On today's BradCast: Our friend David Roberts of Vox.com on making sense of Donald Trump's seemingly senseless decision making process --- and, somehow, learning to live with it and/or contain the damage. [Audio link to show follows below.]

But, first up today, some good news! The U.S. Supreme Court has declined to hear North Carolina Republicans' appeal of the U.S. 4th Circuit Appeals Court ruling last year striking down what many have describes as the "Mother of All Voter Suppression" laws. The appellate court had found that state Republicans included provisions in the law that were intentionally discriminatory in that they were drafted in order to "target African-Americans with almost surgical precision".

But while that law was blocked last year in NC and will now remain blocked for the foreseeable future there, a similarly discriminatory Photo ID voting restriction was allowed to be used in Wisconsin last year, where Trump is said to have won by just 22,000 votes despite some 300,000 voters in the Badger State --- disproportionately African-American, poor, elderly and students --- who do not have the type of ID now required to vote under the GOP's restriction.

Last week, we detailed a new analysis of the affect of that law on the Presidential election results in WI last year, finding that some 200,000 otherwise legal voters may have been prevented from casting their vote. Today, we detail some of the specific voters who were prevented from voting last November, because of the discriminatory law, including, as AP reports: "The Navy veteran whose out-of-state driver’s license did not suffice, or the dying woman whose license had expired, or the recent graduate whose student ID was deficient", among others.

Then, we're joined by Vox' Roberts who, late last week, published a Tweetstorm in response to Donald Trump's firing of FBI Director James Comey, in which he attempted to explain why it's so difficult, if not impossible, for journalists, politicians and the public to make sense of the President's decision making process. That is largely, Roberts detailed in his Tweetstorm and in a follow-up article at Vox and to me today, because Trump doesn't have any such process --- at least beyond what feels good at the moment he makes the decision based largely on whatever the last person he talked to told him about the issue.

Roberts' assessment, which cites psychological conditions such as Narcissistic Personality Disorder and something called "Theory of Mind", actually helps to illuminate the reasons for Trump's otherwise, seemingly, reason-free process.

"There's clearly something wrong with the dude," says Roberts. "From all indications he just doesn't have those beliefs and commitments that carry over from situation to situation. By all indications on the surface, what he's doing is: every situation is new. He gropes around for what makes him feel powerful or in charge, and then sort of lunges at that, with no thought of commitments that came before, or consequences that might come after, or how it relates to other things he's said, or other people he's committed to, or anything really!"

"I compare it to a goldfish. Every situation is new. Every day is new. And he's just this sort of bundle of impulses." But while that, Roberts explains, makes Trump so difficult to cover from a journalistic standpoint, or to understand from a political or voter's perspective, it's also what makes him exceedingly dangerous. "Imagine if there's a viral outbreak, or imagine if North Korea really tries to provoke him. Even his allies --- even the people in his administration --- have to be thinking 'Do I know what he's going to do in that situation?'"

While many try to explain Trump's decisions as some grand design, or even as an attempt to distract from one issue or another, Roberts argues it's usually far simpler (and more troubling) than that. He also speaks to what we --- journalists, politicians and citizens --- can all do now in hopes of minimizing the damage that he will be able to cause until he finally leaves office one way or another...

Comey returned to Congress on Wednesday to testify before the U.S. Senate Intelligence Committee on his decision to announce the re-opening of the investigation into Clinton's private email server just over a week before last year's November 8th election. The testimony, in which Comey describes his two choices as being either "really bad or catastrophic", comes one day after Clinton cited that decision as one of several causes for her loss in the Presidential Election last year.

But, first today: As Donald Trump nears his 100th day as President and Congress returns from their two week Easter recess, the news fire hose is back on, with House Republicans announcing a new amendment to their previously failed scheme to try and repeal and replace Obamacare. The new plan will likely cover less and be even worse for the sick and elderly than their previous plan, but it does exempt members of Congress and their staffers from the worst of it. At the same time, Trump's Treasury Department has unveiled a hastily-released, deficit-increasing, "trickle down", tax cut for corporations and individuals. And, in more desperation to distract from his lack of success during his first 100 days, Trump also goes to war with Canada! (a trade war anyway...and via Twitter!).

