KASSIE SIEGEL, Director and Senior Counsel of the non-profit Center for Biological Diversity's Climate Law Institute, explains the framework of the first-of-its-kind law that grants state regulators the authority to investigate the pricing processes of major oil companies and refineries, and if necessary, impose penalties for excess profits in a state where Big Oil has made the bulk of their record profits over the past year.
