With Wisconsin Gov. Scott Walker, incredibly enough, having vaulted to the front of the GOP pack of 2016 Presidential hopefuls in Iowa and a number of other states, he'll undoubtedly (or, at least, hopefully) come under much more scrutiny on a national level for the kind of policies he's been carrying out back home. (And, additionally, as Brendan Fischer explains, "Rumors of the Walker [John Doe] Probe's Death Have Been Greatly Exaggerated")

One aspect of those policies was noticed by Jonas Persson and Mary Bottari at the Center for Media and Democracy's PRWatch this week. It seems Walker, without publicly mentioning it during a recent speech on his newly proposed state budget, included $300 million in cuts to the University of Wisconsin (UW) System along with some other troubling changes.

"The unprecedented cut, which amounts to 13 percent of the state funding for the university system and 2.5 percent of the total budget, accompanied by a tuition freeze will result in the defunding of scores of departments and jeopardize the livelihood of faculty and graduate students," PRWatch reports. The cuts come on the heels of Walker's tax breaks for the wealthy and cuts to social services which have left Wisconsin "32nd in the nation in new job growth," while "the state faces a $2.2 billion dollar deficit." Not helpful numbers when running for President (at least in a general, versus primary, election.)

"In a grim irony, the cut also comes amid reports that other states in the Midwest, such as Minnesota (which recently reported a $1.04 billion budget surplus), Indiana, Iowa and Ohio, are ramping up funding for its state universities, the Wisconsin State Journal reports."

PRWatch adds that, under Walker's proposed new structure for the UW System, "The Board of Regents appointed by the governor would be the governing body and the legislature and the public would have less of a role in protecting academic freedom and other statutory rights."

As much as some are alarmed by the restructuring and massive budget cuts to state education, a rather striking change to the UW System's written mission statement in the budget proposal has left some "nearly speechless", setting off arguably more controversy about what Walker, after being called on it, initially described as little more than "a drafting error"...

Perhaps we can chalk up its popularity to the joke it makes of right wing groups like "True the Vote" which has, since its dubious inception, received and spent a fortune over the years tripping over its own wingnut feet to publish fake "voter fraud!" data, find itself tossed out of courts, harass legal voters attempting to cast legal votes, and otherwise make repeated jackasses of themselves by attempting to perpetuate the well-worn, but fact-shy Republican hoax that there is a massive Democratic voter fraud epidemic at our polls.

TTV was made even more famous lately when they were cited, by name, by 7th Circuit Court of Appeals judge Richard Posner, a very well-respected Reagan-appointed conservative jurist, in his recent opinion on Wisconsin's Photo ID voting law. In Posner's devastating, must-read dissent decrying such discriminatory laws, the most well-cited legal scholar of the 20th century, according to the Yale Law School's Journal of Legal Studies, described the group's "evidence" of voter impersonation fraud as "downright goofy, if not paranoid," citing "the nonexistent buses that according to the 'True the Vote' movement transport foreigners and reservation Indians to polling places" to illegally cast a ballot.

The solution to the pretend problem that TTV lies to its followers about, is, of course, polling place Photo ID restrictions that, as Judge Lynn Adelman of the U.S. District Court in Wisconsin wrote in striking down that state's discriminatory, unconstitutional law after a full trial earlier this year, serve only to "prevent more legitimate votes from being cast than fraudulent votes."

So the group's newest embarrassing failure to uncover virtually any "voter fraud" at the polling places it monitored in dozens of states during Tuesday's mid-term general elections --- with an army of righteous and disinformed civilian wingnuts armed with a brand-new smart phone app --- comes as little surprise. It is, however, kind of amusing...

If the race for Sec. of State in Ohio is any indication, we may have still more evidence now to suggest that the decade-long Republican effort to enact disenfranchising poling place Photo ID restrictions, under the guise of fighting "voter fraud", may be turning a corner toward its final end as a viable GOP voter suppression strategy.

