A new 206-page report from by the non-partisan Government Accountability Office [PDF] finds that Republican-enacted polling place Photo ID restriction laws in states such as Kansas and Tennessee resulted in lowered voter turnout among African-Americans as well as younger and recently-registered voters.

The study will likely serve as yet more important evidence to rebut the disingenuous, cherry-picked claims by Republicans over the years that Photo ID voting restrictions do not affect minority participation.

As The Hill reports today...

Voter ID laws helped contribute to lower voter turnout in Kansas and Tennessee in 2012, according a new study by the Government Accountability Office.

Congress's research arm blamed the two states' laws requiring that voters show identification on a dip in turnout in 2012 - about 2 percentage points in Kansas and between 2.2 and 3.2 percentage points in Tennessee. Those declines were greater among younger and African-American voters, when compared to turnout in other states.

"This new analysis from GAO reaffirms what many in Congress already know: Threats to the right to vote still exist," [Senator Patrick Leahy (D-VT)] said in a statement. "That is why Congress must act to restore the fundamental protections of the Voting Rights Act that have been gutted by the Supreme Court."

The report, according to Leahy's full statement, "also found scant evidence of voter fraud that the new laws that ostensibly are designed to discourage."

I'm on a number of deadlines today, so haven't gotten to peruse the actual report yet, but let me note a quick point or two, based on The Hill's reporting on the GAO study, which was requested by Democratic Senators Leahy (VT), Durbin (IL), Schumer (NY), Nelson (FL) and independent Sanders (VT), all of whom are co-sponsoring legislation to fix the part of the Voting Rights Act that the U.S. Supreme Court gutted last year in its notorious 5-4 decision...

I missed this Washington Post article when it first came out late last year. But thanks to too-occasional BRAD BLOG and Washington Monthly contributor D.R. Tucker, I was glad to catch it over the weekend.

It's based on a study by University of Massachusetts at Boston sociologist Keith Bentele and political scientist Erin O'Brien. They looked at restrictive voting statutes enacted over the past several years in all 50 states and the "dominant explanations (and accusations) advanced by both the right and left" in regard to legislation such as polling place Photo ID rules, stricter registration requirements, and other such restrictions on the basic right to vote.

What they found will absolutely NOT stun you in the least...

Repubs file 'Emergency Petition for Rehearing' before full court...

Yes, Ohio Republicans are still barred from limiting the early voting period and still required to restore the days and hours they had, yet again, tried to cut off. At least they are barred, again, for now.

On Wednesday, a unanimous three-judge panel of the U.S. 6th Circuit Court of Appeal issued a 50-page ruling [PDF] in which it upheld a lower court's preliminary injunction from three weeks ago that prevented Ohio’s Republican Secretary of State John Husted from implementing a Feb. 19, 2014 GOP-engineered statute, and his own further Directive, which would have drastically reduced the number of early voting days and hours and eliminated same-day registration and voting during the first five days of a previously established 35-day period of early voting in the Buckeye State.

Reflecting the fact that he anticipated an adverse ruling, Ohio's Republican Attorney General Michael DeWine filed an Emergency Appeal for a Rehearing [PDF] by the full 6th Circuit, on the very same day the three-judge panel handed down their decision. His appeal presents essentially the same arguments that have now, repeatedly, been rejected by the courts, first in a 2012 case, Obama for America v. Husted, and now, again, in Ohio State Conference of the NAACP v. Husted...

Another Nathan Sproul worker arrested after 2-year investigation of 2012 GOP voter registration fraud scandal in Sunshine State...

Well, this is an interesting turn of events. It includes a bizarre twist that even we would not have foreseen, involving a Republican operative who is now threatening legal action against us for reporting (accurately) on his companies' relationship to voter registration fraud and deceptive voter registration practices during the 2012 election and in previous cycles.

Remember that massive, multi-state GOP voter registration fraud scandal just before the 2012 election? The one that started in Palm Beach, Florida, spread to several different counties, then several different states? The scandal resulted in the Republican National Committee firing the Arizona firm they had secretly hired for millions of dollars to carry out voter registration drives and get-out-the-vote efforts in a bunch of key swing-states, including Florida, North Carolina, Virginia, Nevada and Colorado in advance of the Presidential Election.

The firm at the center of the RNC scandal was named Strategic Allied Consulting. It was created and run by Nathan Sproul, a notorious Arizona-based Republican operative with a checkered past, who ran Republican voter registration drives and other on-the-ground GOP activist campaigns. Sproul's name was not used in the legal filings which created Strategic Allied Consulting in advance of the 2012 election, due to his various companies facing voter registration fraud allegations and criminal investigations in a number of states going back as far as the 2004 Presidential election. Because of that unfairly tarnished background, Sproul claimed when the 2012 scandal first surfaced, the RNC didn't want his fingerprints on the operation. The RNC was dodgy about the issue, but fired Sproul and his firm in several states once the scandal came to light, despite having paid millions of dollars for the effort.

The BRAD BLOG broke a number of stories related to the RNC scandal at the time, including details on the very first reports of "hundreds" of fraudulent registration forms turned in to the Palm Beach County, FL Supervisor of Elections after they were collected by Sproul's workers and turned in by the local Republican Party.

