Unprecedented chaos besetting U.S. Senate Republicans over the past week, amidst their 7-year quest to kill the Affordable Care Act, came to a suspenseful and dramatic close late on Thursday night and early Friday morning --- as the ailing Sen. John McCain joined Senators Lisa Murkowski and Susan Collins to defeat the last of the GOP proposals drafted in haste in hopes of repealing ObamaCare. At least for now. If there's one thing you can count on, Republicans will continue to treat their voters like suckers and morons.

And, an insane, profanity-filled tirade of a phone call to a reporter by Donald Trump's new White House Communications Director results not in the firing of Anthony Scaramucci, but with the firing of Trump's Chief of Staff Reince Priebus.

In the meantime, while Democrats, to their credit, were successful in their efforts to save health care coverage for tens of millions of Americans, their efforts to prevent the use of vaping devices, which might otherwise help save the lives of half a million Americans each year, suffers a setback as the FDA delays restrictions on e-cigarettes and yet another new scientific study finds vaping is one of the most effective ways to help smokers quit.

Finally, speaking of science deniers, our latest Green News Report with Desi Doyen details U.S. Coast Guard plans to prepare for six feet of sea level rise and the GOP chair of the U.S. House Science Committee argues that climate change will actually be "beneficial". But, never fear, we've got quite a bit of good news in today's GNR as well!...

On today's BradCast, we open the phones up for listeners to discuss all that has been going on in D.C. in recent days in these "slow news days of summer". [Audio link to show follows below.]

But first, among the stories covered on today's show, which callers also ring in on...Donald Trump's new Twitter-announced policy to bar transgender people from the U.S. military catches his own military staff by surprise and otherwise goes over like a lead balloon with. not only the LGBTQ community, but with veterans and even conservative Republican members of Congress.

Then, speaking of lead balloons, Republican Senate schemes for repealing and replacing the Affordable Care Act (ObamaCare), or just repealing it without a replacement, continue to be voted down (bigly) by Republicans in the U.S. Senate. Their options for killing the GOP great white whale of ObamaCare are dwindling, but don't count them out yet.

At the same time, Trump continues to berate his own Attorney General Jeff Sessions, in hopes of convincing him to quit so he doesn't have to fire him (so, presumably, Trump can then appoint someone who will fire Special Counsel Robert Mueller). Republican Senators, however, are defending their old colleague Sessions, and some are even charging that Trump is showing "weakness" with his bullying of his own Attorney General and long-time ally.

Lots of fodder for calls today before Desi Doyen joins us with the latest Green News Report as a sweltering summer reveals the "new normal" and Trump names a Rightwing talk radio host to a top science job at the USDA...

On today's BradCast: There was a time when we used to debate the pros and cons of various public policy in this country, rather than whether one side was simply lying about the policy. This is not that time. The brazen and utter lies from this Administration and the GOP leadership in the Senate about their health care legislation is becoming more desperate (and obvious) by the day. They've also received the notice of Republican Governors, Senators and, yes, Trump voters. [Audio link to show follows below.]

There is no small amount of irony in the fact that Sen. Majority Leader Mitch McConnell has been forced to delay a vote on the Senate's Republican health care bill to repeal and replace ObamaCare, due to a health incident for Sen. John McCain (R-AZ), who is said to be recuperating in good condition after surgery on Friday. Doctors have ordered him, however, to sit out the week in Arizona, so he is unable to make it back to D.C. for McConnell's previously planned vote this week.

As of now, the bill can not possibly survive without every Senate Republican on hand. Even then, it may not pass the upper chamber. Over the weekend, the Trump Administration unleashed Vice President Mike Pence and the two top health care officials --- Health and Human Services Sec. Tom Price and the and Centers for Medicare and Medicaid Services Administrator Seema Verma --- to convince members of the National Governor's Association that up was down, black was white, and some $800 billion in cuts to Medicaid in the GOP health care scheme were not cuts at all, and wouldn't result in the loss of coverage to millions of Americans.

The governors, including many Republicans, weren't buying it. And some (like Ohio's Republican Governor John Kasich) even called out the Administration on their lies, some of which were also repeated on the Sunday shows over the weekend. As noted on today's program, there are several reasons why the Admin has been left with virtually no choice but to lie about the legislation, because even their own voters have begun to take notice.

We discuss today some of the concerns about the bill from Senate GOP moderates like Susan Collins of Maine, who worries (correctly) about the cuts to Medicaid and subsequent harm to rural hospitals in her state. She also pointed out over the weekend that, despite the huge cuts to Medicaid (and the 1/5th of the American economy that will be affected by this legislation), there has not been even one single Senate hearing to discuss its consequences for Americans. Not one.

Then, NED RESNIKOFF, Senior Editor at Think Progress, joins us to discuss concerns from the other end of the GOP caucus --- namely, from Senators like Ted Cruz (R-TX) and Rand Paul (R-KY) --- about why health care is different than regular commercial commodities like breakfast cereal, no matter how much Senators Cruz and Paul attempt to argue otherwise.

