The laws for this are not strong enough or fast enough to prevent some fall guy in the DOJ from doing this.

One fall guy equals millions of lost votes, and the fall guy (if ever caught) get's a year or two, or they tie it up in courts for the next ten years. Long after your right to vote has been removed, and long after their goal are achieved.

In essence it's worth it to be corrupt, crime pays.

If the DOJ operated out of San Francisco they could all be locked up on an obscure law:

It is illegal to pile horse manure more than six feet high on a street corner.

Maybe they should purge the voter roles in Republican districts. Then when REpublicans start to cry foul about election fraud, the officials can bring up the memos from the Republican owned DoJ.
