For better or worse (mostly worse), Texas plays a role in almost every story we cover today...

It's a tough call on today's BradCast as far as which is worse: the stupidity or the outrage in response. (It's the stupidity, stupid.) But we report, you decide. [Audio link to full show follows this summary.]

Donald Trump's many wars on America, Americans, American democracy, American values and the rest of the world, including livability on the planet itself, continued this week, as one of this nation's greatest accomplishments turns 60 years old, even as it founders under years-long GOP assault. And, coincidentally, the state of Texas plays a part in just about every one of our stories today...

  • We kick things off with some goodish news. Following the unspeakable tragedy last month when at least 135 people, including dozens of camping school children, were killed during flash flooding on the banks of the Guadalupe River in Texas Hill Country, the Trump Administration is finally allowing the National Weather Service to hire new meteorologists and other critical staffers. That, after Trump's DOGE scam resulted in the firing and early retirement of hundreds at the now hollowed-out NWS.
  • As another heat wave broils much of Texas this week, cheap, clean, renewable energy --- including wind and solar (as well as battery storage for when it's dark or the wind isn't blowing) --- has helped prevent collapse of the state's grid under extraordinary demand, even as some of its coal and gas plants were taken off line due to the climate change-intensified heat.
  • Nonetheless, the Trump Administration has been doubling down this week on its war against cheap, clean, renewable energy, such as wind and solar, on behalf of the fossil fuel industry which has captured it. Former fracking CEO turned Trump's Energy Secretary Chris Wright was making the media rounds this week, attempting to justify the Administration's Orwellian removal of Congressionally mandated National Climate Assessments from government websites. He told CNN it's simply an effort to "fix" the science contained in those reports, released every four years after being compiled, peer-reviewed and fact-checked multiple times over several years prior to publication by hundreds of scientists and more than a dozen federal agencies. Wright is hoping to counter the peer-reviewed science on climate change in those landmark quadrennial reviews with a "report" released by the Dept. of Energy last week, as authored in two-months time by five notorious climate science deniers hand-picked by the former fracking executive. Wright's denialist, AI-assisted slop is now being used as the basis for the Administration's effort to scrap every federal climate change-related regulation enacted since 2009.
  • Meanwhile, the GOP's War on Democracy continued on Thursday, as Texas state lawmakers remained in other states to try and save it. They are breaking quorum in the Lone Star State's House of Representatives in order to prevent passage of a new U.S. House map, ordered by Gov. Greg Abbott at the direction of Donald Trump, which would steal five seats currently held by Democrats in majority minority districts in next year's midterms. Republican state officials --- from its Governor to its corrupt Attorney General to its U.S. Senator to its Republican House Speaker --- are hoping to enlist Trump's FBI to hunt down, round up and arrest the fleeing Dems in other states, despite no criminal charges against them and a state Constitution that allows them to break quorum (according to the state's all-Republican Supreme Court.) That, as California advances its own effort --- to be placed before voters this Fall --- to counter Texas' attempted mid-decade gerrymander. We get you all caught up with the latest in this harrowing ongoing saga today.
  • The Republican attack on democracy --- including on U.S. House districts drawn by federal court order to correct Texas districts found in violation of the Voting Rights Act --- comes on the very same week that the landmark Act, which added tens of millions to to the voting rolls since its passage, turns 60 years old. The VRA has been under successful attack by Republicans in recent years. But today we mark the law's 60th anniversary with some of the remarks upon its signing by heroic President Lyndon Baines Johnson...of Texas.
  • Finally, born and bred Texan Desi Doyen joins us for our latest Green News Report, detailing some of the remarkable actions taken this week by the Trump Administration --- remarkably, as energy costs and demand are quickly rising --- to roll back successful efforts to incentivize cheap, clean, renewable energy. Among the new fronts in his war this week: An absurd "energy density" requirement for power sources; an attempt to rescind $7 billion appropriated by Congress during the Biden era to help defray the cost of residential rooftop solar in low- and middle-income communities; orders to shut down on-going wind energy projects; and Trump's ridiculous mandate that wind farms may no longer be built any closer than a mile from roads and railways...