In the same series of articles, we also exposed the deceptive (and perhaps illegal) registration scheme employed by Sproul's firms in states where they operated. The scheme involved registration workers trained to pretend to be pollsters asking voters who they planned to support in the Presidential election. If they answered the question correctly (Romney) Sproul's workers would help them register to vote. If the unsuspecting citizen answered the "survey" question incorrectly (Obama), the workers would wish them a nice day, and then move on to the next target.

As we documented with video, email and other records at the time, including admissions by Sproul himself, his firm used this same deceptive tactic in state after state and in a number of recent election cycles.

Now, a two-year Florida Department of Law Enforcement (FDLE) investigation has finally wrapped up into the 2012 allegations in that state. It has led to yet another arrest of one of Sproul's workers, found no evidence of conspiracy by the company in that state, confirmed The BRAD BLOG's reporting on their deceptive registration technique, and sent Sproul scurrying to threaten us via email (posted below) with a lawsuit...for something...

Well, that sounds disturbingly familiar...

Working on an unrelated in-depth story at the moment, hopefully for publication tomorrow. So, in the meantime, please see this report from TPM about disturbing allegations (yet again) of Scott Walker supporters' plans for intimidation of Democratic voters in Wisconsin...

An armed militia group in Wisconsin plans to confront people who signed the petition to recall Gov. Scott Walker (R) at the polls on Nov. 4.

The "Wisconsin Poll Watcher Militia" will check the names of those on the petition and will then seek out the Democrats on that list, according to Facebook exchanges viewed by Politicus USA.

The Facebook page for the militia has since been scrubbed.

The group plans to follow people from polling locations to their homes, according to a Facebook post viewed by The Capital Times.

"Please private message us names of people you know are active voters and wanted on warrants. We can get our agents to watch their polling location, identify the individual, and then follow them to their residence. A call the police and they will be picked up for processing," the Facebook message read.

Back in 2011 and 2012, some Walker supporters had violently assaulted those attempting to collect recall signatures; were caught planning to destroy recall petitions; were arrested and charged for actually doing so; were said to have made overnight death threats by telephone to supporters of the Recall Walker effort, among other attempts at voter intimidation.

Walker is up for re-election in November and his race with Democratic challenger Mary Burke is currently characterized by Real Clear Politics' polling average as a "toss-up".

Speaking to business leaders in New Hampshire on Friday, where Texas' Republican Gov. Rick Perry believes he's running for President in 2016, he was asked about the two count felony indictment filed by a grand jury against him last week:

Perry was a little unclear when explaining what felony charges were issued against him.

"I've been indicted by that same body now for I think two counts, one of bribery, which I'm not a lawyer, so I don't really understand the details here," Perry said of the grand jury that indicted him.

A grand jury indicted Perry last week on two felony counts - abuse of official capacity and coercion of a public official - over a 2013 veto threat.

It's really not that complicated. The indictment was only two pages, and it's posted below. I'm not an attorney, and I couldn't tell you how strong the case against him is at this point. Some legal experts describe it as weak at best or otherwise questionably Constitutional, even as local TX reporters in paper after paper insist the charges are far more serious than how they are being portrayed by national media. But, without going into the specifics of the case, for now, even I can read a two-page indictment and see that it has nothing to do with "bribery".

Surely Perry knows that, even as he's pleaded "not guilty" to both counts, and has vehemently described the abuse of power charges filed by the grand jury under the auspices of a Republican judge and a special prosecutor who served under President George H.W. Bush, as a Democratic political hit job and an abuse of power in and of itself. (Apparently, he's going with the "I know you are, but what am I?!" defense there.)

So I wouldn't necessarily call Perry's comments in NH just another one of his "oops" moments, but it's certainly bizarre and, I guess, some kind of strategy to somehow belittle the serious charges against him in some way. 'They are so inconsequential and silly I couldn't even be bothered to tell all ya'll what they're about. Bribery? Assault? Murder? Who knows?! By the way, vote for me for President of the United States if ya'll don't mind!'

My prediction: Ricky Perry, if he stays out of jail, will be exactly as crappy of a GOP candidate for President in 2016 as he was in 2012 --- even though he now wears glasses most of the time.

While Congressional Republicans are busy filing a lawsuit against President Obama, in a purported attempt to bring accountability for...failing to enforce the law...or something, Republican Commissioners on the Federal Elections Commission (FEC) are going to extraordinary lengths to avoid enforcing the law.

In the bargain, its GOP Commissioners are railing against their fellow Democratic Commissioners for attempting to bring accountability for actual violations of federal campaign finance law, turning the facts of the case on its head, and publicly attacking their colleagues as "strident" obstructionists, eschewing the rule of law.

Yes, it's another breathtakingly twisted chapter from the unending Partisan Wars of 2014, although a rather important one with potentially far reaching consequences for the nation, as those paying attention might notice --- though few seem to be...

