Yes Wisconsin's local election officials in some locales have been bought and paid for. Waukesha County's Clerk was bought off with this job 12 years ago when there was a scandal of corruption by both Dems and Repubs in the state legislature. The woman who won the race for County Clerk was a former top aide to the Assembly majority leader. To keep her from spilling her guts about the illegal behavior in his office he made sure she got a cushy job. A friend of mine ran as a Republican, having been a clerk of courts in one of the bigger cities in Waukesha County, and was annihilated with a smear campaign paid for with out of state money (for a county clerk position!!). The county clerk paid them back again by rigging and altering elections for statewide offices by changing totals in certain Waukesha jurisdictions, because all the vote totals came to her computer in her office and nowhere else. Wisconsin has paper ballots but they get run through computers and tabulators, and the elected officials have made it almost impossible now to get a recall. I believe it was Stalin who said, 'The people who cast the votes don't decide an election, the people who count the votes do."
