Dump the DREs and Minimize Additional Outlays To Go To Paper Ballots
Next Tuesday, July 17, 2007, the Riverside County, California Board of Supervisors’ hand-picked “Blue Ribbon” Elections Review Committee will present the Board with recommendations to “Move as quickly as possible to a hybrid voting system…on paper ballots…counted by optical scanners.”
For Riverside County, the first in America to move to touch-screen electronic voting systems, the importance of their findings cannot be overstated.
With the exception of omitting the words “Digital Imaging” from the term “optical scanners” (aka “DIOS”), this is exactly the recommendation made to the committee by Finnish Computer Voting expert Harri Hursti to the Elections Review Committee in Palm Desert, CA, on March 30th of this year. Hursti came to Riverside after Supervisor Jeff Stone laid down a "1000 to 1" challenge, as covered in detail by The BRAD BLOG, that we'd be unable to manipulate the county's Sequoia touch-screen voting system. Hursti was happy to take up the challenge, but Stone demurred.
(It should also be noted that Stone and the Board of Supervisors failed to respond to requests to allow Mr. Hursti to address them and answer any questions they might have --- even after he flew 17 hours to testify before them and the "Blue Ribbon" committee.)
The committee's findings also match the recommendations made by SAVE R VOTE (Secure Accurate Verifiable Elections Require Voter Observation of Touchscreen Equipment) to both the "Blue Ribbon" Elections Review Committee (ERC) and the Board Of Supervisors (BoS) earlier this year.
The ERC reports that “…factors should minimize the additional capital outlay necessary to transition to a hybrid system.” The question now becomes: will the BoS reject the recommendations of their own hand-picked committee, who spent thousands of hours laboring over evidence contained in reports, interviews, presentations by expert witnesses, City Clerks, citizens' opinions, news articles, DVDs, conference calls, and SAVE R VOTE members? Who Is On the Elections Review Committee (ERC)?
The "blue ribbon" ERC committee, again, hand-picked by the BoS, consists of a former County Supervisor, Kay Ceniceros; two former judges, Rob Taylor and Jim Ward; retired Press Enterprise newspaper editor and publisher Marcia McQuern; and an independent businesswoman who also serves as the president of a local chamber of commerce, Lynn Baldi. On April 24, Rob Taylor told the BoS in an interim report that, due to such a diversity of opinion, the committee might be submitting “five minority reports.” By July 11th, however, the entire committee issued a unanimous series of 17 recommendations.

Harri Hursti drove up to Los Angeles last Friday after his appearance that morning before the Riverside County, California, "Blue Ribbon" panel convened to investigate massive problems during the County's 2006 election, and continuing concerns from Election Integrity advocates about both the performance and security issues surrounding the Sequoia Edge II DRE touch-screen voting systems in use down there.

California's new Secretary of State, Debra Bowen, has flatly rejected a request from Riverside County, CA County Supervisor Jeff Stone to participate in a "hack test" challenge originally proposed to Election Integrity Advocates in response to their concerns about security and accuracy for the county's electronic touch-screen voting machines,

"We can take a version of Sequoia's software program and modify it to do something different --- like appear to count votes, but really move them from one candidate to another. And it can be programmed to do that only on Tuesdays in November, and at any other time. You can't detect it," Princeton's Professor of Computer Science Andrew Appel
In the same report, it was revealed that an attorney has filed suit, claiming the Sequoia AVC Advantage Direct Recording Electronic (DRE) voting machines used in 18 of New Jersey's 21 counties were never reviewed by the state before they were improperly certified for use and that Princeton's Appel was able to acquire five Sequoia voting machines for only $86. The same machines were recently purchased by the state for $8,000 apiece.
Venetis argues that the state certification is in violation of NJ state law which says such systems must "correctly register and accurately count all votes cast," be "of durable construction" to be used "safely, efficiently, and accurately."

Stone's challenge, as seen in the videos and transcript, specified no ground rules for the hack test, despite what Stone indicates in his letter to McPherson. The Secretary of State recently lost his election bid to the incoming Debra Bowen, who will take office this coming Monday. McPherson had been much criticized for his lax testing of voting systems and his close relationship with a number of voting machine companies such as Diebold. He had also been quite friendly with the all-Republican Board of Supervisors in Riverside, 



Riverside County, California, Supervisor Jeff Stone laid down the gauntlet to Election Integrity advocates at a public meeting on Tuesday, offering to bet them "a thousand to one" they can't hack into the county's electronic voting machines made by Sequoia Voting Systems.
Courbat countered by suggesting that a mix of those both in favor and against such systems would be a healthy idea for the commission. The board seemed less than moved by the idea, and Ewig then proceeded by opening her own testimony informing the board that members of SAVE R VOTE had not come to this cause originally against electronic voting. Rather, she explained, their current position was based on "their own study over the past two years."