Outgoing GOP Sec. of State Matt Schultz failed to find 'voter fraud', both candidates hoping to replace him reject his Photo ID strategy

If the race for Sec. of State in Ohio is any indication, we may have still more evidence now to suggest that the decade-long Republican effort to enact disenfranchising poling place Photo ID restrictions, under the guise of fighting "voter fraud", may be turning a corner toward its final end as a viable GOP voter suppression strategy.

In May we wrote an article titled "Peak GOP 'Voter Fraud' Fraud?", offering several disparate clues to suggest that the well-funded, well-organized, initally under-the-radar national effort by Republicans to disenfranchise Democratic-leaning voters by requiring state-issued Photo ID they knew that many of them did not have, was headed towards a slow, but inevitable death.

That article followed on the heels of a seemingly devastating blow to Wisconsin's Photo ID restriction law by a federal judge who struck it down, finding in his landmark ruling that the statute was in violation of both the U.S. Constitution and the federal Voting Rights Act, and that it was "absolutely clear" that the GOP-enacted law in the Badger State would "prevent more legitimate votes from being cast than fraudulent votes."

Our legal analyst Ernie Canning analyzed the WI ruling along side the other federal challenges against similar laws that are still pending in states like Texas, North Carolina and Arkansas, to suggest the WI decision "does not bode well for Republicans who have been attempting to advance such electoral schemes in recent years, as based on misleading 'facts', wild claims and dishonest interpretations of case law and court precedent." His legal analysis attempts to explain why the WI case "would likely mark the beginning of the end for Republican-enacted, polling place Photo ID restrictions."

The case against Wisconsin Gov. Scott Walker (R), charging that he ran a "criminal scheme" by coordinating his 2012 recall election campaign with about a dozen "outside" groups, is about much more than just Walker and his corruption.

On this week's BradCast on KPFK/Pacifica Radio, I spoke with Brendan Fischer, general counsel at the Center for Media and Democracy about what could be the very last piece of campaign finance law to fall in the wake of 2010's Citizens United and 2014's McCutcheon rulings by the U.S. Supreme Court. Depending on how the challenge against the case against Walker goes, there may be nothing left that keeps candidate campaigns from putting unlimited, undisclosed millions to work in buying our elections. In short, as I discussed with Fischer, democracy could well become even more hosed than it already is in this country. Who knew that was even possible, at this point?

GOP voter faces 13 felony counts for illegal votes in Scott Walker recall election, others; Fraud undeterred by Photo ID restrictions...

Back during the 2012 election cycle, there were so many cases of voter fraud and voter registration fraud by Republicans --- even very very high profile ones --- that The BRAD BLOG found ourselves dubbing it the "Year of GOP Election Fraud".

Well, it looks like there were even more GOP vote fraudsters at work that year, including this amazing case just revealed by prosecutors from the contentious 2012 Wisconsin recall elections of Republican Gov. Scott Walker and a number of state Senators, as well as the incredibly close state Supreme Court race that became a proxy battle election between Walker supporters and opponents...

Potential GOP 2016 nominees alleged to be at center of broad state and federal criminal conspiracies in WI and NJ...

It is not a good day for Republican Governors and potential 2016 GOP Presidential nominees Chris Christie and Scott Walker. Both men are making news today, and not in a good way.

Wisconsin's Walker is at the center of what state prosecutors described as an extensive "criminal scheme" to illegally coordinate his 2012 recall campaign effort with about a dozen "conservative" political action committees, according to documents unsealed today in the Badger State.

And New Jersey's Christie is, according to another report today, said to be the ultimate target of federal prosecutors in a sprawling conspiracy case that appears to include all manner of improprieties --- not only limited to the infamous George Washington Bridge closure, but branching out from it to a number of his top political appointees and cronies who are reportedly said to face "near-certain indictment"...

After a couple of weeks off for the latest KPFK/Pacifica Radio fund drive, The BradCast was back at full throttle this week!

First up: Fred Karger joined us from the airport in Maine, fresh off his latest victory against the anti-freedom group calling itself the National Organization for Marriage (NOM). Karger, a Republican and long time political consultant for campaigns such as those for Gerald Ford, Ronald Reagan and George H.W. Bush, was also the first openly gay candidate for President of the United States when he ran for the GOP nomination in 2012. On Tuesday, the state of Maine levied a record fine of more than $50,000 against NOM after finding, based on a complaint filed by Karger, that the group committed egregious campaign violations in their $2 million effort to ban marriage equality in the state 2009.

We discussed that, his similar victory out in California against NOM and the Mormon Church, the remarkable recent string of court victories in the marriage equality movement, and why the hell Karger is still a Republican.

Next up: My round-up of the woeful state of the CA Sec. of State's race, which holds its primary next Tuesday. From the Democratic candidate (Padilla) who willfully misled the public about his radical e-vote reform bill; to the other Democratic candidate (Cressman) who is great on campaign finance reform, but not as great on voting systems; to the Republican candidate (Peterson) who just can't seem to denounce disenfranchising polling place Photo ID laws, even though he claims to be against them; to the Green Party candidate (Curtis) who would love to see Internet Voting, but is now threatening to sue me and The BRAD BLOG for pointing that out to the public (and defaming us to boot!)
