The Department of Human Services and The State Department created ISIS? That's funny but I suspect your humor is unintentional. ISIS was born out of the power vacuum that resulted after the Bush administration invaded Iraq, destroyed the entire country and executed its leader. I thought this was common knowledge.

And the vast majority of domestic terrorism is not caused by people named Amir or Ahmed, but by people named Smith, Jones or Billy-Ray.