Cruz' amendment to allow insurers to include skimpy, cheap plans that don't meet minimum Affordable Care Act (ObamaCare) requirements was allowed into McConnell's latest version of the bill (and has subsequently been blasted by health insurers themselves), and Paul has said he's a "no" on the bill, because it still allows too much of ObamaCare to stand. He would prefer to let the "free market" sort it all out --- ya know, the way the "free market" sorted it all out before ObamaCare, leaving more than 40 million Americans with no health care at all.

"The analogy I used to explain what's wrong with Rand Paul's line of thinking here was selecting between different boxes of cereal at the supermarket. Because the place where Paul is coming from is assuming that markets always work in the same way and play by the same rules. But the truth is that healthcare is a very different kind of commodity, if we choose to treat it as a commodity, than a box of cereal," says Resnikoff, as he explains how the "life and death" nature of health care tends to "skew the way that a market would [normally] set prices."

And, while it's unclear whether Paul actually believes his own rhetoric or not, what's clear is that Republicans in general do not believe their own arguments against the ACA over the past 10 years, which is just one of the reasons they are now forced to lie about it. "This really has taken on this sort of internal logic of its own," Resnikoff argues. "Where if you actually take a step back, and think about it outside the inverted logic that this debate has taken on, it's hard to figure out why they're doing any of this. This most recent version of the bill is designed to solve a problem that doesn't exist. If you go and ask these Senators, which Vox did a few weeks ago, what is this bill trying to do? What is this bill for? No one has an answer. No one can really explain it. It's just: 'This is the Obamacare repeal bill'."

Finally, a new study looks at the fall-out after the state of Texas slashed family planning funding to health care providers like Planned Parenthood in 2011. You'll be "shocked" to learn that the GOP initiative, just like their lies about ObamaCare, didn't exactly accomplish what they had pretended it would. In fact, quite the opposite happened. And, of course, tax-payers are left once again to pay the price for those lies...

On today's BradCast, it ain't over till it's over. And, despite a brief setback in the Senate on Tuesday, the GOP's attempted assault on American health care is anything but over. [Audio link to complete show is posted below.]

First up: More Trump-fueled embarrassment for the U.S. around the world, according to a new Pew Poll survey and even with our otherwise longtime allies in Germany, where the Trump Administration's Commerce Secretary became a laughing stock, in advance of next week's G-20 summit.

And then, in the wake of Senate Republicans pulling their health care bill from a vote on Tuesday, their hopes of undermining the American health care system by repealing the Affordable Care Act ("ObamaCare") continues. That, despite several new polls confirming that the Senate GOP's measure is wildly unpopular among the American people and even among Republican voters. One poll shows support for the scheme at just 12%, another at 17%, with almost all of the data gathered prior to the CBO analysis finding the measure would result in 22 million Americans kicked off the health care rolls.

Nonetheless, even as Trump seems to have no clue, what is actually in the bill or what it will and won't do, Senate Majority Leader Mitch McConnell has access to some $200 billion to buy off a number of wavering Senators to get him to the bare minimum 50 votes he needs to strip health care from millions of Americans in exchange for huge tax cuts, the promise of undermining Medicaid and much more.

A new version of the bill could be locked down by Friday, before Congress leaves for their holiday recess.

On today's BradCast: Things fell apart quickly for Republican Senate Majority Leader Mitch McConnell over the past 24 hours after the non-partisan Congressional Budget Office announced that the Senate GOP health care scheme would result in 22 million Americans losing health care coverage by 2026, 15 million next year alone. [Audio link to complete show follows below.]

As fellow Republicans balked at McConnell's "Better Care Reconciliation Act" bill, as written, he was forced to back away from his vow to hold a vote on the plan to repeal the Affordable Care Act (ObamaCare) this week. That vote, if it ever comes, will now wait until sometime after the July 4th recess and after more Senators have the chance to hear from constituents about the unpopular legislation.

So, the deal making process begins to win 50 votes for passage, somehow, in the U.S. Senate, as moderate Republicans like Sen. Susan Collins cited the legislation's massive cuts to Medicaid (which other Republicans spent the weekend pretending did not exist) as harmful to her constituents and, specifically, to already struggling rural hospitals in her home state of Maine.

Joining us today to explain the nexus between Medicaid and the health of hospitals are health care reform analysts ALLEN DOBSON and RANDY HAUGHT of Dobson and DaVanzo & Associates. Their new study, published by the Commonwealth Fund, details huge disparities in the effects that the GOP health care plans to slash Medicaid and cut taxes for the wealthy will have on hospitals in Medicaid expansion v. non-expansion states and in urban and rural areas. They also explain how the GOP's attempted cuts to Medicaid will effect all Americans, not only those who directly receive benefits under the program.