Just in case we've been unclear previously on The BradCast: We are now officially in Banana Republic territory in the U.S., with El Presidente pulling one of the most classic strongman moves late last week. When El Presidente's economic numbers go south, fire, jail or kill the person who reports those economic numbers to El Presidente. Thankfully, he only fired her. [Audio link to full story follows this summary.]

Trump's approval numbers are heading south as well, along with the nation's economic indicators as his trade war against the entire world continues to expand.

But, when Reality interferes with Trump Propaganda --- whether it's at the Smithsonian's American History Museum or in the Bureau of Labor Statistics' monthly job numbers report --- he will take action to try and nullify Reality.

On Friday, the BLS released its latest employment report. The Bureau preliminarily estimated that a lower-than-predicted 73,000 jobs were created last month, as the affects of Trump's trade wars and immigration crackdown begin to undermine a previously strong economy.

Worse, job numbers from the prior two months were revised downward in the latest report by about 258,000. Such revisions are completely normal and expected. With more complete data now in, BLS reports just 19,000 new jobs were created in May and a paltry 14,000 in June. That, as the unemployment ranks climbed by 221,000 last month.

Any way you look at it, the BLS report was not good for either the economy or Trump --- unless you can claim the report, created with meticulous contributions by hundreds of non-political, career BLS officials, was "rigged" to make Trump look bad. Of course, that is what Trump did, as he fired the highly-regarded BLS Commissioner, Dr. Erika McEntarfer, shortly after Friday's monthly report was released.

She is hardly the first longtime career official to be fired by Trump in the first six months of his disastrous second term. He has done the same to top prosecutors at the DOJ determined to not be loyal enough to Trump, at the National Institutes of Health, at EPA, at NOAA, etc. etc. etc.

But this firing really seems to be freaking out lot of folks, for some reason.

We're joined today by VALERIE WILSON --- labor economist at the nonprofit Economic Policy Institute, where she heads up the organization's Program on Race, Ethnicity, and the Economy --- to discuss just some of those reasons.

"I think this particular firing has raised alarm bells with so many people because of how important, how essential, those monthly jobs numbers are in this country," Wilson explains today. "There's a lot of visibility around these numbers and statistics. And we know that a lot of decision-makers rely on those numbers: the Federal Reserve, state and local governments, policymakers, businesses." Moreover, she tells me, "the fact that this seems to be a politicized firing because the President simply didn't like what the report was saying, is especially troubling to people who rely on the accuracy of those numbers to make important decisions."

We've got a lot to talk about with Wilson on this topic today...

  • Is there any evidence that the July report was "rigged"?
  • Is there evidence that any BLS report has ever been rigged?
  • Could a BLS report like this actually be rigged without anyone noticing?
  • Is it true, as the White House "fact" sheet supporting Trump's firing of McEntarfer claims, that "BLS Has Lengthy History of Inaccuracies [and] Incompetence"?
  • Who would ever take the job of replacing her and, whoever it is, should we trust their numbers?
  • How important are BLS' numbers to non-governmental analyses created by organizations like EPI?
  • Given Wilson's role as Director of EPI's Program on Race, Ethnicity, and the Economy, and the Trump Administration's attack on anti-discrimination (DEI) programs in the federal government, has she already seen a change in the type or quality of economic and labor data available from the government?

All of that and a lot more to discuss with Wilson today, who is exceptionally good at explaining what all of this now means.

As discussed on today's BradCast, there are a few things you should know about all of these supposed Donald Trump "trade deals" you have been hearing about in recent days, in advance of his iron-clad August 1 deadline (until he changes it again --- oops, too late, and too late again) for implementing new tariffs on imports into the U.S. from the rest of the world. [Audio link to full show follows this summary.]

Among those things...

