We should note, however, it&#8217;s not immediately clear from Kobach&#8217;s letter what <i>exactly<\/i> he means by his use of the term, and if he&#8217;s referring to the <i>illegal<\/i> type of caging or not.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/BradBlog.com\/Images\/KrisKobach_KSGOP_CagingLetter_Head_1207.jpg\" hspace=\"6\" vspace=\"3\" border=\"0\" align=\"right\">In any case, it&#8217;s clear that the undemocratic (small &#8220;d&#8221;) practice of working to keep Democratic (large &#8220;D&#8221;) voters <i>off the rolls<\/i>, through any means necessary, in order to keep them from voting, <em>through any means necessary<\/em>, has been mainlined as perhaps <em>the<\/em> top strategy for the GOP in 2008.
