the sanctity of their ballot/vote as they do in who becomes the next AMERICAN IDOL or who dies on LOST.

I wonder what some of the local offices pay. If it's as much as I make now, I lose nothing (but gain a lot of headache! ) by running for some local office where change can be enacted.

No. I have seen the Republicans steal four elections in a row with more and more skill each time since 1998. Hagel was the first test, then the theft of the U.S. Presidency in 2000, then the mid-term thefts (especially Georgia) and then the second theft of the Presidency in 2004.
No, I have little confidence, but I will vote.
I will vote so that my vote stands as a reminder to the corporations and fascists and criminals that they will have to kill me to take my Democratic Republic from me.
I will vote because people DIED to give me the chance to vote.
Yes, I will vote, because if I don't vote, then those who work to keep people from voting, and who work to keep votes from being counted fairly, and those who cheat and play tricks with Democracy like it was just a game, they will have won, and I will not let that happen without a bloody and ugly fight.
There will be times when I will have to mute my conscience to vote because the alternatives put before me are so vile, but I will vote anyway. At those times, my vote for an "alternative" or "fringe" candidate will be no more than a quiet reminder to those in power that I am unhappy with the choices they have presented to me, but I WILL VOTE!
I will do everything and anything I can to be as sure as possible that my vote is counted the way I voted, but even when I can't be sure, I will still vote.

Like most of my country people I gave my vote for a democratic candidate. I am apolitical and normally I wouldn't go on election, but this guy won my respect when in year 2000, being prime minister he closed Chernobyl plant, later he was dismissed and went in opposition.
The other was pro-governmental candidate who had little support here, even with 800 million dollars invested in his election compaign he still had no chances to become our president.
I knew that according to results of an exit poll and first tour election our candidate should win so I went in bed with strong believe that my vote means something and makes a contribution in a future of our country.
In the morning we all learned that our election have been stolen. For a first time in life I went on election and my vote has been stolen. I took this as a personal insult, so I grabbed coat, camera and went on the street.

As both Haas and Secretary of State allowed the election to proceed with illegal machines, both Haas's Office and McPherson's Office need to pay for the manual recount.

I think this is a grand waste of time and people's money. "Democracy" as we know it died in this country the night of the Judicial Coup in 2001 after the stolen election. And Busby doesn't seem to give a damn. She's been silent like a typical Dem. Obviously this fee is intended as an obstacle. Surprise, surprise. Pay the fee and another obstacle will pop up and another and another and another. If the thing ended up in the US Supreme Court, we can predict the outcome. It's all over for this country folks, in part because there is no opposition party in Washington. Time to realize that. Don't waste your money on Busby. The only way out of this disaster is through Revolution. It's going to require a Revolution. This disaster will not be corrected or resolved through voting. We have a government "Of, By and For The Corporations" and not a government of "We, the People." Those days are over. I'm an 87 year old woman. I've seen it all. I know what I'm talking about it.
And really, how can anyone trust the integrity of ballots from over a month ago these days! If they even still have any ballots now! Oh yes we will collect this outrageous fee and make it nonrefundable. Oh, but we don't know where the ballots are. Too bad. Guess there's nothing to count. Oh well. Some people are out of $130,000 for nothing.
It wouldn't be anything for the Dem Party to pay that fee. What a worthless and useless party.

Erma (#29) before you assume that there can't be a lot learned from old ballots, you should check out freepress.org and see what they are discovering about the ballots in Warren County Ohio from 2004.
And as for ballots going missing, that would be the most blatent and visible proof of fraud, so they would have to be VERY careful.
I'm not saying it's going to work out (the enemy is VERY good and VERY determined) but that doesn't mean it's not worth the fight.
Read my post above at #21. If they steal that one, I might be on your side and believe in Revolution. Let's see, once and for all, if we can take back our government the way the Nicoraguans did, rather than the way the Russians did. (That is, with as little blood spilled as possible!)

