{"id":9969,"date":"2013-04-19T14:56:30","date_gmt":"2013-04-19T21:56:30","guid":{"rendered":"http:\/\/www.bradblog.com\/?p=9969"},"modified":"2013-04-19T14:56:30","modified_gmt":"2013-04-19T21:56:30","slug":"republican-legislators-in-nc-propose-2000-2500-poll-tax-for-parents-of-student-voters","status":"publish","type":"post","link":"https:\/\/bradblog.com\/?p=9969","title":{"rendered":"Republican Legislators in NC Propose $2,000 &#8211; $2,500 &#8216;Poll Tax&#8217; for Parents of Student Voters"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/bradblog.com\/Images\/RomneyYouthVote.jpg\" hspace=\"6\" vspace=\"3\" border=\"0\" align=\"right\">Nearly a quarter century has passed since the U.S. Supreme Court, in <a href=\"http:\/\/en.wikipedia.org\/wiki\/Symm_v._United_States\"><em>Symm vs. United States<\/em><\/a>, ruled that college students had a right to treat their dorms as their residence for voting purposes. It&#8217;s a fact which Republicans seem to find very inconvenient &#8212; especially given the fact that, in 2008, the youth vote, heaviest in precincts where college campuses are located, favored Barack Obama over John McCain by a two-to-one ratio. The numbers were similar against Mitt Romney in 2012.<\/p>\n<p>Thus, in 2011, despite the fact that his investigation failed to establish a single instance of voter fraud by any student, Maine&#8217;s Republican Secretary of State Charlie E. Summers sent an <a href=\"https:\/\/bradblog.com\/?p=8799\">intimidating letter<\/a> to lawfully registered student voters seeking to convince them to &#8220;cancel&#8221; their voter registration where they go to school.<\/p>\n<p>&#8220;Back in February,&#8221; of this year, writes <a href=\"http:\/\/maddowblog.msnbc.com\/_news\/2013\/04\/04\/17600742-fear-of-the-youth-vote-now-in-north-carolina?lite\">Laura Conaway at Maddow Blog<\/a>, &#8220;an <a href=\"http:\/\/maddowblog.msnbc.com\/_news\/2013\/02\/07\/16886957-fear-of-and-for-the-youth-vote-in-indiana?lite\">Indiana Republican proposed<\/a> revoking the right for students to register at their colleges. After college Democrats and Republicans in Indiana <a href=\"http:\/\/maddowblog.msnbc.com\/_news\/2013\/02\/12\/16939149-indiana-students-left-and-right-oppose-bill-to-block-them-from-voting?lite\">joined in pushing back<\/a>, the sponsor promised to amend her bill so that it would be constitutional, by which she meant <a href=\"http:\/\/www.indystar.com\/article\/20130214\/NEWS05\/302140313\/Out-state-collegians-voting-measure-dies\">dropping the idea<\/a>.&#8221;<\/p>\n<p>Not to be outdone, this month three North Carolina Republican State Senators have <a href=\"http:\/\/bpicampus.com\/2013\/04\/05\/morning-feature-the-gop-war-on-voting-continues\/\">introduced<\/a> the appropriately numbered <a href=\"http:\/\/www.ncga.state.nc.us\/gascripts\/BillLookUp\/BillLookUp.pl?Session=2013&#038;BillID=S666\">S666<\/a>, which would strip the right of the parents of students from claiming a personal state tax exemption, which ranges from $2,000 &#8211; $2,500, if the student lawfully uses their dorm as their residence for voting purposes.<\/p>\n<p>A related bill, <a href=\"http:\/\/www.ncga.state.nc.us\/gascripts\/BillLookUp\/BillLookUp.pl?Session=2013&#038;BillID=sb667&#038;submitButton=Go\">S667<\/a>, deceptively titled the &#8220;Equalize Voter Rights&#8221; act, would also strip tax exemptions for parents whose student children fail to register their car at the same place they register to vote. <a href=\"http:\/\/www.wral.com\/senate-bill-seeks-to-curb-college-vote\/12298695\/\">According to WRAL<\/a>, &#8220;That also could cut down on college student registration, since many students maintain their vehicle registration in their home counties.&#8221;<\/p>\n<p>As the state&#8217;s Democratic House Minority leader notes, both bills &#8220;would raise taxes on middle-class families who are trying to put their children through college.&#8221; But, apparently Republicans are now in favor of tax increases, at least in NC, as long at it might help curb the <a href=\"http:\/\/chronicle.com\/article\/Defying-Expectations-Half-of\/135620\/\">increase in the youth vote<\/a> seen over the last several elections.<\/p>\n<p>But what may be most troubling of all, is that it seems the esteemed GOP state Senators in NC must be entirely unaware of the provisions of the <a href=\"http:\/\/en.wikipedia.org\/wiki\/Twenty-fourth_Amendment_to_the_United_States_Constitution\">24th Amendment<\/a> which, long ago, outlawed all poll taxes.<\/p>\n<p><center><i><b>* * *<\/b><\/i><\/center><!--BB-DONATEPITCH-START--><\/p>\n<div style=\"background:#f5f0e0; border:2px solid #6b5a2e; border-radius:6px; padding:10px 14px; text-align:center; font-family:Georgia,serif;\"><span style=\"display:block; margin:0 0 8px 0; color:#3a2e0e; font-size:0.95em; line-height:1.5;\"><a href=\"http:\/\/www.BradBlog.com\">The BRAD BLOG<\/a> covers your electoral system, fiercely and independently, like no other media outlet in the nation.