  • Any Trump "trade deal" that includes tariffs on another country is actually a sales TAX on your purchase of the tariffed goods from that country. The foreign nation does not pay the tariffs on those goods. You do.
  • These "deals" aren't actually trade agreements. They are frameworks, of a sort, for potential trade agreements, at best. Trade agreements take years to sort out. At least if they are real ones, which the ones being announced by Trump may not even be. (That is true even when a foreign head of state is by his side when the "deal" is announced.)
  • The frameworks announced as "deals" by Trump and the White House to date, may or may not include things that the foreign nation has actually agreed to during negotiations. Trump just makes shit up. (Last weekend's supposed "trade deal" with the European Union --- including laughable claims of promises for $750 billion in energy purchases and $600 billion in unspecified "investments" --- provides just one great example.)
  • All of these corrupt "deals", or lack thereof, that include new sales taxes on goods from other nations, may ultimately be found unlawful if only because Trump may not have the statutory authority as President to unilaterally issue tariffs of this sort. (Though you'll be paying them anyway, as the courts work that out.)

Also today...as discussed last week with gerrymandering expert and author Dave Daley, Texas Republicans are now officially moving ahead with their sleazy undemocratic scheme to create a new U.S. House map for the state in the middle of the decade. The newly proposed map in the GOP-controlled state legislature would wipe out Democratic districts on their already-gerrymandered map in hopes of stealing as many as five new seats for Republicans in next year's midterm elections. Dems plan legal challenges in Texas, and continue to ponder whether or not they should do the same sleazy, anti-democratic thing to Republican-held districts in states that Dems control. (I argue, regrettably, that they should. Immediately.)

Guest: NRDC's David Doniger; Also: Tsunami fallout; Harris out in CA...

The war began decades ago, back when even Republicans favored a clean environment. But we are still nowhere near the final battle between climate champions and the fossil fuel industry profiteers who have now fully captured the GOP and the Trump Administration. We are joined on today's BradCast by a longtime warrior in this fight, who is surprisingly optimistic today, despite what would seem to be very grim news this week from the fossil fools in the Trump Administration. [Audio link to full show follows this summary.]

Before we get to the terrible, horrible, no good, very bad climate news, a few other quick items, including the worldwide tsunami fallout following last night's giant, 8.8 magnitude earthquake off Russia's east coast and Kamala Harris' announcement today that she does not intend to run for Governor in California next year.

Then, it's on to the huge announcement from the Trump Administration's corrupted, anti-environment Environmental Protection Agency this week that it is proposing to overturn the Obama EPA's 2009 "endangerment finding" which concluded that carbon dioxide, methane, and other greenhouse gasses are indeed planet warming pollutants that represent a danger to the health and welfare of the public. It is that finding --- essentially ordered by a U.S. Supreme Court ruling back in 2007 --- that provides authority to the EPA to use the Clean Air Act to regulate the production of climate warming gasses. The finding serves as the legal underpinning for most, if not all, of the climate change regulations that have been enacted ever since.

This week, however, EPA Administrator Lee Zeldin and former fracking CEO turned Trump Energy Secretary Chris Wright, announced that a new report from five cherry-picked climate science deniers, has given them legal authority to begin the process of overturning the 2009 "endangerment finding" and with it, kill all of the climate regulations --- to power plants, the auto industry, etc. --- that followed it.

It's obviously big and alarming news, even if it was promised in the Project 2025 manifesto that Trump pretended to disown during the campaign. But, as our guest details today, the EPA proposal is also alarmingly flawed in many ways that he believes makes it unlikely to stand up to legal scrutiny, even if this matter reaches this particularly corrupted Supreme Court.

We're honored to be joined on today's program DAVID DONIGER, Senior Attorney and Strategist for Climate & Energy at the non-profit Natural Resources Defense Council. Doniger first joined the NRDC in 1978; went on to have a hand in formulating the Montreal Protocol, which successfully stopped the depletion of the earth's ozone layer; served on President Clinton's White House Council on Environmental Quality; held key posts at the EPA, and is now back at the NRDC, still fighting the good and very long fight.

In AP's coverage of the EPA announcement this week, Doniger is cited as describing Zeldin's move as an attempted "kill shot" that, if successful, would then allow the Administration to invalidate all climate regulations. “They’re trying to completely defang the Clean Air Act by saying, ‘Well, this stuff [CO2, methane, etc.] is just not dangerous,'" Doniger told the Washington Post. "That claim is just mind-bogglingly contrary to the evidence."

