Not that I know of. But most notably, in the "Countries where Al Qaida Operates" you'll note that Iraq is not listed.
(On the other hand, the United States is!)

Ok! Now I thinking that either the administration is dumb as hell (good possiblity) or that they are trying to change the records. You know that "Deniability Clause" of the President.
