Colorado’s Secretary of State has posted a report from his “Voting Systems Testing Board” on the Hart Intercivic eScan voting system. The test panel found that stray marks on a ballot may cause the optical-scan machines to count inaccurately. A stray mark can be read as an overvote by the machines, ignored by the machines, or read as a vote while the real vote is ignored. This is yet another voting system that was tested by an Independent Test Laboratory and accepted by members of the National Association of State Election Directors Technical Panel even though it clearly does not meet the Voting Systems Guidelines for accuracy. Will NASED take any action? Of course not. No one will warn other states that there is a problem that they should know about. The EAC? They tend to ignore their mandated duty to act as a “clearinghouse” so they will take no action. If you are in a jurisdiction that uses Hart eScans, pass on the report to your election officials so they are warned about the problem. You will be the only one who will do it….

NAtional: February 19 Snapshot: Hawaii and Wisconsin
http://www.votetrustusa.org/index.php?option=com_content&task=view&id=2754&Itemid=26

CA: California registrars still tallying up primary
Awkward ballots tough to count as Dems await delegate division
http://www.chron.com/disp/story.mpl/politics/5548010.html

CA: Los Angeles County – Losing our marbles over voting
http://www.dailynews.com/editorial/ci_8280083

CA: Los Angeles County – LA County ‘Double Bubble’ Disenfranchisement Happened Before, Registrar Conny McCormack Did Nothing About It
https://bradblog.com/?p=5700

CO: Vote scanners still face doubts
A state board says the Hart machines are too likely to count stray marks as votes, the same problem that got them decertified last year.
http://www.denverpost.com/headlines/ci_8283953

NH: Albert Howard files for Appeal on NH Recount
http://www.opednews.com/articles/genera_vickie_k_080216_albert_howard_files_.htm

NM: New Twist in New Mexico Caucus
http://www.kdbc.com/Global/story.asp?S=7884455

NY: Obama Robbed in NY
http://www.nypost.com/seven/02162008/news/regionalnews/obama_robbed_in_ny_97932.htm

NY: NYC’s Undercounted Obama Votes on Primary Night
http://gothamist.com/2008/02/16/undercounted_ob.php

NY: Chautauqua County – Election Board Approves Sequoia Voting Machine
http://post-journal.com/articles.asp?articleID=24935

PA: Lackawanna County – E-vote system doubts linger
http://www.thetimes-tribune.com/site/news.cfm?newsid=19304351&BRD=2185&PAG=461&dept_id=415898&rfi=6

PA: Northampton County – Voting machines on tour this month
Demonstrations planned throughout county.