Today, he explains the importance of the Obama endangerment finding to climate law and the Administration's legal justifications for UNfinding that finding. "Basically, they have thrown a lot of spaghetti at the wall, and they want to see if any of it sticks," he tells me. "Much of the spaghetti is all tangled up around itself. So it's going to take some work to show all the different ways in which this is just plainly wrong and illegal. But we will do that in the coming months, and take them to court if they persist."

We discuss the "mountain" of well-documented scientific evidence that counters the EPA's cherry-picked report from "five known, fringe climate deniers" and how Doniger believes "the record is going to be set straight, and these fringe people --- and how fringe their views are --- will be clear" as they do battle "in an echo chamber with themselves and try to construct an alternative reality."

Their goal, he argues, is that "if they can somehow turn reality upside-down and conclude that it's not dangerous, then they think they will knock the legs out from all of these regulations."

Doniger, who also discusses who is behind all of this and how much the transportation and power sectors in the U.S. are polluting the globe with climate warming emissions, doesn't believe the effort to "permanently damage the Clean Air Act as a law to deal with climate change," is going to work, "even in this Supreme Court."

He tells me that there have been a series of additional SCOTUS rulings since the 2007 opinion that required the EPA to act on climate change via the Clean Air Act following an endangerment finding. Moreover, he notes, the 2022 Inflation Reduction Act actually wrote into law that greenhouse gasses are pollutants that must be regulated. Doniger concedes that "you can never be sure with this Court", but cites those "four decisions that go right through 2022 where the present Court issued that last one."

"If they erase the endangerment finding, we will bring a lawsuit to challenge that. If they erase the vehicle standards, we will challenge that. Same thing with the power plant standards," he vows.

"There are four Supreme Court decisions, as recent as 2022, that follow the conclusion, the holding, of the [2007 Massachusetts v. EPA] case, that Congress gave EPA the authority and responsibility to address any form of dangerous air pollution including greenhouse gases."

"This administration is swinging for the fences," asserts Doniger, "but most of the time, when you swing for the fences, you strike out."

He's been in this fight far longer than I. Hopefully he's got this right and my worries are for naught. We will find out in the months and years ahead, as the long war for a livable planet continues...

News is coming in from every direction on today's BradCast, though there does seem to be a recurring theme throughout: a wholly corrupt Presidency. [Audio link to today's show follows this summary.]

Among today's delights...

  • In the wake of another mass shooting yesterday in New York City, a Reuters exclusive finds the Trump Administration's Dept. of Justice cancelled tens of millions of dollars in gun violence prevention grants last April, as established in 2022 under Joe Biden via the Bipartisan Safer Communities Act. The DOJ has also cancelled tens of billions of dollars in grants for mental health programs. Thoughts and prayers are largely all that remain.
  • Remember that tricked-out, $400+ million flying palace jumbo jet bribe that Donald Trump accepted (in violation of the Constitution's foreign emoluments clause) from Qatar to use as a "free" Air Force One? Looks like that "free" plane --- which Trump plans to keep for himself after leaving office --- is costing U.S. tax-payers about a billion dollars to ready for His Majesty's use. And it looks like Trump is now stealing that money from funding previously appropriated for maintaining and updating America's dilapidated Cold War-era intercontinental nuclear ballistic missile stockpile.
  • Senate Republicans this week are fast-tracking approval of a lifetime appointment for Donald Trump's personal criminal defense attorney turned senior DOJ official, Emil Bove, to become a federal appeals court judge. That, after a third whistleblower came forward this week with yet more evidence regarding Bove's corruption at DOJ, including dismissal of corruption charges against the NYC Mayor, and Bove's instruction to DOJ prosecutors to violate court orders if necessary to advance Trump's unlawful mass deportation agenda. [Update: After airtime, just as I was getting ready to hit publish here, despite whistleblowers and scores of former judges warning against his appointment, Senate Republicans confirmed Bove for a lifetime appointment to the federal bench.]
  • The great satirical song writer Tom Lehrer died this week at the age of 97. We take the opportunity to enjoy a momentary respite from the rest of the day's madness to enjoy a couple of his wildly clever --- and often still timely --- tunes today.
  • Today, just as Project 2025 called for, Trump's EPA Chief Lee Zeldin officially submitted a corrupt proposal to the White House for overturning the EPA's landmark 2009 "endangerment finding". The 2009 scientific finding currently serves as the legal underpinning for virtually all federal regulations meant to curb the greenhouse gasses that are warming the atmosphere at an alarming pace and creating deadly climate chaos. This is a very big deal, as we discuss today. Though I'm hoping to get into more of the legal ramifications of this move on tomorrow's program.
  • Finally, Desi Doyen has our latest Green News Report documenting just some of the latest deadly effects around the world hastened by the unfettered burning of fossil fuels and the endangerment it causes the public, thanks to emission of climate warming gasses such as CO2 and methane. Nations must curb emissions or pay up; Trump denies FEMA aid to 'blue' state; Also: Prez told in May he's in 'Epstein Files', as cover-up fumbles...