In May we wrote an article titled "Peak GOP 'Voter Fraud' Fraud?", offering several disparate clues to suggest that the well-funded, well-organized, initally under-the-radar national effort by Republicans to disenfranchise Democratic-leaning voters by requiring state-issued Photo ID they knew that many of them did not have, was headed towards a slow, but inevitable death.

That article followed on the heels of a seemingly devastating blow to Wisconsin's Photo ID restriction law by a federal judge who struck it down, finding in his landmark ruling that the statute was in violation of both the U.S. Constitution and the federal Voting Rights Act, and that it was "absolutely clear" that the GOP-enacted law in the Badger State would "prevent more legitimate votes from being cast than fraudulent votes."

Our legal analyst Ernie Canning analyzed the WI ruling along side the other federal challenges against similar laws that are still pending in states like Texas, North Carolina and Arkansas, to suggest the WI decision "does not bode well for Republicans who have been attempting to advance such electoral schemes in recent years, as based on misleading 'facts', wild claims and dishonest interpretations of case law and court precedent." His legal analysis attempts to explain why the WI case "would likely mark the beginning of the end for Republican-enacted, polling place Photo ID restrictions."

We'll see if we're right in the months ahead, but the race for Secretary of State currently under way in Iowa to replace the incumbent Republican SoS --- one who had been embarrassed to find next to no "voter fraud" after running in 2010 on the notion of stamping it out --- suggests that even Republicans are moving on to other ideas...

Just over a week ago, The BRAD BLOG's legal analyst Ernie Canning posited that the decision by a federal court in Wisconsin to strike down that state's polling place Photo ID law could signal "the beginning of the end" for such disenfranchising, Republican-enacted laws around the nation.

Since that landmark ruling in the Badger State, new signs from top elected Republican officials in Pennsylvania and Iowa, and even in Wisconsin, suggest that the (at least) decade-long GOP "voter fraud" fraud may have finally peaked, and will now begin the inevitably long slide into abandoned, historical shame.

We don't want to be too quick to declare the demise of this insidious attempt at reviving Jim Crow with a sophisticated and nefariously misleading legal patina, but after covering this beat for a decade --- long before much of the general public, much less the Democratic Party itself, seemed to notice --- it seems that the recent landmark court ruling in WI, followed by last week's towel toss in Pennsylvania and embarrassing revelations in Iowa, may be seen in the not-too-distant future as the moment that the GOP "voter fraud" fraud finally began to permanently unravel...

Some encouraging news to begin your week, along with apologies to Ian Millhiser for running his short and sweet piece in full, but I'm off the grid for much of today and would like to flag his main point here...

Millhiser may be more bullish on the American people "getting it" than I am. The Rightwing "voter fraud" propaganda has run long and deep, and (unlike The BRAD BLOG) both Democrats and progressives in general took way too long to begin responding to the insidious and very well organized voter suppression strategy by Republicans. Still, I hope he's right and I'm wrong, and that, like so many other issues, the American people will get it right once they truly understand the facts of the long-running and effective GOP scam.

The data points Millhiser cites are encouraging, however, and are in line with a general anecdotal assessment I offered in January, as based on responses from Reddit commenters to the Pennsylvania court that nixed the Keystone State's disenfranchising and unconstitutional polling place Photo ID restriction law passed into law by Republicans there last year.

And, one more point, since the piece above discusses Iowa: A reminder that when the GOP in the Hawkeye State were able to run any type of election they wanted (without having to worry about running afoul of state or federal law or Constitutional issues) in their own 2012 GOP Iowa Caucuses, they chose to not require their own voters present Photo ID before participating, despite working very hard in the year prior to require such restrictions for all voters in the general election.

(In a related point, the Iowa GOP also chose to use hand-counted paper ballots, rather than optical-scan or touch-screen computers in their Presidential caucuses that year as well. Thanks only to that public oversight of the balloting the real winner of the 2012 Iowa GOP Caucus was eventually determined. Without those publicly-counted paper ballots, the man who didn't win, Mitt Romney, who was unofficially declared to be the "winner" on election night in Iowa, would have almost certainly have gone on to become the official "winner" as well, despite receiving fewer votes than Rick Santorum.)