Then: On that whole war thing, where we now, apparently, bomb sovereign nations without discussion, debate, authorization, media skepticism or evidence --- Listeners ring in with calls, comments and emails in response to our interviews earlier this week with MIT Professor Emeritus Theodore Postol and with Consortium News' Robert Parry, both of whom question the evidence hastily released in a White House report on April 11 to justify Trump's April 6 cruise missile attack on Syria. That attack is said to have been in response to a deadly April 4 chemical weapons incident two days earlier in the rebel-held province of Idlib. But why have the U.S. media failed to question the evidence presented by Trump (not by the U.S. Intelligence Community), and why has Congress failed to debate, much less Constitutionally authorize, Trump's military action? And, hey, why does it all matter anyway, since everyone knows Bashar al-Assad is a bad guy and every President needs a military "doctrine" after all?! We discuss all of that and much more today...since, apparently, somebody has to.

On today's BradCast, Donald Trump may be failing in the courts, in Congress, failing the planet itself, but when it comes to military adventurism in Syria, the U.S. media --- left, right and center --- all seem to be fully on board. That, despite the lack of independent evidence supporting the White House's justification for its unauthorized, unconstitutional, and likely illegal April 6 cruise missile attack on the sovereign, if war-torn Middle East nation. [Audio link to show follows below.]

Today, we follow-up yesterday's interview with Theodore A. Postol, MIT Prof. Emeritus of Science, Technology and National Security Policy, by speaking with independent investigative journalist Robert Parry of Consortium News, who recently asked: "Did Al Qaeda Fool the White House Again?"

We discuss Postol's analyses, as covered in detail on yesterday's show, charging that the evidence presented by the White House to justify its military attack on Syria --- purportedly in response to a deadly April 4 chemical weapons incident allegedly carried out by Bashar al-Assad's government against civilians in the rebel-held Idlib province --- does not support the claims being made by the Administration and echoed uncritically by the U.S. media.

Parry, formerly an Associated Press reporter who helped break the Iran-Contra scandal in the mid-80s, responds to my questions about the remarkable lack of media coverage of Postol's analyses (if only to debunk them), as well as the seemingly complete lack of skepticism by the entirety of the U.S. corporate mainstream media on Syria and other recent U.S. military adventures. That, even after having been fooled before (Iraq, is just one example), and otherwise claiming a new found interest in fact-checking and skepticism in the Trump Era.

"We've seen now a recurring situation," says Parry. "We had the case of the Iraq War, where you might've thought 'well, after that, the New York Times and the Washington Post and others will be more skeptical and more self-critical about the need to show skepticism'. But that hasn't happened. In fact, it's gone increasingly in the other direction."

"For the first two months or so of his Presidency, everything he said was put under a microscope and often laughed at, often rightly so," he tells me. "So there's been this attitude that this guy is not to be trusted on anything he says. Yet, he immediately jumps to a conclusion, way before there could've been any serious intelligence analysis of it, that Assad was responsible for this incident, and the mainstream media completely flipped around and just rallied to his position and then refused to listen to any alternative points of view on this."

As a former mainstream journalist himself, before founding Consortium News in 1995 as "the first investigative news magazine on the Internet," Parry speaks to the "tremendous downside to your career if you ask too many questions" in the corporate media, whether covering Republican or Democratic administrations.

Parry describes some of "serious questions" raised by Postol analyses concerning "not only the logic" behind the alleged sarin attack that seems wildly counter-intuitive for Assad to have carried out, "but the evidence that's been presented in connection with the April 4 incident."

Today on The BradCast, Republican Senate Majority Leader Mitch McConnell's theft of the U.S. Supreme Court is nearly complete after his use of the so-called "nuclear option" today and his blatant, continuing lies in support of it. Also, concern grows about Donald Trump's reaction to this week's chemical attack in Syria on a dark day for both the country and the world. [Audio link to show follows below.]

As of today, it's almost done. McConnell's scheme to steal the Court majority for a generation on behalf of the GOP is now virtually a fait accompli with his procedural maneuver to kill the use of filibusters for SCOTUS nominees in light of the Democrats' attempt to block the confirmation of Judge Neil Gorsuch. The Senate rules change comes as McConnell continues to lie about his unprecedented obstruction of Barack Obama's nominee for the same seat, Judge Merrick Garland, for more than a year following the death of Justice Antonin Scalia in February of 2016.

Constitutional law expert Ian Millhiser, author of a recent book on SCOTUS and its widening political divide, joins us today to help explain what all of this is likely to mean for the Senate, the Court and the country in both the short and long-terms. None it very good, I'm afraid.