We've got another mix of good, horrible and hilarious news for the world and the nation today. Ya know, just another day on The BradCast. [Audio link to full show follows summary.]

Tune in for the juiciest of details, as I'm short on time this evening, but among our stories today...

  • The U.N.'s International Court of Justice (ICJ), sometimes known as the world court, issued a landmark climate change-related ruling on Wednesday. The unanimous decision --- finding, among other things, that a healthy environment is, indeed, a human right --- comes in response to a lawsuit brought by the island nation of Vanuatu. The tiny South Pacific state is already facing an existential threat from a convergence of brutal, climate-driven forces, including quickly rising seas, flooded coastal communities preparing to migrate inland, saltwater contaminated drinking water, a dying coral reef system and multiple Category 4+ cyclones in recent years. The ICJ determined that wealthy countries, and the private companies within them (which those nations are accountable for), must abide by international commitments to curb planet warming gasses or risk having to pay restitution and compensation to poorer nations that are not responsible for the consequences of decades of unfettered burning of fossil fuels. The surprisingly good unanimous ruling, confirming again the existential threat of climate change, is likely to be cited in thousands of climate-related lawsuits currently working their way through courts in some 60 nations around the world.
  • Back here in the U.S. --- historically the world's largest emitter of climate warming gasses through the burning of fossil fuels --- the Trump Administration is currently in the process of undermining the Biden Administration's transition to cheaper, clean, renewable energy as called for by the IJC. Making matters even worse, this week, Trump's FEMA rejected Maryland's application for about $16 million in federal disaster aid following extraordinary flooding caused by climate-driven extreme rainfall in May. Trump's rejection of disaster assistance to a state which voted for his opponent in last year's Presidential election, came the day after the petty little tyrant approved FEMA aid to four other states that did vote him. For the record, the most affected counties in MD, are heavily Republican-leaning.
  • Donald Trump's ham-fisted attempted cover-up of his longtime friendship with the late sex-trafficking pedophile Jeffrey Epstein continues to drive the news out of D.C. this week. We've got a lot to cover on this particular beat today, as we catch up with a deposition from 2010 in which Epstein was asked about whether he and Trump "socialized" with girls under the age of 18; as the Wall Street Journal reports that Trump was informed by his Attorney General in May that he was named "multiple times" in the "Epstein Files" (which he directly lied about to reporters just last week); as several MAGA Republicans in Congress vote to subpoena the DOJ for Epstein documents and convicted Epstein accomplice, Ghislaine Maxwell, for testimony; and as Trump sends his criminal defense attorney turned #2 at DOJ down to speak to Maxwell in Florida...for some reason. We've got a ton of stuff on all of that and related news today, as we try to explain what is and isn't going on, and set expectations for where things are likely headed in this matter.
  • Finally, Desi Doyen joins us for our latest Green News Report, with more on Wednesday's landmark world court ruling; new U.N. analyses finding that cheap, clean, renewable energy is booming and at a tipping point around the globe, if not yet here in the U.S. thanks to a Trump Administration working hard to Make America Polluted Again...

Guest: FairVote's David Daley; Also: Speaker Johnson to adjourn House for August recess to avoid vote on releasing 'Epstein Files'...