I think a few of you have missed my point. I'll try it again. The Democratic Party itself should officially be fighting this Busby thing.
If you ask 9 out of 10 people throughout the US they will tell you there is nothing wrong with our voting system. The only way you're going to get the e-voting fraud message out and the problem solved is by the methods which were used to get us out of Vietnam in the 1960s. If the Dem Party were really interested in election fraud (and I don't think they are in the least) they would walk over to the White House in one mass block as a party, park at the front gate and refuse to leave until we as a nation are using paper ballots and pencils and having the ballots counted with members of the public present in full view. Unfortunately, that suggestion takes backbone and the useless Dems don't have one.
You will need your bricks for the Revolution to throw at the Bush Crime Family.
In order to change anything in 2006 and 2008 we need a credible voting system. We don't have one. Just like in all elections since 2000. They have all been stolen and manipulated. I'm not voting for Dems or Republicans in 2006 or 2008. I'm not voting again until we have a credible voting system. Some people say that the Dems are the "lesser of two evils." I don't buy that. Voting for the "lesser of two evils" has gotten us where we are today. Do you really want to continue to wallow in this mess by supporting "lesser of two evils" politics and politicians?

I sure agree with you about who should be footing the bill, insuring we can have confidence in election results, but I think, right now, while we are at the mercy of criminals in high places, that we should indeed vote for "the lesser of two evils" --- JUST IN CASE WE MANAGE TO PREVAIL IN GETTING THE VOTES COUNTED PROPERLY. Your failure to vote for people who MIGHT help us out of this apocalyptic mess, might mean the criminals finally actually managed to get the most votes.
Don't boycott the vote. At least we will have made them have to steal MORE, but also, at best, we might be able to pull a win out of it. Once the country is back in just ordinarily inept politicians' hands, then we have a chance of forcing really good things to happen. As it stands, we don't have that chance, and if you don't vote, we might not ever get it.
We really should be demanding face time with Howard Dean, though. This really IS getting out of hand. That's one good investment for the party, even if the count still goes to Bilbray, because Democrats will have a little more faith in their own party again.

What happened in 2000? What happened in 2002? What happened in 2004? What happened in San Diego in 2006? And the useless Dems are not saying much about any of this. They're just going along with it and some of you will still be gullible and vote for them and think that your little vote is being counted.

Yes, the election system is broken. To pretend, for the sake of a simplicity of concept, that we know exactly how broken is dishonest. It is so easy to say we're through, done for because it is such a simple concept to grasp (you can hold it like a teddy bear) --- it's kind of a mirror image of so much Republican "thinking".
I completely agree with points of Agent99 and Charlie L: What could be better for the criminals than raising the percentage of non-voters, particularly progressive non-voters? Talk about a gift. It would make the criminals legit. Brilliant tactic. If you're in a battle there has to be some infighting - right in the mechanics of voting.
I've never seen why voting and a peaceful revolution are mutually exclusive. In fact, the election issue has shone a brilliant light on corporate intrusion into the civic process. All Americans should exercise their right to vote in the face of criminality. The issue of election fraud won't be going away.

I was most sincere in my comments and I don't appreciate in the least being questioned on my sincerity or my motives or as someone referred to it as the "don't vote" tactic. I don't see it as a "tactic" at all. I just want no part of it.
If the rest of you want to vote and believe that you are really doing so when you cast a ballot, and if you want to continue to participate in the charade and believe or wish that you are making some difference, then obviously that's your choice. I was speaking for myself when I stated I'm not voting. I was not saying or suggesting that others should not vote. Everyone has to make this choice for him or herself.
For the first time in my 87 years of living, I did not vote in the recent primary. And I feel very good about my decision.
I don't see any reason for any further discussion on this on my part.

I am happy to say my 90 year old mother is well aware of election integrity issues. She will vote and she will fight to have her vote counted. She's mad as hell (as are many in her circle of friends.)
BTW, we have elected some fine progressive local officials who would never have been in office had many of us taken Erma's advice.
Another BTW - mainly for Agent99 who was replying to some of my postings in another thread about the mole we discovered. He very well may be a Republican. Further checking with some of my political colleagues turned up that he has been active in the local Republican organization as well as that of the Democrats. He's been all over the place. Now, this guy was a plant - we are positive of it. I won't go into details, but he was a plant. His tactic was to advocate boycotting the elections in favor of nonviolent "revolutionary" action. Overplaying his role is what did him in.
You will see, unless it proves to be a nonstarter or I am mistaken, some more of this nonsense.