"I'm not the least bit surprised," that there were not three Republican Senators willing to step forward today to block McConnell's rule change with a simple majority vote, Millhiser, the Editor of ThinkProgress Justice, tells me. "After you make the deal with the Devil that leads to you supporting Trump in the White House, going one step further and saying 'we're also going to change the rules of the Senate' - that's not too heavy of a lift all of a sudden."

"It's absolutely a stolen seat. This is the Merrick Garland seat," he charges, referring to the Republican's years-long blockade of Garland and failure to even hold hearings, much less an up or down vote. "The block of Democrats who voted against Gorsuch represent more than 53% of the nation. So, the only reason this guy is going to be on the Supreme Court is because a President who lost the popular vote by nearly 3 million votes nominated him, and a group of Senators who represent a minority of the country, are going to vote to confirm him."

Millhiser also offers his thoughts on whether the filibuster for legislative actions may be next on the GOP Senate's chopping block, whether Democratic then-Majority Leader Harry Reid made a mistake by nuking the filibuster for non-SCOTUS judicial nominations back in 2013 (and we discuss what actually happened that led up to it), and what, if anything, Americans can now do to try and reverse the dangerous course the nation is clearly on.

Speaking of dangerous courses...Also today: Trump bangs the drums of war in response to the horrific chemical attack in Syria this week, despite his previous insistence that Obama and the U.S. stay out of the matter (even after an even more deadly chemical attack there in 2013) and despite the lack of international investigation, to date, as to who and what was behind the incident. And, finally, we close with a bit of good-ish news (the best we can find on a grim day) concerning a significant change in the way Americans, including Republicans, now view the Affordable Care Act in the five short months since last year's election.

On today's BradCast, Donald Trump has finally signed his long-promised Executive Order in hopes of gutting Barack Obama's climate policies and legacy, while pretending that it's about "ending the theft of American prosperity" by delusionally declaring an end to the imaginary "War on Coal". [Audio link to show follows below.]

Surrounded by coal miners and fossil fuel industry titans, Trump went to the Environmental Protection Agency today to sign what he is nonsensically calling his "Energy Independence" Executive Order. In his remarks before signing --- remarks which did not include the words "climate change" or "global warming" or even just "climate" or "wind" or "solar" or "renewable energy" --- Trump claimed the effort is meant to focus on "job creation" and "bringing back the coal jobs", even though experts agree those jobs are highly unlikely to return. That's thanks to the lower cost of cleaner burning natural gas, the automation of coal mining, and, most importantly, the renewable energy revolution which is creating hundreds of thousands of jobs in both wind and solar.

Mother Jones' climate and energy reporter Rebecca Leber joins us on today's show to explain the details of Trump's order and the difficulties he is likely to encounter trying to implement much of it, including rolling back Obama-era (and earlier) environmental regulations that took years to enact, not to mention the long-standing court rulings and legislation they are meant to enforce.

Trump's orders, if enacted, would begin to roll back Obama's landmark Clean Power Plan (which allows states to find ways to reduce greenhouse gas emissions in order to help meet the U.S. commitment to the U.N. Paris Climate Agreement); gut emissions standards for new coal-fired power plants (if anyone ever decides to build another one); reconsider regulations on methane; revisit the previous Administration's "social cost of carbon" metric (Leber explains that important issue on today's show); and lift the moratorium on new coal leases on federal lands, among other things that Fox "News" and the fossil fuel industry have hoaxed Trump into supporting.

But, as we've seen in Trump's travel ban and attempt to "repeal and replace" the Affordable Care Act (ACA or "ObamaCare"), simply signing an order is not the same as actually implementing complex legislation or even reversing previous policy and regulations. We discuss all of that, the opposition that is promised from environmental groups and Democrats, some amazing comments from the White House on a press call last night, and how the rest of the world is likely to respond to all of this, with Leber and our own Desi Doyen on today's show.

Also today: Speaking of ObamaCare, now that the GOP's scheme to repeal and replace it has, at least for now, gone down in such spectacular flames, both chambers of the Kansas state legislature have voted, by large numbers to expand Medicaid under the ACA. But, will the state's far-right, wildly unpopular Governor Sam Brownback sign the bill meant to help some 180,000 Kansans obtain access to health care --- even with the federal legislation footing the bill for almost all of it?