Democrats are hoping for a "Blue Wave" in next year's critical mid-term elections, as Trump's approval numbers continue to fall around the nation. But Republicans, at their corrupt President's direction, are working on a scheme to hold on to their slim House majority next year, come hell or high voter turnout. Our guest on today's BradCast explains why the GOP plot may work. [Audio link to full show follows this summary.]

BUT FIRST... Last week, Republican House Speaker Mike Johnson called for full transparency in the case of Jeffrey Epstein, the late pedophile, sex-trafficker and years-long best friend of Donald Trump. "I'm for transparency. We're intellectually consistent on this," Johnson told a rightwing podcaster after being asked about releasing the Epstein Files, as Trump had long promised during last year's campaign. "We should put everything out there and let the people decide," the Speaker said.

That was before, apparently, he'd heard that Trump had reversed course, and was now blocking the release of those files, for some reason, despite considerable push-back from his own MAGA supporters.

Today, rather than allowing a vote on a non-binding resolution calling on the Dept. of Justice to release the files in question, Johnson ditched plans to hold votes on a number of issues and announced instead that the House would recess early for their planned August recess. They will finish business tomorrow and not return until September.

A number of MAGA Republicans in Congress, such as Marjorie Taylor Greene (GA) and Thomas Massie (KY), are none too happy about that. Suffice to say, Johnson's plan is unlikely to give Trump the "space" that he said the President deserves to figure out how to proceed on this "delicate" matter. So much for Johnson's continuing promises lies to provide "maximum transparency."

THEN... Texas' Republican Gov. Greg Abbott has convened a Special Session of the state's Legislature this week. Not in order to respond to the chain of failures in the state that resulted in the flash flooding deaths of at least 135 people on July 4th, including dozens of children camping on the banks of the Guadalupe River. Lawmakers may discuss that as well. But Abbott, at the command of Donald Trump, has called them back to Austin for the "emergency" of redrawing the state's already-gerrymandering U.S. House maps in order to elect more Republicans in advance of next year's mid-term elections.

The GOP state delegation already holds twice as many seats as Democrats in the U.S. House. But, with a razor-thin margin in the lower chamber in what could be a rough year for Republicans, Trump, Abbott and the GOP are hoping to flip as many as five more seats from "blue" to "red" in the Lone Star State next year. The plan is to further disenfranchise state voters by preventing even more of them from electing representatives of their choosing --- particularly minority voters.

Some Democrats are suggesting the TX scheme could backfire. They argue that the Republican plan to adjust Congressional district lines to move more GOP voters into Democratic districts may result in otherwise safe Republican seats flipping to Dems in a wave election, a concept recently referred to as "dummymandering".

Moreover, Dems are said to be considering answering the Republican effort by carrying out their own mid-decade gerrymandering in states they control state, such as New York, New Jersey, California, Minnesota, Washington state and/or Illinois.

We're joined today by longtime redistricting expert, historian and author, DAVID DALEY of the nonprofit FairVote. He details the GOP plan and why he believes that the Democratic Party's efforts to respond to it is likely too little and too late.

Daley, the author of three books on gerrymandering, including last year's best-seller, Antidemocratic: Inside the Right's 50 Year Plan to Control American Elections, throws cold water on the idea that GOP 'dummymandering' may ultimately benefit Democrats. He authored a detailed article explaining his position this week at Salon, where he formerly served as Editor-in-Chief.

"Democrats are talking about dummymanders, not because they think it is actually going to happen," he tells me today, "but because they have no other ability to stop this except to try to scare [Republicans]."

But, he continues, "this is not going to scare Republicans, because they've got the best map-makers on the planet. Not a single Republican map has backfired in a single election in any Republican gerrymandered state in the modern era of redistricting, ever since technology and voter data supercharged these lines. It hasn't happened once, anywhere. The lines are too strong, the mapmakers are too good, too smart, too specific, and too precise. If Democrats are counting on Republicans to enact a dummymander, the dummies are them."

Okay. Then how about the Dem plan to carry out mid-decade gerrymanders in states that they control in order to flip some seats from "red" to "blue"? Tune in for Daley's full thoughts on that, and why he believes that "it's the Democrats that would risk a dummymander" in the process.
