{"id":6613,"date":"2008-11-03T15:05:40","date_gmt":"2008-11-03T23:05:40","guid":{"rendered":"http:\/\/www.bradblog.com\/?p=6613"},"modified":"2011-04-12T23:09:44","modified_gmt":"2011-04-13T06:09:44","slug":"ess-op-scans-giving-different-results-each-time-same-ballots-run-through-machines-in-mi-county","status":"publish","type":"post","link":"https:\/\/bradblog.com\/?p=6613","title":{"rendered":"ES&#038;S Op-Scans &#8216;Yielding Different Results Each Time Same Ballots Run Through Machines&#8217; in MI County"},"content":{"rendered":"<p><em>Guest Blogged by John Gideon of <a href=\"http:\/\/www.VotersUnite.org\">VotersUnite.org<\/a><\/em><\/p>\n<p>The U.S. Election Assistance Commission (EAC) received <a href=\"http:\/\/www.eac.gov\/assets\/1\/Page\/Oakland County Michigan letter regarding ES&#038;S M-100 voting machine tabulators.pdf\">this letter [PDF]<\/a> well over a week ago from Oakland County, MI, concerning ES&#038;S precinct-based optical-scan systems that &#8220;yielded different results each time&#8221; the &#8220;same ballots were run through the same machines&#8221;&#8230;<\/p>\n<div class=\"media\">The issue is this &#8211; four of our communities or eight percent &#8211; reported inconsistent vote totals during their logic and accuracy testing with the ES&#038;S machines. The same ballots, run through the same machines, yielded different results each time.<br \/>\n&#8230;<br \/>\nES&#038;S determined that the primary issue was dust and debris build-up on the sensors inside the M-100.<br \/>\n&#8230;<br \/>\nUnfortunately, they [local clerks] are prohibited from performing any maintenance\/cleaning on the machines as it voids the warranties. ES&#038;S has not performed any preventative maintenance under the state contract, since the machines were delivered three years ago.<\/div>\n<p>This problem, discovered during pre-election &#8220;Logic &#038; Accuracy&#8221; testing of the systems, would hardly be the first time that ES&#038;S has failed to deliver on maintenance contracts, adversely affecting voters and election results in the bargain. We saw <i>many<\/i> similar problems during the 2006 primary election cycle.  These precinct-based scanners are used throughout the nation, as ES&#038;S is the nation&#8217;s largest distributor of voting systems in the U.S.<\/p>\n<p>The EAC received this letter a week ago, and we&#8217;re trying to learn when it was finally posted to their website.