As others have said, you may or may not be sincere in your anger. I won't venture to doubt you there. But you have to look at it this way. What have you got to lose by voting. You have more to lose by not voting than you do if you do vote. Not voting is what the Republicans want from you. Many have ventured to say that all of this unreliable reputation of voting machines is intentional, so that we feel like it isn't worth our time fighting the system and don't vote at all. As Greg Palast would say, go out and get everyone to vote in droves. "Make them steal it!"
They are human beings too, much as they might seem to be spawn of the devil. If we work hard enough and don't give up, there will be chances where we can catch them in their mistakes and make them pay for them! Unfortunately, given the Democrat's lack of tenacity in holding their feet to the fire, it is up to us. And the more I have to do that job from the grass roots, the more I'm going to demand payment from the Dems later if and when I can help them get into office, or I'll do the same thing to them too.

Is there any plan to set up an account that is dedicated to the CA 50 recount and only to the CA-50 recount? The Velvet Revolution site doesn't commit itself to using the funds for the recount and only the recount. More people would probably be willing to donate to such a dedicated fund.

There will be times when I will have to mute my conscience to vote because the alternatives put before me are so vile, but I will vote anyway. At those times, my vote for an "alternative" or "fringe" candidate will be no more than a quiet reminder to those in power that I am unhappy with the choices they have presented to me, but I WILL VOTE!

I have the distinction of being personally threatened on Hannity’s radio show. I just happened to be listening one day about a year after my better judgment flew out the window at a book promotion of his in Salt Lake City. He was talking to a guy whose job is to intimidate people that approach Hannity to have a book signed. He was going to come to back to promote his second book and was asking his bodyguard why he didn’t beat me up. Then he said that this time they were going to have security!
I used to listen to Hannity at work and was commonly outraged at his lying about liberals. I heard that he was coming to promote his first book “Let Freedom Ring, The War of Liberty Over Liberalism”. I worked right next door to a book store and decided to buy a copy and attend that evening. My original plan was to watch the show and then, after having my book signed, toss it in the garbage or on the floor while he watched.
When I walked into the show, it was pretty clear that this was not just a book tour, but a full fledged “WAR RALLY!” The first thing I heard was his fiery rant against Jimmy Carter and his plan to start dismantling our nuclear capabilities. At that point, all of my intentions to remain silent were futile and I yelled out, “HE IS A MAN OF PEACE!” The crowd of 1500 went fairly silent and Hannity looked back over his shoulder at me. A man with some kind of transmitter on his belt came over and asked if I would like to debate him. I said “right here?, sure, that will be OK”. He walked back over to where he was and didn’t take any action on it.
I started to BOO loudly and yelled out things like “GAS THE HIPPIES!”, The crowd got louder and did pretty well at drowning me out. To my amazement, not one person asked me to leave, although a very large woman came over and told me to “SHUT THE F#&K UP!”
Not too long after that, Hannity went over and stood at a podium to start signing books. I stood in line for about 20 minutes and calmly handed him my copy to sign. He signed it and gave it back. I then indignantly placed the book on his podium and said “My father fought for freedom in world war II, and you can stick this book up your ass!” He did exactly what I expected him to, and held it up, asking if anyone wanted a free copy.
I hate to credit Hannity with anything, but I have to admit he quoted me fairly accurately on his show the next day, although he lied and said the program director of the local radio station carrying his show had witnessed me “slamming the book down” and “didn’t know whether I had stolen it or not”. These days he is saying I “threw the book at him!”
When I tell this story, people think I’m trying to portray myself as someone to be feared. I AM NOT, and have never touched a hair on anyones head in my life, but my anger at these lying bastards has taken hold. I am a liberal, and Hannity declared war on me in the title of his stupid little book. What can I say!
My boss had me work late the night of the second book promotion, but I hadn't planned on going anyway.