"Medicaid is absolutely critical to the survival of the hospital," Dobson explains, particularly in rural areas, as well as places where services were upgraded thanks to the expansion of Medicaid under ObamaCare. If Medicaid is now cut under the GOP plans, "what you've done is you've weakened a hospital. A hospital that is sick financially is a hospital that is sick for everybody in the community. You're not just hurting Medicaid --- you're not just hurting the Medicaid folks, the so-called 'poverty population', you're hurting everybody in the community, because when a hospital can't provide the quality care it would like to to one guy, it can't provide it to the next guy, either."

Dobson, a health economist (he explains what that means) and Haught, a thirty-year data analyst of health care reform legislation and regulations, also offer their thoughts on whether the proposed GOP plans in the House and Senate actually speak to any of the problems Republicans have long cited in regard to ObamaCare, such as claims that it kills jobs and harms the economy. Dobson explains why the ACA arguably helped the economy, and charges the GOP effort in the Senate "is hardly a healthcare bill" and "primarily about taxes, getting set up for a broader tax cut." Haught adds: "For actual health care, we don't see anything in [the GOP plans] that's going to improve the quality of care, nor the access to healthcare coverage."

We also discuss whether a single payer "Medicare-for-All" style health care system is as feasible in the U.S. as it is in other major developed countries, and why the U.S. has yet to adopt such a system.

All of this as Trump tried to rally Republican Senators at the White House today, and McConnell attempts to regroup his caucus in hopes of jamming through the GOP's long-promised repeal of the Affordable Care Act come hell, highwater, or tens of millions of Americans who will no longer have health care coverage in the U.S....

U.S. House Democrats roared back to life just before noon today in Washington D.C., as 76-year old civil rights icon Rep. John Lewis (D-GA) called for a 'sit-in' to protest Republican Leadership's refusal to allow a debate and vote on gun safety legislation.

Congressmembers answered the call and one of them, Rep. Ted Deutch of Florida, joins us on today's BradCast to explain what the Democrats are hoping to accomplish with this very rare protest and how long they intend to continue their occupation of the House Floor to do it. [Audio link to complete show is posted below.]

"We don't have a filibuster option in the House," Deutch says, stepping off the floor for a few moments to talk to us. "When the leadership of the House will not allow us to have a vote, and will twist the rules in whatever way they deem necessary to prevent us from voting on the most basic gun safety legislation, then we're forced to find other ways to bring that vote forward. That's what we're doing today."

Members were forced to break House rules by using cell phones to stream video of their 'occupation' on Facebook and Periscope, which C-SPAN has been subsequently rebroadcasting, after Republicans gaveled the chamber into recess and ordered C-SPAN cameras and microphones shut off.

"What's astonishing to me is that the Speaker apparently is so distraught at the idea of members of the House speaking out --- and speaking out on behalf of the people who sent them there --- that he has told C-SPAN to turn off their cameras," the Congressman tells me. "It's disgusting that we've not had a single vote on gun safety legislation. It is embarrassing, however, for House leadership --- that they are so embarrassed by their own records --- that they've told C-SPAN to cease broadcasting because they don't want any more attention brought to their shameful inaction."

"There's been no vote because they don't want to have to go on record and vote against the interests of their constituents, and vote in support of the gun lobby," he says. "It's so hard for people to understand how it is that Congress cannot even engage in a debate on the House floor, that we're forced to have a 'sit-in' just to talk about the most common sense gun safety measures."

Deutch says the House Democrats came up with the idea for their occupation last night, and that they plan to continue the protest until they either get a vote or are, essentially, arrested and physically removed.

"The only way to have order is for the Sergeant-at-Arms to haul people off. That's one option. I can't imagine that is an option they want to pursue. I can't imagine for a minute that the House leadership is prepared to tell the Sergeant-at-Arms to take John Lewis and the rest of us, and drag us off the House floor. And if that doesn't happen, the only way that this stops is to for us have a vote, and I think we're all prepared to stay at this as long as we need to until we have a vote."

"Overnight?," I ask him. "Absolutely," says the Congressman. "I am certainly prepared to do that."

The House Dems, like their counterparts in the Senate (a number of whom have stopped by the sit-in, in support) have been insisting, since the Orlando Massacre just over a week ago, on votes to close the online and gun show background check loopholes and for legislation to help prevent people on the FBI's suspected terrorist and 'No Fly' lists from purchasing weapons. They are supported on those measures by nearly 90% of Americans across all political parties, according to recent polling.

And what if Dems get their vote and the measures fail, as expected, in the Republican-controlled House? "The voters will know which members of Congress stand with them and who stands with the gun lobby. And that's when accountability will start," says Deutch.

At the end of our conversation, the Congressman also offers his thoughts on his Florida colleague, Sen. Marco Rubio, announcing his intention today to run for re-election, despite his abysmal attendance record and previous vows, during his failed run for the GOP Presidential nomination, to leave the U.S. Senate at the end of this term.
